We have reviewed the plat dated October 2017 by Urban, Ltd. We have the following question or need
additional details on the existing and proposed right-of-way dedication along Route 636:
• The centerline of Route 636 does not appear to be shown on part of the roadway or is not clearly
identified. The centerline needs to be shown for reference to the existing road, existing right-of-way; and
proposed right-of-way.
• Show the existing right-of-way or prescriptive easement on the plan with reference to existing
centerline. The proposed dedication should be 25' from the centerline of Route 636.
• The edge of roadway/pavement should be shown on the plat.
• Existing and proposed property lines should be referenced from the roadway centerline.

Frederick County administratively approved the above -referenced, Master Development Plan
(MDP #04-17) — Revision 4 for Lake Frederick (forinerly Shenandoah) on October 23, 2017.
This revised MDP is approved for the relocation of recreational amenities, including sports
courts within the development and adding an internal trail. This MDP revision has no change
in the overall density or use from what has been previously approved. The recreational
amenities have been relocated to maximize access and functionality for residents and to
better market the project.
All requirements of the Frederick County Zoning and Subdivision Ordinance have been
addressed in the plan. I am providing you with three (3) copies of the approved final Master

Comments from Frederick Countv Planning dated September 13, 2017
Preliminary Review Comments
"Cover Page. Please add this subsequent MDP revision number (#04-17) to the cover page. "
Response: The MDP revision number has been added to the sheet title. Note that it was not
added to Note I on the cover sheet per the markup provided. Note I I lists
approved applications.
2. "General Notes. Note 2 on Sheet 1 should be revised to reflect the recent name change of
Frederick County Sanitation Authority (FCSA) to "Frederick Water. "
Response: Note 6 on the MDP has been revised to reference "Frederick Water" as requested.
3. "Relocation of Recreation Amenities. Staff continues to have concern with the relocation of the
proposed recreational amenities, in this revision tennis courts from Phase IV, as this clusters
amenities in only one portion of the property and does not disperse these amenities throughout the
development to serve later phases as originally envisioned. "
Response: The proposed revisions relocate tennis courts so they are grouped with the
pool and clubhouse. Residents will benefit from the tennis courts being
located next to the clubhouse as they can easily access lockers and shower
facilities. Other active and passive recreation amenities such as boat
launches, tot lots, picnic areas, and trails are still disbursed throughout the
development.

area previously and access is limited in this area. "
Response: A lake access trail is provided from Bayhill Dr. as shown on Sheet 4. A lake
assess trail has been added from Bergamot Dr. as requested and also shown on
Sheet 4.
