As noted in the email dated August 22, 2008, the fee for adjusting the lot square footage notations for section 5 is $500. However, upon an initial review of the Design Plan submitted October 17, 2008, it would appear that other minor changes have also been made, including the creation of additional open space lots and the loss of residential lot #23. These changes go beyond the act of simply correcting calculation errors to the currently approved Section 5 SDP, and thus would require a full-fledged application (with a base fee of $ 2,500.00, and an additional $100.00 per lot). With these additional changes and the anticipated need to revise the Section 5 SDP to reflect changes currently proposed in the unapproved MDP for this project, I feel obligated to again suggest that the applicant hold off on the submission of any section 5 SDP applications until it's possible to submit a revision including both the above -referenced lot adjustments and the changes proposed to Dutchman Court. This would allow you to avoid superfluous review fee costs, and would allow us to preserve, at least to the degree possible, a less cluttered and ultimately more legible record of the changes made to section 5, and to the Snowden Bridge development as a whole. I offer the following comments: • A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • A VDOT The appropriate land use permits shall be obtained before any work is performed on the State's right- of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned inspector. • If mailboxes are to be placed along the roadway fronting lots, a minimum of 6" shall be between the face of curb and the front of mailbox as shown on VDOT standard detail RFD -I. • Private entrances will be installed in accordance with VDOT standard detail CG-913 (as modified on the approved plans). This is the developer's responsibility. . Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. Response: Trip generation data has been corrected. Comment 2: On sheet 12, provide a crosswalk and stop bar at the entrance to the recreation center property. Response: Crosswalk and stop bar has been added as requested. Comment 3: On sheet 12, show the connection of the trail system with the rec center property. Response: The pedestrian trail as shown has been designed to terminate at the CG-12 curb ramp on the west side of the turnaround and opposite to the 5' sidewalk along Patriot Court. The 5' sidewalk will serve as access to the recreation area as permitted in the Proffers (Sec. 9-C). Any internal pedestrian access associated with the future recreation area will be addressed with a separate site development plan -for the area. Response: The signature block has been revised accordingly. Comment 2: On sheet 2, the charts provided should match Exhibit E (Minimum Design Standards) of the Proffer Statement. Response: The Minimum Design Standards table has been revised to match the Proffer Statement Exhibit E. Comment 3: On sheet 12, provide a note that the day care facility site plan will be bonded prior to the issuance of any plats for this section. Response: The previously denoted "Future Daycare Area" has been revised to "Future Recreation Center" (see comment response #3, Part 2). A note has been added requiring a recreation center to be fully bonded before the issuance of the first building permit (per approved proffers). Comment 4: On sheet 12, it appears that the day care facility will have two entrances onto Patriot Court and the sidewalk should be continued as shown on the plan. Response: This area will be accessed by only one entrance, at the Poinsettia intersection. The stub at the southern end of Patriot Court is not an entrance, but rather a VDOT approved "T-Type" vehicular turnaround. Curb and gutter has been continued around the end of the "T" to indicate no vehicular access. Response: A stop sign has been added at the future recreation center entrance. Striping and signage at the intersection of Northumberland Drive and Snowden Bridge Boulevard is shown per the Snowden Bridge Boulevard Road Plan. Comment 6: On sheet 12, merge the easement with the building restriction line for Lots 23 and 24. Response: The easement and BRL lines have been merged. Comment 7: On sheet 12, provide a street light at the Patriot Court intersection with the day care facility. Response: A street light has been added as requested. Comment 8: On sheet 13, the rear BRL for Lots 1 through 22 is labeled as 20 feet. Per the proffered design standards for this housing type, the rear setback is 25 feet for the dwelling and 20 feet for the garages. Label the 25 foot BRL for the dwellings instead. The garages may be shown overlapping that 25 foot BRL by up to five feet. Response: The BRL's have been revised as requested. Comment 9: On sheet 13, the front yard setback for Lots 12 through 22 is mislabeled. Response: The front yard setbacks for Lots 12 through 22 have been corrected to 15'. Comment 10: On sheet 13, Lot 10 appears to have some feature overlapping the BRL. Response: The house location has been adjusted so that it lies entirely within the BRLs. Comment 11: On sheet 13, regarding the future street extension, provide a note which identifies the section that will connect with Northumberland Drive at this point. Response: A note has been added to state that the future street extension is for Section VIII. Comment 12: On sheet 13, Poinsettia Road is misspelled. Response: The spelling has been corrected. Comment 13: On sheet 13, consider providing a sidewalk connection between Poinsettia and Northumberland as found in the plans for Sections 2 and 3. Response: Per the approved Master Development Plan, no pedestrian trail system has been indicated through this area. Due to existing wetland areas along the eastern border of this section and required lot grading, it is not feasible to provide pedestrian access along Lot 1 1 and the private alley. File 2760/KP/reb Comment 14: On sheet 14, merge the BRL with the easement behind Lots 32 through 36. Response: The easement has been revised and merged with BRLs. Comment 15: On sheet 14, continue the curb and gutter and