Dear Mr. Wakeman:
This letter is to confirm the Frederick County Board of Supervisors' action at
their meetings of August 9, 1989 and of September 13, 1989:
Approval of Master Development Plan #004-89 of Wakeland Manor, zoned RP, 298.2188
acres, for single-family and townhouse units. This property is located on the
north side of Route 642, east of the intersection with Route 647, in the Shawnee
Magisterial District.
This approval had the condition that the plan be revised to show a major north -
south collector in conformance with the proposed area road plan while working
with the staff and Planning Commission. Also, no subdivision plans should be
approved beyond Phase I until such a revised plan is approved by the Board.
If you have any questions regarding your master development plan, please do not

was under the impression
that when a "major' road is
needed, the state or county
builds it.
A developer does need to
build roads into the subdivi-
sion from a "major" road.
Also, if Rex Wakeman has to
build said road, why not name
it Wakeman Lane? Why
should it be named Golladay
Road? Also, why not do
something with Route 636 and
have it connect to Va. 37,
which will not be too far from
the new high school?
I know we need progress in
the area, but it seems we are
building too many roads. We
will have Fairfax County
nightmares. Do the home-
owners in Wakeland Manor
want a speedway near their
homes or do they not have
any say in this matter?

A letter to the editor in the
Aug. 26 issue of the Win-
chester Star by Phoebe W.
Seaman ("About Roads")
was a very thought -provoking
article. In essence, it stated
that the county government is
now "dictating" that Rex
Wakeman - not only donate
land for a "major" road, but
also he will be required to pay
for it.
After dictating these condi-
tions the board has the
"greed" of naming it "Golla-
day Road" —insult after in-
sult! Previous newspaper ar.-
ticles have stated that Rex
Wakeman feared if he did not
meet the "dictated board
requirements, his plan would
not be approved. Has the
planning function of
Frederick County become a
game of spoils?
Her article also asked,
"Why is this road needed?"
The residents of Wakeland
Manor have been asking this
same question since the road
was first proposed; We have
presented two petitions to the
Planning Commission stating
that we do not want or need
this road, but the board is ig-
noring us or, 1erhaps, its
members are 'bullied" by
someone.
Another board meeting was
held Sept. 4 on the Wakeland
plan. Does the board hope
that eventually the people of
Wakeland Manor will give up
the fight and then they can
ram it down our throats?
I will not give up the fight,
but I will give up my loyalty
to the Republican Party at
the upcoming election. .I
believe it is time for a change
in leadership.

REVIEW EVALUATIONS:
_VA. Dept. Transportation - No objection to Preliminary MDP.
Entrance from Rt. 642 into single family area will have to
be relocated to provide adequate sight distance. Before
development, VDOT will require a complete set of
construction plans, drainage calculations and traffic flow
data for review. A land use permit will be required to cover
work on the State's right-of-way.
Sanitation Authority - Six items noted on drawings. The
existing sewer lines will handle the developments flow.
Water capacity is available.
Fire Marshall - Fire protection review will be done on the
site plan and/or construction drawings.
Local Fire Company - Concur with Fire Marshall's comments.
Parks and Recreation - No recreational amenities are
required for the single family lots being considered at this
time.
Inspections _Department_ - This request for subdivision
approval shall comply to use group "R" Residential Section
309.0 of the BOCA Code.
Planning and Zoning - The proposed development contains 393
single family lots and 219 town house units. The RP zoning
district provides for both types of development. The
presence of these townhouse units, however, requires that
the development provide open space acreage equivalent to
30`k .
Section 5-4-2 of the County Zoning Ordinance states "A
minimum percentage of the gross area of any development
shall be designated as common open space." and that, for
developments containing anything other than single detached
housing the minimum required open space is 30%.
In this case open space required amounts to approximately 98
acres. The MDP fails to indicate how or where this require-
ment will be met. Open space is a critical component of the
development, knowing how much is to be provided is essential
for determining whether or not the plan meets the
requirements of the ordinance.
The plan also fails to give other basic information such as;
the acreage and location of environmental features present,
the amount and percent of environmental features to be
disturbed and the amount and percent to be included in open
space, the amount of open space to be provided in each
phase of the development, details of buffers and screening
to be provided, recreational facilities to be provided in
relation to the townhouse units, and a plan for storm water
management.
The plan does provide two means of access to the Artrip
property to the north as requested in the preapplication
discussion, as well as connections to the existing
residential development to the west and the undeveloped RP
land to the east. The Highway Department comments point out
that the western entrance to the development from Rt. 642
needs to be relocated in order to provide adequate sight
distance.
The plan lacks a number of critical information items which
make a thorough review difficult.

