REQUEST FOR ACCEPTANCE OF A SECTION OF A PORTION OF STONE RIDGE ROAD IN STONEBROOK SUBDIVISION - BACK CREEK DISTRICT APPROVED Upon motion made by William H. Baker and seconded by Will L. Owings, WHEREAS, The Virginia Department of Highways and Transportation and the Department of Public Works have reviewed the request of Stonebrook Farms and recommend inclusion of that portion of Stone Ridge Road from the intersection with Old Forest Circle to end of cul-de-sac containing 0.096 miles in Stonebrook Farms, Section VIII, in the Back Creek Magisterial District, into the secondary road system, pursuant to the provisions of the Code of Virginia, 1950, as amended; and, WHEREAS, This Board does guarantee the Commonwealth of Virginia an unrestricted right-of-way of sixty (60) feet with necessary easements for cuts, fills and drainage recorded in Deed Book 476, Page 685, dated July 18, 1977; BE IT RESOLVED, That this Board does approve the request for inclusion into , the secondary road system contingent upon the posting of a proper and acceptable bond with the Virginia Department of Highways and Transportation. SCHOOL BOARD CONSTRUCTION CONTRACT - DISCUSSED Mr. Stiles requested that the Board schedule a meeting with the School Board to discuss various areas of the construction contract on the new high school inasmuch as he felt there were several items in the contract the Board was entitled to more information on. He stated that he felt the people, as well as the Board, were entitled to more information regarding time frame, completing the project within the budget, etc. He added that somewhere in the contract there is a statement that the guaranteed maximum price should be established within the budget constraints which was never cone. BOARD APPROVES IRB BONDS Mr. Horne read the following memorandum: Recent .changes in the Internal Revenue Code governing Federal taxation items and the State Code governing State taxation items have altered the procedure necessary for an applicant to apply for and have approved industrial revenue bonds through local Industrial Development Authorities... In addition to several procedural items in terms of the actual tax benefits of certain bond proceeds, the Federal and State laws have changed the involvement necessary by the Board of Supervisors in this process. It is now required that the Authority conduct a public hearing before the issuance of I RBs and that subsequent to that public hearing, the Board of Supervisors approve the actual issuance of the bonds. You advised that if I had any questions regarding the -rock depth or 'surface.treatment, I could call either Mr. Murphy or Mr. Flewellen of the Regional Office. Following your advice, on Monday, October 18th, I talked with both Mr. Murphy and Mr. Flewellen concerning Stonebrook Road as well as other roads in the Sub- division. As I understand the results of my discussion with Mr. Murphy, the following design criteria will be followed on road construction in the vicinity of the CBR test taken at station 7+50 on Stonebrook Road: 1) The 450'section under study will require 10 inches of 21A crushed stone and prime and double seal surface treatment. A reduction in rock depth was allowed because the number of vehicles per day is reduced due to the existing trend to use Beverley Drive in lieu of Stonebrook Road. 2). The two cul-de-sac roads, which intersect with Stonebrook Road, will only require six inches of 21A crushed stone and prime and double seal surface treatment because of the number of lots served. One of these cul-de-sac streets has been approved in Section IV and is named Reach Tree Lane. The other cul-de-sac street is in the overall sub-. division plan but has not been platted or named. Other recommendations are as follows: Stonebrook Road The vertical curve at Station 8+50 should be increased to a minimum 5001 to obtain more vertical sight distance since this street will probably become the main traffic flow to the back portion of the subdivision.
