Lloyd advised me that this feature is planned as a stamped asphalt overlay which is appropriate. I have asked Lloyd to send a quick e-mail advising you that VDOT is OK and he will do so when he has a moment to catch his breath. In the meantime, I will be sending down the entrance feature illustrative design that you requested today and have advised the owners that you are willing to execute the sign permit once these two information items are received as we discussed on Wednesday. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permits. Dedication should be made to the Commonwealth of Virginia. Once satisfactory application has been made, a permit will normally take approximately thirty days to process and issue. The plans appear satisfactory and are approved subject to the following corrections and additions: 1. The Striping and Signage Plan on two supplemental sheets is being provided to the Staunton District for review. The approval and/or comments will be provided by separate correspondence. 2. Add a copy or summary of approved transportation proffers to the plans. 3. On sheet 1, the latest revision date shown on the plans is 5/4//06, but it appears revisions have been made subsequent to that date. 4. On sheets 12-13, construction of median openings without left turn bays as shown is conditioned on Staunton District Office approval of the June 29, 2006 request for waiver of left turn lanes. The request has been forwarded for District Office review. (The Edinburg Residency Office has approved the waiver.) 5. On sheets 12-18, add a note to tie all underdrains to drop inlets where possible. 6. On sheets 12-18, the note about CD-1 underdrains is incorrect. CD-1 underdrains are required at lower end of cuts. CD-2 underdrains are required at sag locations. It is recommended that the locations of CD-1 and CD-2 underdrains be shown on the roadway profiles as follows: CD-1 at approx. stations 110+25, 123+50, 143+20, 147+90 (NBL), 153+65 (NBL), 148+50 (SBL) and 153+55 (SBL); CD-2 at approx stations 128+00, 151+30 (NBL), and 151+30 (SBL). 7. On sheet 12 in the 'Typical Road Section', UD-4 underdrain is required on both sides of Snowden Bridge Blvd. Delete note 'as required by VDOT inspector'. 8. On sheet 12 in the 'Typical Road Section', remove the note 'Bike Lane Total Width = 4'+2' gutter'. The bike path includes only the 4-foot paved width. 9. On sheet 12 in the 'Typical Road Section', change CG-7 to CG-6 to agree with roadway plans. 10. On sheet 12 for the intersecting street at station 113+01.39, the minimum street width for ADT of 1,620 is 36 feet curb to curb (VDOT Road Design Manual, Rev. 1/06, p. B-7). 11. On sheet 12-15 for all intersecting streets, the set back of the curb return radius and tapers are not required (for traffic turning right onto Snowden Bridge Blvd.). 12. On sheet 13 for the GR-2 guardrail at station 127+55 to 129+05, add GR-11 and GR-9 end sections. 13. On sheet 13 for the intersecting street at station 128+52.42, the minimum street width for ADT of 3,540 is 40 feet curb to curb (VDOT Road Design Manual, Rev. 1/06, p. B-7). 14. On sheets 16 and 18 in the 'Typical Road Section' for NB and SB lanes, show required UD- 1/5/2007 Snowden Bridge Boulevard - VDOT Conditional Approval Page 2 of 5 4 and UD-2 underdrain. 15. On sheets 16 and 18 in the 'Typical Road Section' for NB and SB lanes, remove the note "Bike Lane 4' +8'=12". The 4-foot paved section constitutes the bike lane. 16. On sheets 16 and 18 in the 'Typical Road Section' for NB and SB lanes, if the full width of the ditch backslope is not within the roadway ROW limits, an additional drainage easement beyond the ROW should be provided. 17. On sheets 15-17, curves C3, C4, and C5 exceed the minimum radius of curvature of 795 feet for superelevation of 2% and design speed of 45 mph (VDOT standard TC 5.04, New 2/06, p. 802.24A). The radii are sufficient for 40 mph. Therefore the roadway cannot be posted for speed limit in excess of 40 mph. The proposed 35 mph speed limit on the signage plan is acceptable. 18. On sheet 17, a wider drainage outflow easement between culvert 1 and 2 is recommended, to extend at least 10 feet beyond the drainage channel to provide for vehicular access for maintenance. 19. On sheets 17 and 24, it is not clear whether the structure length for Culverts 1 and 2 can accommodate the 8-foot shoulder and the guardrail. The structure and guardrail details have been forwarded to the Staunton District Office for further review. Approval is conditioned on resolution of any additional comments received. 20. On sheets 15, 17, and 23 relative to Culverts 1 and 2, they are identified as 36" pipes on the plan sheets, but 48" pipes were used in the analysis on sheet 23. 21. On sheet 24, will drop inlet 7 in Culvert 2 dictate modified spacing between two of the 36" pipes? 22. On sheets 19-21, add a note to encase all utility crossings above storm water pipes or within 24" below storm water pipes, per VDOT standard UB-1. 23. On sheets 20-21, replace ES-1 with ADS end section for ADS N-12 pipe and add detail sheet to plans (see http://www.ads-pipe.com/pdf/en/technical_static/6070.pdf). 24. On sheet 22, in the 'Storm Inlet Computations' table, some of the drop inlet types are not consistent with those listed on sheets 20-21, e.g. drop inlets 23, 24, 41, and 44. 25. Applicable VDOT standards and details are summarized in the following table with notes to indicate updates or additions (see the attached instructions if you are unsure about downloading the latest revisions from the VDOT web site). Please provide 6 sets of approved construction plans with signed seal for VDOT distribution. If you cannot accommodate any of the comments noted above, please call to discuss before submitting the signature copies. I offer the following general comments: • A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. • Any signs to be installed will be in accordance with the approved plans and the Manual on Uniform Traffic Control Devices (MUTCD), latest edition. • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type I 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • A maintenance agreement, acceptable to VDOT and absolving VDOT of responsibility for maintenance of concrete pavers for textured pavement and pedestrian crosswalks, will need to be signed before acceptance into the State system. • A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. Dedication should be made to the Commonwealth of Virginia. • A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage easements or additional right-of-way required for implementation of this proposed project should be provided for VDOT review prior to issuance of any land use permit.