2. Access to Site and Roads.
a. Access connection to Bowman and Artrip properties should
be allowed for.
b. Traffic projections should be made for access points to
determine turn lane requirements and right-of-way
requirements for internal streets. Typically 10 vehicle
trips per day (VTD) for single family and 7 VTD for
multi -family and townhouse residents are used.
c. Both vertical and horizontal sight distance will have to be
verified during the plan development.
d. Standard cul-de-sac's should be used where the "parking
bubbles" are indicated on the streets. Also the location of
these cul-de-sac's should be selected to provide adequate
sight distances and so that the alignment of the main drive
won't be confusing.
\ e. Intersections should be at 90 degrees with the main
roadways, where possible.
f. Consideration needs to be given to minimum radius for road
curves. Generally 410 feet to centerline for 25 mph thru-
roads - 215 feet can be acceptable with limited traffic
counts such as cul-de-sae s.
3. Environmental Issues.
a. Show existing ponds and proposed method and location for
handling stormwater management.
b. Identify if any of the common area lies within the 100 year
flood plain.
4. Water and Sewer.
a. A projection of water and waste water flow requirements
should be made. I estimate flow to be in the range of
130,000 to 200,000 gallon per day for water and waste water
usage. The Sanitation Authority should indicate if the
existing 8" sewer line has the sufficient capacity to handle
this.
b. Water availability should be confirmed with the Sanitation
Authority for both domestic use and fire flows. Pressure and
flow tests should be obtained for flow determination during
the design phase. Also, the sanitation authority should
indicate water looping and stub -out requests to facilitate
future water extensions per the long range comprehensive
plan. Sizing of proposed lines for the Preliminary Master
Development Plan need not be done. This can be done during
the Final Master Development Plan, or during the Sub -
Division Design Phase.
5. Drainage Issues.
It appears that adequate drainage relief exists to be able
to design a storm sewer and drainage system. Off -site
drainage easements may not be required.

The Board of Supervisors approved the Wakeland Manor Master
Development Plan with the condition that it be revised to show a
major north -south collector in conformance with the proposed area
road plan. The condition states that the applicant should work
with the staff and Planning Commission to revise the plan. It
states that no subdivision plans should be approved beyond phase
I until such a revised plan is approved by the Board of
Supervisors.
We will work with the applicant and forward additional information
to you when it is available. Please let me know if you have any
questions.

Proposed condition of approval for the Wakeland MDP:
Due to the particular circumstances of this master development
plan, in particular that a new area road plan was proposed after
submittal of the MDP, it is suggested that the plan be approved
with the condition that a collector road be provided according to
the proposed area road plan. It should be a condition of approval
that the applicant work with the planning commission to revise the
MDP to show the collector road and that the revised version be
reviewed by the BOS. It is suggested that an additional condition
be that no subdivision plans be approved beyond phase one until the
plan is revised. All other plan requirements should be met before
final MDP approval.

I represent Dr. James H. Stafford, Jr., the owner
of land adjacent to the Wakeland Manor property which is
being submitted this day for site plan approval.
There are two concerns which Dr. Stafford has with
the site plan as presented, and those concerns are as
follows:
(a) There should be a connector street
between the Wakeland Manor develop-
ment and Dr. Stafford's property
with respect to Section 14, Wakeland
Manor;
(b) The plans indicate 8 inch water lines
in the project and Dr. Stafford feels
proper development engineering should
provide for 10 inch water lines so
that future development will not be
hampered.
I will be present at the Planning Commission
meeting to elaborate on these two issues.

As per your request I am listing the items which have been noted
thus far as lacking on your Master Development Plan for Wakeland
Manor. All of these comments were conveyed to Dave Furstenau over
the phone on May the eleventh, with the exception of those which
arose during the,informal presentation to the Planning Commission
at their meeting of May 17, 1989.
* the zoning and use of adjoining properties should be indicated
on the plan.
* a breakdown of the number of single family or townhouse units
and the percent of open space in each phase and in the total
development.
* the location of environmental features.
* the amount, percent and location of environmental protection
land included in the common open space, the approximate acreage
and percent of each type to be disturbed.
the location and extent of proposed buffers with examples and
profiles showing the type of screening (specifically road
efficiency and between townhouse and single family units).
* stormwater management plan/facilities
* access to the Artrip property.
These items do not include information or alterations which may
be required by other review agencies, or the Counties consulting
Engineer.
