As requested, a review of the above referenced subdivision has been made. Our
comments and recommendations are as follows
1. It will be required that drainage easements be provided to a legal water
course from all proposed drainage pipes and ditches within a subdivision
that is to be taken into the Secondary System.
2. One problem which Is noted on Sheet 2 of 5 may be where the draiaage
from the 421X290 pipe under Brandon Drive crosses the existing private
entrance. A pipe may be required under the entrance as well as the
drainage easement across the property to a well defined drainage hollow.
3. Standard CD-2, Combination Undesrdrain, should be provided at approximately
Station 2+25 (Brandon Drive) and Station 5+50 (Craig Drive).
4. Please be sure the developer understands the minimum requirements for
private entrances. In the past we have had problems with the developer
constructing private entrances not in accordance with the minimum require-
ments.
S. All proposed mailboxes must be placed back of the ditch line to conform
with our policy to prevent hindering of maintenance operations when the
streets are added to the Secondary System. Please review this with the
developer to be sure It Is understood.
6. A standard VDH&T stop sign will be required at the intersection of Laurel
Drive and Wakeland Drive.
7. Pavomout design will be determined by CBR Tests conducted by the Virginia
Department of Highways • Transportation at the developer's expense and
will be required when the rough ,grading has been completed.
8. A permit must be applied for and approved before the connection of Laurel
Drive at Wakeland Drive prior to doing any work on the State's right-of-way.
Enclosed you wH find a copy of the minimum requirements and data for subdivision
streets prior to acceptance into the Secondary System. This Is the responsibility

The purpose of this letter is to inform you of this office Is determination of the
nonconforming subdivision status of Wakeland Manor. Primarily, this office has
determined that Wakeland Manor can be subdivided under the former residential
zoning category of R-3 (Residential General) because of its pre—existing status or
its status prior to the adoption of the Frederick County RP (Residential
Performance) Zoning District. We have made this determination based on the
following:
1) This subdivision consists of single—family traditional lots and is proposed to
continue as such.
2) A preliminary plat has been approved and the subdivision has and is proposed to
continue, as approved, in conformance with the preliminary plan.
3) There has been continual building and development of the subdivision since
approval of the preliminary plat and subsequent final plats.
4) The approval of Greenbriar Subdivision, Section II, a similar pre—existing
development approved by the Planning Commission and the Board of Supervisors,
based on the opinion of the Commonwealth's Attorney.
Again, it is our determination that Section F and future sections may be platted
in conformance with the approved preliminary plat on file in our office. Section
F and any future sections must be platted and developed in accordance with the
former R-3 (Residential General) Zoning District requirements of the Frederick
County Code, Chapter 21.
Other future sections not shown on the approved preliminary plat will have to be
platted and developed under the County's current RP (Residential Performance)
Zoning District requirements.

the following phases of work on above referenced project as per plans
dated 6-20-86, revised 8-28-86.
ROADS
Craig Drive - approximately 563 lineal feet with temporary cul-de-sac.
Brandon Drive - Station 600 to Station 13 + 67 with temporary cul-de-sac.
Tyler Court - 450 lineal feet with permanent cul-de-sac.
Breakdown Of Work To Be Performed:
1. Strip topsoil on roads designated above plus remainder of Brandon
Drive (approximately 400 lin. ft.) and Laurel Drive (approximately
355 lin. ft.)
2. Stockpile on right side of Tyler Court and on either side of Brandon
Drive.
3. Level roadways as designated above as per plans and grade for proper
drainage.
4. Install the following culverts:
50 ft. - 15 in. corrugated metal pipe
• 60 ft.-21 in. X 15 in. arch pipe - Pipe B
60 ft.- 15 in. corrugated metal pipe - Pipe C
60 ft. - 24 in. corrugated metal pipe - Pipe D
5. Install 8 in. of 21-A stone.
6. Prime and double seal.
Temporary cul-de-sac to have 4 in. stone, no surface.
UTILITIES
Water Line - Starting at the intersection of Craig Drive and Wakeland
Drive (648 ft.)
Brandon Drive - from station 6 + 00 to 14 + 07
Tyler Court - from intersection of Brandon Drive and Tyler

Rappawan will furnish and install the following:
Two fire hydrant assemblies

Sanitary Sewer - As per plans completed with thirty one sewer laterals.
Rappawan Inc. cannot be responsible for any leakage on existing water
lines on Wakeland Drive unless damage would be caused by Rappawanvs
equipment.
Owner to provide stake out for center line of road with cuts and fills,
utility stakeout and lot corners. During construction some lot corners
may be disturbed and if this should occur, Rappawan will not be responsible
for replacing. We would suggest that owner stake lot corners temporarily.

of Highways for permit with fees at owner's expense.
2. No erosion control.
3. No seeding of disturbed areas.
4: If rock is encountered of a nature that requires! drilling and
blasting, said rock to be removed at cost plus ten percent as follows:
Air Track @ $70.00 per hr.
Powder Man with truck @ $25.00 per hr.
Explosives @ $3.00 each.
5. Backhoe, loader, and laborers will be charged at one-half time to
excavate and lay pipe thru section of trench where rock was encountered.
If shot rock cannot be re -used in trench for select backfill, material

and to remove waste material to be charged to owner.