sidewalks to the final two houses on Farmhouse Court as shown on the plans. The transition from a 50 foot right-of-way to a smaller private access drive does not appear necessary or appropriate. If the end of Farmhouse Drive is not intended to connect with future sections, it should have curb and gutter all the way around the stub out as shown on the plans. Response: Farmhouse Court has bee revised to utilize a standard VDOT cul-de-sac. Lots 43 and 44 will be accessed by way of "Private Access Drive". Comment 16: On sheet 14, the cut into Farmhouse Court next to Lot 42 does not appear necessary. Response: See response #15. Comment 17: On sheet 14, provide a street light at the intersection of Coronation and Farmhouse. Response: A street light has been added at the intersection of Coronation Place and Farmhouse Court. Comment 18: On sheets 12 through 14, provide the total open space acreage for each open space parcel and the total for the entire section. Currently, only the total for the entire section is shown. In addition, the day care facility is shown on an open space parcel. Explain the breakdown of the required open space for this section to ensure that the day care facility is not reducing the required green space. This breakdown can be provided on sheets 12-14 or on the summary sheet 2. Response: Open space acreages have been revised to reflect section phasing. Total open space acreage is shown in Table 5 on sheet 2 of plans. Comment 19: On sheets 12 through 14, provide handicap ramps as shown on the plans to allow for cross street travel. Response: Please see plans for additional ramp locations. Comment 20: On sheet 12, the BRLs for Lot 22 do not match the proffered BRLs for that housing type. Response: The BRL line has been revised on Lot 22. Comment 21: On sheets 12 through 14, provide the right-of-way widths for all streets on the plan. Response: Right-of-way widths have been annotated under the road names. Comment 22: On sheets 12 through 14, label all sections of Snowden Bridge where they adjoin this section. Please address the following comments: 1. On the cover, the subdivision administrator's signature line should provide a reference to Frederick County. 2. On sheet 2, the charts provided should match Exhibit E (Minimum Design Standards) of the Proffer Statement. 3. On sheet 12, provide a note that the day care facility site plan will be bonded prior to the issuance of any plats for this section. 4. On sheet 12, it appears that the day care facility will have two entrances onto Patriot Court and the sidewalk should be continued as shown on the plan. 5. On sheet 12, provide a stop sign at the intersection of Northumberland Drive and Snowden Bridge Boulevard and provide a stop sign for the benefit of the day care facility's entrance(s) onto Patriot Court. 6. On sheet 12, merge the easement with the building restriction line for Lots 23 and 24. 7. On sheet 12, provide a street light at the Patriot Court intersection with the day care facility. 8. On sheet 13, the rear BRL for Lots 1 through 22 is labeled as 20 feet. Per the proffered design standards for this housing type, the rear setback is 25 feet for the dwelling and 20 feet for the garages. Label the 25 foot BRL for the dwellings instead. The garages may be shown overlapping that 25 foot BRL by up to five feet. 9. On sheet 13, the front yard setback for lots 12 through 22 is mislabeled. 10. On sheet 13, regarding the future street extension, provide a note which identifies the section that will connect with Northumberland Drive at this point. 12. On sheet 13, Poinsettia Road is misspelled. 13. On sheet 13, consider providing a sidewalk connection between Poinsettia and Northumberland as found in the plans for Sections 2 and 3. 14. On sheet 14, merge the BRL with the easement behind Lots 32 through 36. 15. On sheet 14, continue the curb and gutter, and sidewalks to the final two houses on Farmhouse Court as shown on the plans. The transition from a 50 foot right-of-way to a smaller private access drive does not appear necessary or appropriate. If the end of Farmhouse drive is not intended to connect with future sections, it should have curb and gutter all the way around the stub out as shown on the plans. 16. On sheet 14, the cut into Farmhouse Court next to Lot 42 does not appear necessary. 17. On sheet 14, provide a street light at the intersection of Coronation and Farmhouse. 18. On sheets 12 through 14, provide the total open space acreage for each open space parcel and the total for the entire section. Currently, only the total for the entire section is shown. In addition, the day care facility is shown on an open space parcel. Explain the breakdown of the required open space for this section to ensure that the day care facility is not reducing the required green space. This breakdown can be provided on sheets 12-14 or on the summary sheet 2. 19. On sheets 12 through 14, provide handicap ramps as shown on the plans to allow for cross street travel. 20. On sheet 12, the BRLs for lot 22 do not match the proffered BRLs for that housing type. 21. On sheets 12 through 14, provide the right-of-way widths for all streets on the plan. 22. On sheets 12 through 14, label all sections of Snowden Bridge where they adjoin this section. Future sections should also be labeled as such. 23. On sheets 12 through 14, provide a note which clarifies that all roads will be built for acceptance into the state road system, except Coronation Place which will be certified by a third party engineer. A similar note was placed on Dervish Circle in Section 11. 24. On sheets 12 through 14, label the width of all easements shown and provide a deed book and page number for all existing easements. Please provide the location of trees, the types, and numbers of each similar to previous submissions. 27. On sheet 27, provide a detail of Coronation Place Way and the private alleys. 28. On sheet 37, provide a detail of all proposed street signs. 29. Regarding the disturbance of wetlands, obtain a comment from the Public Works Department which specifically addresses the wetland disturbance for this section.
