This letter is to confirm that the revised Master Development Plan for Snowden Bridge Land Bay IIIA Part A
has been approved. This is a revision to the Master Development Plan (MDP #05-07) which was approved on
April 16, 2007 and outlined the phased development of approximately 230 acres of land within the Stonewall
Magisterial District.
Key aspects of approved MDP # 14-07:
• None of the changes affect the proposed new major collector, Snowden
Bridge Boulevard.
• No changes to the approved number of units allotted for each housing type.
• Very minor changes in the location of the housing sub -types included in the
new MDP that do not alter the distance or relationship between single family
detached housing types and multi -family or attached single family housing
types such as townhouses and active adult housing.
• Changes include minor alterations in the layout of internal streets within
sections 4, 7 and 11, and the removal of public trail connecting sections 7
and 1 I of the development.

Dear Kurt:
This letter is to confirm that the currently approved Master Development Plan (MDP) for Snowden
Bridge land bay IIIA is #05-07. The process for approving MDP application # 14-07, which made
changes to the layout of several minor streets, was not completed and consequently set aside once our
office received the most recent MDP application #04-08.
Both MDP # 14-07 and #04-08 are technically approvable, although 904-08 still needs a final blessing
by the Board of Supervisors before it can be signed. Currently, the County is awaiting some action
regarding the most recent MDP submission which was tabled from the Board of Supervisors meeting
held on July 91h.
In order to approve the older of the two plans, it would be necessary to formally withdraw the #04-08
version. We are requesting a letter to this effect which would allow us to close out the file and return
to using the older, # 14-07 version.

Subject: Snowden Bridge - VDOT Comments to Revised Master Development Plan
The revised master development plan for this property appears to have significant measurable
impact on Routes 761 and 11, the VDOT facilities which would provide access to the property.
The revised master development plan dated February 22, 2008 appears acceptable to VDOT.
Before making any final comments, this office will require a complete set of site plans,
drainage calculations and traffic flow data from the I.T.E. Trip Generation Manual, Seventh
Edition for review. VDOT reserves the right to comment on all right-of-way needs, including
right-of-way dedications, traffic signalization, and off -site roadway improvements and
drainage. Prior to construction on the State's right-of-way the developer will need to apply to
this office for issuance of appropriate permits to cover said work.
Please provide a paper copy, as well as an electronic copy, of the revised MDP once the
County has approved.

We are in receipt of your comments dated November 15, 2007, and offer the following responses
Comments from Department of Planning and Development:
Comment 1: On sheet 6, the provided chart should match Exhibit E of the Rezoing Proffer.
Response: The chart has been revised accordingly.
Comment 2: On sheet 12, regarding the layout of Farmhouse Court, the submitted subdivision design
plan for this section shows a private access drive off the end of Farmhouse for the benefit of two lots.
Obtain a comment from VDOT which verifies that an entrance will be given for the private drive and
show the private drive on the revised MDP.
Response: Farmhouse Court has been revised to be a standard cul-de-sac. The private access drive
servicing two lots at the end of the cul-de-sac is unnamed and will not be shown. Only named streets
have been shown previously. The entrance will be in accordance with VDOT guidelines and
approved subdivision plans within the development.
Comment 3: On sheet 12, the connection of the private trail system to the Active Adult Community
Center should be shown as provided on the previously approved MDP.
Response: The private trail system located within the Active Adult Community has been revised to
eliminate connections to the Hiatt Run trail system to the south and the private trail system to the
north that were indicated on the previous Master Development Plan. The Active Adult Community
within Snowden Bridge in being designed as a gated, exclusive community; therefore, trail
connections that would allow access into this land bay by others is not desirable. Brookfield Homes
has experienced this issue in the Braemar project in Prince William County, which continues to be a
source of complaint from the residents of that Active Adult Community. Greenway engineering met
with Jim Doran, Director of Parks and Recreation on August 23, 2007 to discuss this issue and was
advised that it would be appropriate to eliminate the private trail system connections from the Active

Adult Community. The location of the private trail systems was not a component of the adopted
proffer statement from this project; therefore, this should be considered as a revision to the previously
