Smith; Smith, Matthew, P.E.; Baluch, Stephen Subject: Snowden Bridge, Section 5 (Revised) - VDOT Approval This is to acknowledge receipt of your revised plans with latest revisions dated 11/10/08 for the referenced project. The plans appear satisfactory and are approved. Please advise the developer accordingly. Please provide 6 sets of approved construction plans with signed seal for VDOT distribution: I offer the followi^g `eneral comments: . A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. . Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. . All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. . No land use permits will likely be required since no work is shown on any existing VDOT roadway ROW. Should that change, the appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. . If mailboxes are to be placed along the roadway fronting lots, a minimum of 6" shall be between the face of curb and the front of mailbox as shown on the VDOT standard RFD -I. . Private entrances will be installed in accordance with VDOT standard details CG-913 and CG-9D, modified as shown on the plans. This is the developer's responsibility. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. 12/ 19/2009 Nowden Bridge, Section 5 01ised) - VDOT Approval Page 2 of 2 • Any signs to be installed will be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), 20003 Edition, and the approved plans. . I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. . A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. Dedication should be made to the Commonwealth of Virginia. . A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage easements or additional right-of-way required for implementation of this proposed project should be provided for VDOT review prior to issuance of any land use permit. He was concerned that from a long-term perspective, it would be difficult to track these changes unless they were properly submitted and filed as an official revision. For this reason, the lot changes we discussed will need to be submitted as an official SDP revision, with a $500 fee and a complete package of drawings, (not just the pages affected by the change). Might I suggest however, that you hold off on this. As I understand it, Greenway and Brookfield intend to revive the MDP application that proposed a right -in / right -out entrance onto Snowden Bridge Boulevard, (which was withdrawn several weeks ago). As you know, this revision would affect section five, and would also require an SDP revision. This pending change would also mean that the plats currently under review will not be recorded in their current form, (even if the lot area discrepancy with the approved section five SDP did not exist). If you feel it is necessary, I will continue to issue review comments based on the plats I currently have, with the understanding that they will not be approvable until either: • the MDP revision with the right -in / right -out entrance and lot area corrections is approved (and subsequent section 5 SDP revision is approved), • or until a section 5 SDP revision dealing just with the lot area corrections is submitted and approved. This would allow you to avoid superfluous review fee costs, and would allow us to preserve, at least to the degree possible, a cleaner and ultimately more legible record of the changes made to section 5, and to the Snowden Bridge development as a whole. Please let me know if you have any questions. Krempa, Planner I Re: Snowden Bridge — Section V Subdivision Design Plan Dear Ms. Krempa: We are in receipt of your comments dated October 12, 2007, and offer the following responses: Comments from Frederick County Planning and Development: Comment 1: The revised subdivision design plans are not in conformance with the approved Master Development Plan for this project. The road design for Pinwheel Court must match the approved MDP or the MDP must be revised prior to the approval of these subdivision plans. Response: As part of our latest revision to the approved MDP we will be revising the cul-de-sac configuration for Pinwheel Court to match the design plan. Comment 2: On sheet 12, provide a street light at the Blackford Drive intersection and consider a second street light at the intersection of Blackford and Pinwheel. On sheet 14, provide a street light at the end of Pinwheel Court. Response: Street lights have been added to sheets 12 and 14 as requested. Comment 3: On sheet 14, regarding the newly added paved trail, .it appears_ that the trail is located through proposed easements. Adjust.the trails as shown on the plans or obtain a comment from the Sanitation Authority which specifically approves the location of these trails through their easements. Response: We contacted Mr. John Whitacre at the Frederick County Sanitation Authority concerning the trail encroachment within the proposed easement areas. He confirmed that trails, sidewalks, etc. may be located within the Sanitation Authority easement areas. We have attached a copy of the Authorities typical Deed of Easement. Please contact Mr. Whitacre if you have any further questions. Continent 4: On sheet 12 and 13, show a "No Parking" sign or striping of some kinds as a physical deterrent of parking on the private access drive. • Response: We.have revised the plan to include nine parallel parking spaces along Barrel Way to accommodate visitor parking for those lots being served by the private access drive. Engineers Surveyors Telephone 540-662-4185 FAX 540-722-9528 File #2760B/EG/reb