Re: Subdivision Comments - Westridge Subdivision - Section 3

Dear Ron:
Upon review of the subject subdivision plan, we offer the following comments:
1. Provide drainage calculations describing the proposed stormwater flows draining to the south
behind Lot 16. Due to past drainage problems within this area downstream, any increase in run-
off could further mitigate the problem. Provide downstream topography, an adequate channel
analysis and a determination where the proposed stormwater run-off will drain.
2. Your stormwater analysis indicates an increase of 20.2 CFS for a 10-year design storm draining
to the north. The analysis indicates some infiltration and modest attenuation. Provide additional
information for an adequate channel evaluation downstream at the Cedar Creek Grade road
crossing and provide supporting data concerning some of your assumptions. We recommend
providing a stormwater management facility. One option is a gabion basket berm for stormwater
and sediment control. (See detail on sheet 4 of 7). Place a row of gabion baskets end for end (see
sheet 7 of 7), fill with rip rap size stone and on the inlet side, provide a geotextile fabric that will
attenuate the stormwater flows and provide sediment control. The gabion baskets are economical,
will not degrade with time and can be easily removed once downstream development occurs.
3. Provide a sediment trapping measures for the flow draining to the north. If a gabion basket
berm is used, this requirement will be met. We do not recommend the long term use of a rock
check dam for stormwater control due to maintenance concerns.
4. Provide grading plans and proposed house elevations for the entire subdivision. Also, an as -
built drawing of all drainage structures, swales and ditches shall be provided to our office prior to
issuing any building permits.
5. Due to continuing safety problems in other subdivisions, place a note on the plan that ensures
that all drop inlets have Type III grates with a maximum spacing between bars of one (1) inch.

6. Place a note on the plan indicating that a pre -construction meeting on -site is required with the
owner, contractor, engineer of record and our department prior to commencing any sitework.
Once these comments are addressed, submit two (2) copies of the subdivision plan for
further review. If you have any questions, do not hesitate to contact me.

A VDOT review has been completed on the preliminary plan dated 07/25/01
(received 09/04/01) for the referenced project. Our comments follow and are
shown in. red on the plan sheets.
There are two primary concerns to VDOT on the plan:
1. Sunny Way Court should be constructed to the boundary line on the north side
of development to avoid the questions of who, how and why at the time of
extension of Sunny Way Court.
2. The red circled flow line grades on storm sewer which appear to have too flat a
percent should be reviewed and increase the fall within culverts to the extent
possible to establish positive drainage flow.
Please address all incidental red note comments on all sheets and make appropriate
changes.
When all the comments above, those shown in red on the plan sheets and on the
Subdivision Check List have been considered, please provide this office with one set
of revised plans for VDOT review.

Dear Ron:
I have had the opportunity to review the Westridge Subdivision, Section III, Subdivision Design Plan
received by our office on August 31, 2001 and offer the following comments:
1. The correct magisterial district is Shawnee.
2. Label the City of Winchester corporate limits on Sheet 2 and 3.
3- Include all the adjoining. property information on Sheet 3.
4. The property lines for Lots 12 and 13 are cut off by the Sheets 2 and 3 match line placements.
5. Label the sidewalks on the plan view and provide a sidewalk cross section of detail.
6. Label the areas and designations of Parcels A and B.
T Correct the approval signature line to indicate Subdivision Administrator.
8. Provide a statement listing all requirements and conditions placed on the land included in the
subdivision resulting from the approval of conditional zoning.
9. The plan view for the subdivision would be better portrayed if it was displayed on one sheet.
Please address the above comments and re -submit. I am enclosing a marked copy of the plans for
