Cheran, Zoning Administrator DATE: June 7, 2006 RE: Discussion — Tyson Drive Extension (Stonewall Industrial Park) At the May 17, 2006 Planning Commission meeting, staff presented the Tyson Drive Extension within the Stonewall Industrial Park for Planning Commission review. This is being presented to the Planning Commission and the Board of Supervisors due to its implications on the planned route for Route 37. The plans for Stonewall Industrial Park do not accommodate the Route 37 right-of-way. This proposed road extension will occur from McGee Drive to Welltown Road. The property is located near the proposed path of Route 37. In an effort to keep the Planning Commission and Board of Supervisors apprised of the Route 37 right-of-way, site plans and subdivisions that impact the right-of-way will be presented to the Planning Commission and Board of Supervisors for their review. A copy of sheet 2 of the site plan of this proposed road extension has been included in your agenda, along with maps that show the planned route for Route 37 in regards to the location of this property. The extension of Tyson Drive as illustrated on the road plan dated February 17, 2006, and designed by PHR&A (PHR&A Project Number 14093-10), does not appear to impact, nor be impacted by, the corridor of planned Route 37. The creation of Tyson Drive, and its right-of-way, will indirectly result in the division of the parent tract into two parcels; a northern parcel of approximately 80 acres and a southern parcel of approximately 34 acres, less than approximately four acres within the new right-of-way. It is noted that proposed Route 37 is planned to traverse a small portion of the northern parcel, actually at its northern -most point. It is because of this small portion of the parcel that may be affected by Route 37 that the Planning Commission and Board of Supervisors are presented the opportunity to review the design plan. These reviews have been tentatively scheduled for May 17, 2006 and May 26, 2006, respectively. As you will recall, similar reviews of your property within the Stonewall Industrial Park were conducted prior to the creation of a lot on Kentmere Court earlier this year. This area is an extension of the Stonewall Industrial Park and was master planned in May 1999 and revised September 1999. This subdivision and road plans follows the layout delineated on the master plan. A 24' wide industrial access road is proposed. A new intersection on Route 661 will be constructed, providing both left and right turn lanes on Welltown Pike. Sewer and water service is extended down both sides of Tyson Drive. Sewerage from the site will be pumped to the south and west to an existing manhole on the east side of existing Tyson Drive, 770 ft. north of McGhee Road. Water is extended from an existing stub at the Tyson Drive cul-de-sac. The entire site drains to Welltown Pike. Regional detention is provided to ensure the post development discharge from the Stonewall sites do not exceed pre development flows to the existing 58 x 36" CMPA culverts. Roadside ditches will transport drainage to the regional pond. These and all new culverts are designed for the 10 year storm. Landscaping and screening as required by the master plan and county ordinance are provided along Welltown Pike with this development.
