THIS PLAT OF SUBDIVISION made on this ''' day of
1976, by and between J. P. Darlington and Ruby S.
Darlington, his wife.
4IITNESSE T1i :
WHEREAS, the said J. P. Darlington is the sole owner
of real estate hereinafter described and situated in Stonewall
District, Frederick County, Virginia, and desires to sub -divide
the same as a subdivision known as "WESTVIEW ESTATES" as shown
on the plat and survey dated March 30, 1976, prepared by J. R.
Nicely, Certified Land Surveyor, which survey and plats of all
lots are attached hereto and made a part hereof and to be
recorded he?ewith.
:OW, T11EREFORE, for and in consideration of the
premises the said owner does hereby subdivide all that certain
tract of land lying and being, situate in Stonewall Magisterial
District, Frederick County, Virginia, more particularly describe
by the aforesaid survey and plats; and being the same property
conveyed to J. P. Darlington by Deed of Vernie West, Widow,
dated September 24, 1975, of record in the Clerk's Office of
the Circuit Court of Frederick County, Virginia, in Deed Book
449, Page 624.
The above and foregoing subdivision of that certain
tract of land described by the aforesaid plats is made with
the free consent and in accordance with the desires of the

As requested, I performed a final inspection at the above referenced project on
December 22, 1994. As a result of this inspection the following items were found to be of
concern:
1. Outlet protection needs to be provided at Culverts #2 and #3.
2. Regrade, seed and mulch shoulders on both sides of Culvert #1.
3. Repair cracked and broken flarad end sections of Culvert #1's inlet side.
4. Install/define storm conveyance channel in Lot 17 leading to Culvert #1 inle._
5. Expose underdrain outlets on both sides of Culvert #1.
6. Repair damaged surface treatment at Culvert #1.
7. Complete off right-of-way storm conveyance channel in Lot 19.
A reinspection can be scheduled upon satisfactory completion of the above listed items.

Dear Mr. Carroll:
On January 23, 1995 1 performed a follow-up inspection of several items needing attention
in the referenced subdivision as listed in our letter to you of December 30, 1994, copy
attached.
Based on this inspection most of our concerns have been satisfactorily addressed with the
exception of the completion of the storm conveyance channel in Lot 17 adjacent to
Route 625 and the establishment of grass on recently disturbed areas of the right-of-way.
As discussed, you anticipate completion of the storm channel, possibly by others, once the
utility cable has been lowered.
Contingent on the satisfactory completion of the above items, VDOT accepts the
construction of Westernview Drive.
