Frederick County administratively approved the above -referenced, Master Development Plan
(MDP #02-17) — Revision 4 for Snowden Bridge on January 18, 2017. This revised MDP is
approved for rearrangement of housing types within development. This MDP revision has no
change in the overall density or use from what has been previously approved.
All requirements of the Frederick County Zoning and Subdivision Ordinance have been
addressed in the plan. I am providing you with three (3) copies of the approved final
Master Development Plan. Please ensure that these plans are distributed accordingly.

Kurt, good afternoon. Staff has reviewed the aforementioned master development plan. Everything looks fine, but please provide
clarification on why the note regarding the Category B Type buffer for the proposed TH/MP was removed from sheet 6 of 14. The
properties outside of the development area are single-family detached and thus this buffer would be required per the ordinance. Please
add this note and the note specifying the'15 side and '25 rear setbacks along outside perimeter boundaries back to the sheet. Please
feel free to get in touch with me directly if you need additional information. Once you have made this change and address any review
agency comments (including VDOT), please resubmit. Thank you.

Dear Tim:
Thank you for providing me with the opportunity to review the master development plan
for the development referred to as Stephenson Village. Please adequately address each of
the comments listed below:
Preliminary Review Comments:
1. Major Collector Road Section. On the coversheet, the major collector road
section does not match the proffered section.
2. Private Road Waiver. Proffer modification #5 regulates when private roadways
can be utilized within the development. This note needs to be removed.
3. Private Road Section. The private road section cannot be utilized; private roads
are only permitted within the community for the age restricted areas and low
volume alleys serving residential properties. Provide a revised section that shows
a private road with sidewalks and curb and gutter. The private road sections and
private alley sections from the approved Snowden Bridge MDP can be utilized.
4. Affordable Units. Revise the note on the coversheet to show "affordable housing
for the elderly'.
5. Snowden Bridge Units. Provide the number of units allotted to Snowden Bridge

6. Public Roadways. The community requires public roads (with the exception of
comment #3); these roadways need to be shown on the MDP.
7. Landbays. The boundary of Landbays III and V have been changed from the
approved GDP; commercial area was only permitted within V and 111.
Commercial area is not pennitted in landbay IV. Also, landbay V cannot contain
the affordable housing units as indicated on the coversheet.
8. Access Points onto Snowden Bridge Blvd. The GDP designates the allowable
connections to Snowden Bridge Blvd, the MDP needs to be updated to remove
additional shown connections.

9. Active Adult Recreation Center. Show the active adult recreational center that
was depicted on the GDP.
10. Wetlands and Intermediate Ravine Channels. The wetlands and intermediate
ravine channels within landbays III and IV need to be shown per the GDP.
11. Route 37. The MDP should show the limits of Route 37 through landbay IV.
12. Fees and Public Meeting. The fee for this application includes a $3,000.00 base
fee plus $100.00 per acre for the first 150 acres and $50.00 per acre for the
remainder. This is based on fees as of April 23, 2008. Fees may change.
In order to continue the review of this Master Development Plan, you will need to submit
a signed and notarized Special Limited Power of Attorney Form, all review agency
comments and review fee, to this department. A disk with a pdf of the Master
Development Plan, once ready for submission, is also required. Once this information is
received, and all review comments addressed, staff will schedule the application for
review by the Planning Commission. Approval comments are required from the
following agencies: Frederick County Fire Marshal, Frederic: County Department of
Building Inspections, Frederick County Department of Public Works, Frederick County
Department of G.I.S., Frederick County Parks & Recreation, Frederick County
Sanitation Authority, Frederick County Public Schools and the Virginia Department of
