Box 2033 Winchester, Virginia 22604 RE: REVISED MASTER DEVELOPMENT PLAN - WAKELAND MANOR Dear Ed: The revised Master Development Plan dated May 14, 2002, for Wakeland Manor Subdivision was administratively approved on May 31, 2002. This MDP provides for 390 single-family lots, and 214 townhouse lots, for a total of 604 lots in the RP (Residential Performance) Zoning district on a 285- acre site. This is an overall reduction in the number of dwelling units on the previously -approved MDP #004-91, and a change in the sequencing of phases. Development of the property shall be in phases, as is the dedication and construction of future Warrior Drive and access/entrance roads. The revised MDP increases the overall open space; 55% total open space for the townhouses; and 15.3% total open space for the single-family homes is shown on the final MDP. Attached are three copies of the approved Final Master Development Plan. These copies are for you and your client's records. Please feel free to contact me with any questions regarding this approval. We have included that portion of Queens Way through Phase 4 from VA Rt.642 to the existing Phase 2 boundary line into Phase 2 boundary lines. 2. We have revised the approval blocks per your request. 3. Same. 4. We have revised the Road Construction Obligation Narrative section 3(e) to show Corral Drive in place of unnamed road. I am also in receipt of Rex Wakeman's letter, dated April 15, 2002, regarding a positive response from property owners to the question of the removal of open space adjacent to their lots. Enclosed please find a red -lined drawing including a few further revisions prior to administrative approval. Please provide the following information: Please include that portion of Queens Way through Phase 4 from VA Rt. 642 to the existing Phase 2 boundary line, within the drawn boundary lines of Phase 2. 2. Please include a space labeled, "Director of Planning and Development," for the approval signature and a space labeled, "Date," for the date of approval. 3. Please include a space labeled, "County Administrator," for the approval signature and a space labeled, "Date," for the date of approval. 4. Please include in the Road Construction Obligation Narrative Section 3(e), a revision to "unnamed road" to Corral Drive. Based on my understanding ofthe conversation, we agreed that the following considerations will be addressed on the plans and narrative. Please provide the following information: 1. Letters of agreement from existing property owners on Brandylion Drive Lots #77, 97, 96, 95, 94, 110, 111, 113, 115, 115, 123, 124 and any others impacted by the removal of adjoining open space areas. 2. Revisions, notation and explanation of all phasing changes. 3. Designation of dedicated open space additionally allocated from prior Phase 2. 4. Calculate amount of open space removed from other phases, additional open space given, and final calculation of dedicated open space. 5. Calculate changes in lot numbers for all phases. 6. Inclusion of temporary cul-de-sac road change along Craig Drive and show necessary connection to Route 642, Macedonia Church Road. 7. Any proposed changes in required road efficiency buffers. 8. We have attempted to address all of the information items in your April 8, 2002 letter. Our responses are as follows: 1. Please find included on the plan Rex Wakeman's letter of April 15, 2002 where he received yes responses to the question of removing the open space adjacent to their lots. 2. We have revised the phasing schedule and revised all of the tabulations to reflect the same. The phase 2 has been changed to incorporate the entire area as open space. In making that change we have changed the phasing schedule so that the previous phase 5 has become phase 2, the previous phase 7 has become phase 3, the previous phase 3 has become phase 4, the previous phase 4 has become phase 5, the previous phase 8 has become phase 7, the previous phase 9 has become phase 8, the previous phase 10 has become phase 9, the previous phase 11 has become phase 10 the previous phase 12 has become phase 11, the previous phase 13 has become phase 12, the previous phase 14 has become phase 13, and the previous phase 15 has become phase 14. Phase 6 remains unchanged. Additionally we removed open space from the new phase 2 and 3 which are scheduled to be 15000 sq. ft. lots, added 80 ft. road buffers along the future Warrior Drive and scheduled the construction of the unnamed street thru phase 4 from Va. Route 642 to the phase 2 boundary. 3. We have shown the entire previous phase 2 to be dedicated to open space. 4. We have removed 12.28 acres of open space and have added 24 acres of open space to give a total revised designation of open space of 60.33 acres compared to 48.61 acres before our revision. 5. We have recalculated the lot numbers for all phases and they are shown on the tables on sheet 2. 6. We have shown a temporary cul-de-sac along Craig Drive and have shown the connection from Craig Drive to Route 642, Macedonia Church Road as a new paragraph (3) (a) in the road construction obligation narrative. 7. We have shown the required road efficiency buffers. 8. We have noted the right-of-way widths and road names of all roads. 9. We have shown the limits of the lots and our area tabulations do not include the areas in buffer areas We are enclosing two copies of the revised Master Development Plan for your review.