www.greenwayeng.com Comment 5: On sheets 12 through 14, provide striped crosswalks at the intersections of the sidewalks with the private alleys/access drives as shown on the plans. Response: The plans show the sidewalks continuing across each private alley and private access drive in the same manor as normal driveway entrance. Since the concrete walk continues across, the pavement will stop at the edge of the sidewalk. Therefore the need for a painted crosswalk should not be required, as the sidewalk itself would depict the crossing. Connnent 6: On sheet 21, there appears to be a gap in the road efficiency buffer. Provide a written explanation or fill in the gap. Response: The gap shown in the landscaping is due to the location of required storm sewer through the buffer area, Connnent 7: On sheet 22, lots 17 through 21 are devoid of trees. Despite their frontage on a private access drive, it seems inappropriate that these lots would not have any plantings. Response: Each of these lots will have an individual landscape -planting package, which will be included as apart of the home sale for each lot. Final Comment: Approval comments are required from the following agencies: Frederick County Department of Parks and Recreation, Inspections, Fire Marshal, Frederick County Public Schools, Virginia Department of Transportation; and the Frederick County Sanitation Authority (a specific approval of the trails through the FCSA easements is required if the trails remain in the current locations). Thank you for your assistance with this project. Contact us with any questions or need for additional information. Sincerely, Greenway Engineering, Inc. Based on the information provided, it is anticipated that the proposed 42 single-family detached homes will yield 7 high school students, 6 middle school students, 10 elementary school students, and the 24 townhouses will yield 2 high school students, 2 middle school students, and 5 elementary school students for a total of 32 new students upon build -out. Significant residential growth in Frederick County has resulted in the schools serving this area having student enrollments nearing or exceeding the practical capacity for a school. The cumulative impact of this project and others of similar nature, coupled with the number of approved, undeveloped residential lots in the area, will necessitate the future construction of new schools facilities to accommodate increased student enrollments. The impact of this rezoning on current and future school needs should be considered during the approval process. Pennington Cc: Mark D. Smith; Ingram, Lloyd; Baluch, Stephen; Smith, Matthew, P.E. Subject: Snowden Bridge, Section 5 - Conditional.VDOT Approval This is to acknowledge receipt of your revised plans with latest revisions dated 9/24/07 for the referenced project. The plans appear satisfactory and are approved. Please advise the developer accordingly. Please make the following minor corrections/adjustments in the final plans and provide 6 sets of approved construction plans with signed seal for VDOT distribution: 1. On sheet 14, the width of Dutchman Ct. is shown as 30 feet, but the 'Typical Section' on sheet 25 shows 28 feet. Either is acceptable to VDOT. 2. On sheets 13 and 14, for the 6-foot wide sidewalk along Dutchman Ct. and Pinwheel Ct., please adjust the location so there is at least 1 foot from the back of the sidewalk to the ROW line. 3. On sheets 22-23, along the right side of Dutchman Ct., add a note that no plantings shall be within 3 feet of the sidewalk. 4. On sheet 38, add the 2nd sheet of VDOT standard detail RFD-1, p. 603.02, Rev. 7/04. I offer the following general comments: . Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. . Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the .Secondary System. This is the responsibility of the developer. . All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. 10/26/2007 Snowden Bridge, Sectior " - Conditional VDOT Approval y Page 2 of 2 . The contractor shall notify VDOT. when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. No land use permits will likely be required since no work is shown on any existing VDOT roadway ROW. Should that change, the appropriate land use {permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned inspector. . If mailboxes are to be placed along the roadway fronting lots, a minimum of 6" shall be between the face of curb and the front of mailbox as shown on the VDOT standard RFD-1. . Private entrances will be installed in accordance with VDOT standard details CG- 96 and CG-9D, modified as shown on the plans. This is the developer's responsibility. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. • Any signs to be installed will be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), 20003 Edition, and the approved plans. . I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. Please address the following comments and resubmit: 1. The revised subdivision design plans are not in conformance with the approved Master Development Plan for this project The road design for Pinwheel Court must match the approved MDP or the MDP must be revised prior to the approval of these subdivision plans. 2. On sheet 12, provide a street light at the Blackford Drive intersection and consider a second street light at the intersection of Blackford and Pinwheel. On sheet 14, provide a street light at the end of Pinwheel Court. 