RE: Stop Work Order for Zoning Violations
Dear John:
This letter is to inform you that building permits have not been issued for work being done on the
Donovan Trucking site located in Westview Business Center. This property is in violation of the
Frederick County Zoning Ordinance, in regards to the approved site plan, and structures built without
building permits. There are possible violations of the building code on this property. I am
requesting a Stop Work Order be issued for this on any permits on this property.

RE: Approval of Revised Master Development Plan for Westview Business Center
Dear Mark:
Frederick County administratively approved the referenced master development plan on February
15, 2001. This master development plan was revised to delineate new commercial entrance
locations on Millwood Pike (Route 50), Victory Road (Route 728), and Independence Drive
(Route 1092); to provide current land use information within the business center; and to delineate
disturbance areas and access points within the undeveloped acreage. Please find attached four
copies of the approved Final Revised Westview Business Center Master Development Plan for
distribution to all appropriate parties. Please do not hesitate to contact me if you have any
questions regarding the information in this letter.

RE: Westview Business Center, Master Development Plan
Dear Mr. Mark Smith:
I had the opportunity to review the above -referenced master development plan submitted to our
department. The following comments should be addressed and included in a revision of this master
development plan.
1. Please show signed certificate of surveyor, engineer, or architect on each page of the site
plan.
2. Please show surveyed boundaries of all lots and parcels.
3. Please delineate the areas of disturbed woodlands on site. This will require the use. of
different symbology.
4. Please add the Department of Historic Resources' (DHR) Rural Landmark Survey Number
34-329 to the Ford House located on Parcel 64-A-159.
5. Please show the building outline of Valley Cycle located on Parcel 64-A-159P.
6. Please state the location of Myersons Drive located to the right of Parcel 64-A-159P.
7. Please correct the zoning for Parcel 64-A-159C to Rural Areas (RA).
8. The Northwest quadrant of the site indicates three new entrance locations, but no internal
road system. Please identify any proposed road system in this area.

9. Please provide minimum right of way for all internal roads.

RE: Westview Revised Master Plan
Dear Mr. Long:
We have prepared this letter to respond to your comments dated January 10, 2001 on the above -referenced
revised master plan.
1. The seal on the plans has been signed.
2. The surveyed boundaries of the Westview Business Center are shown on the plans. Bearings and
distances on interior lot lines are not required in Section 165-130. Please let me know if I have
misinterpreted the Ordinance.
3. The areas of disturbed woodlands have been more clearly identified.
4. The DHR survey number was added to the Ford House.
5. The building outline of Valley Cycle has been added.
6. Myersons Drive has been labeled.
7. The zoning of Parcel 64-A-159C has been changed to RA.
8. No road system is proposed for Lot 159E at this time. As I understand it, the owner is trying to
sell the parcel as a whole.
9. Since no other internal roads are proposed at this time on Lot 159E, the right-of-ways were not
labeled.
10. No inter -parcel connectors are proposed for Lot 159E at this time.
11. All stormwater management facilities were located.
12. Owners for lots 159L and 159N were revised.