3. On sheet 14, regarding the newly added paved trail, it appears that the trail is located through proposed easements. Adjust the trails as shown on the plans or obtain a comment from the Sanitation Authority which specifically approves the location of these trails through their easements. 4. On sheet 12 and 13, show a "No Parking" sign or striping of some kind as a physical deterrent of parking on the private access drive. 5. On sheets 12 through 14, provide striped crosswalks at the intersections of the sidewalks with the private alleys/access drives as shown on the plans. 6. On sheet 21, there appears to be a gap in the road efficiency buffer. Provide a written explanation or fill in the gap. 7. On sheet 22, lots 17 through 21 are devoid of trees. Despite their frontage on a private access drive, it seems inappropriate that these lots would not have any plantings. The application seeking Subdivision Design approval is denied until the identified issues have been adequately addressed. Please address the above comments and resubmit. I have enclosed a marked copy of these plans to assist you with the revisions. Approval comments are required from the following agencies: Frederick County Departments of Parks & Recreation, Inspections, Fire Marshall, Frederick County Public Schools, Virginia Department of Transportation, and the Frederick County Sanitation Authority (a specific approval of the trails through the FCSA easements is required if the trails remain in the current locations). Response: The coversheet now references Frederick County in the signature block. Comment 2: On sheet 2, the charts provided should batch Exhibit E (Minimum Design Standards) of the Proffer Statement. Response: Exhibit E has been revised accordingly. Continent 3: On sheet 4, correct the zoning district labels as indicated on the plan. Response: The zoning district labels have been corrected. Comment 4: On sheet 5, revise the proposed housing types to match Exhibit E of the Proffer Statement. Housing type 5 (modified single family small) is not proposed for this section. Response: The House type 5 designation has been corrected to be House Type 3. Continent 5: On sheet 12, provide handicap ramps at all sidewalk/street intersections. Response: Handicap ramps have been provided everywhere that the sidewalk terminates at a street. However, recognize that the sidewalk section is continuous through CG-9D entrances at all of the private alley and private access drive intersections. Engineers Surveyors Telephone 540-662-4185 FAX 540-722-9528 File #2760B/KP/reb www.greenwayeng.com Comment 6: On sheet 12, merge the BRL with the easement on lot 14 (correct this on the corresponding utilities plan sheet also). Response: The BRL has been corrected. Comment 7: On sheet 13, parking on Barrel Way is undesired due to the narrowness of the private street. Label the street no parking or show no parking signs on the plans. Response: The street has been labeled with a "No Parking" annotation. Comment 8: On sheet 13, consider additional handicap ramps, as shown on the plans, to allow for handicap access across the public streets. Response: Handicap ramps for access across public streets are provided on Blackford Drive, opposite of Pinwheel Court and on Dutchman Court, opposite Blackford Drive. Connnent 9: On sheet 12 and 13, provide a connection to the sidewalk along Snowden Bridge Boulevard as shown on the plans. Response: Sidewalk connections have been added at both cul-de-sac bulbs adjacent to Snowden Bridge Boulevard. Comment 10: On sheet 14, merge the easement on lot 55 with the BRL (correct this on the corresponding utilities plan sheet also). Response: The BRL has been corrected Connnent I1: On sheet 14, label the easement between lots 38 and 39. Response: An additional label has been added for clarity. Connnent 12: On sheet 14, label all BRLs. Response: All BRL's are now labeled. Comment 13: On sheet 14, consider a sidewalk connection between the two public streets to provide a safe walking route. Response: A pedestrian trail connection has been added between Pinwheel Court and Dutchman Court and extended to offsite areas and south. Comment 14: On sheets 13 and 14, it appears that stop signs may be appropriate on Dutchman Court as all other side streets which intersect with Blackford Drive show a stop sign. Response: VDOT has reviewed these plans and offered no comments regarding a revision of the signage provided at this intersection. This intersection differs from the rest along Blackford Drive as this intersection is the termination of Blackford Drive, as opposed to a through section. File #2760B/KP/reb Continent 1 S: On sheets 12 through 14, provide the right-of-way widths for all streets on the plan. Response: All right-of-way widths have been annotated. Continent 16.• On sheets 12 through 14, no street lights are provided, please show these in accordance with the Zoning Ordinance and Proffer requirements. Response: Street lights have been added to the plans. Continent 17: On sheets 12 through 14, provide a note which states "The private road system shall be designed, reviewed, and construction certified by a professional engineer licensed in the State of Virginia prior to bond release ", as Barrel Way is a proposed private access drive. Response: See note on Geometry Plan sheets. Comment 18: On sheets 12 through 14, label the width of all easements shown. Response: See revised labels. Comment 19: On sheet 21 through 23, no trees are shown on the landscaping plan. Please provide the location of trees, the types, and numbers of each similar to previous submissions.
