Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • Upon completion of construction for this proposed project the owner/developer will be required to enter into a signalization agreement at the intersection of Fortress Drive with Route 522. Percentage of participation in financing will be established when VDOT determines the warrants exist to justify signal installation. The Autumn Wind Apartment project on the opposite side c-Lr&.c crossover will also be enjoined in the signal agreement. Every effort should be made to provide as safe a geometric condition as possible in the field construction of this intersection and crossover. Close coordination between owner/designer, the contractor and VDOT Inspection Personnel should be maintained at all times. Should you need additional information, do not hesitate to call. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. This is the developer's responsibility. The entrances shall be installed in conjunction with the drainage ditch and other right-of-way improvements. • All utilities placed within the Route 832 right-of-way shall be backfilled completely with C.R. Type 21-A Stone. This will greatly reduce the possibility of any pavement settlement. • The Department of Transportation will not be held responsible for any maintenance or liability of the detention basin. • We will require three (3) additional sets of plans for our files. VDOT comments with your' office. The comments are shown iri,red on the plan sheets and as follows: a) The proposed crossover should be constructed to the best possible percent of grade; in the general realm of desirable 5%. b) The southbound left turn lane can be sloped down from the south bound edge of pavement. However, the algebraic difference between turn lane and main line pavements should not exceed 7%. Example: existing SBL = +2%, turn lane should not exceed -5%. c) The northbound left turn lane can be sloped at 4 %. d) In the worst scenario, VDOT would allow raising the NBL profile grade a sufficient amount to achieve the desired 5% grade. 2. a) The VDOT traffic count conducted in the year 1996 revealed 17,000 vehicles utilized this reach of Route 522 facilities. Anticipated traffic volumes for future Fortress Drive are needed to review the intersection configuration and to address intersection signalization. b) We have been provided with traffic study data dated October, 1997. If this is the current information, we will forward to our District Traffic Engineer to complete the signal consideration. 3. a)* - � `We are concerned about the limited space between our Route. 522 Primary Highway and the proposed commercial entrance] to the Chevron; .Station left of I. proposed Fortress Drive. In particuia"r, the ability.of the. entrance to. receive long wheel base'vehicles without blocking Route 522 or proposed'Fortress Drive. b) The space between flare radii along proposed Fortress Drive falls short of the required minimum. c) We recommend extension of the build plan at the proposed entrance permit plan stage to provide additional stacking space for left turning into the Chevron Station. Intersection sight distance should be provided in both directions from proposed Fortress Drive to Route 522. 5. Cross sections should be provided at 25' intervals along Route 522, a distance of 200' in each direction from the Fortress Drive intersection. b. The pipe culverts at these locations should be considered for extension due to turn lane widening. 7. The existing drain ditch in the median north of the crossover should be relocated and reconfigured to new lane requirements. 8. The commercial entrance direct from Route 522 into the Chevron Station should be moved as far north as possible. The northern radius could be reduced to sidewalk width to help that move. 9. The typical sections shown for Route 522 appear to be generic with crown as would be shown on tangent roadway. The condition of Route 522 is a 30 curve to the left on NBL and a 3.13458' curve to the left on SBL. The typical section for this road area should indicate the rate of slope is a + % to the right. It should not show crown at centerline. The cross sections requested in Item 5 should establish slope rates. The proposed speed limit of 45 m.p.h. should be shown on the plan sheet. Finally, a note of interest concerning access to Route 522 at this crossover: Another developer on the west side of the roadway is proposing access through the crossover. It may be a good situation for coordination of effort and design approach. If design changes are implemented to address these comments, please meet or exceed the design standard. Before development, this office will require a complete (detailed) site plan for review. For consideration of access, the site should be designed such that access would be along the northeast side of the site. This would be in conformance with earlier comments offered by VDOT which have indicated the preferred access for (strip) commercial development adjacent to Route 522. This should be via a service road on northeast side of the respective lots. Also, in relation to VDOT, the potential need for a taper and a right turn lane in the area of curves numbered four and five should be considered. Page 2 Star Fort Sec. I Subdivision #010-95 CITY OF WINCHESTER: The length of the cul-de-sac seems excessively long (1700'+), if provisions of Subdivision Ordinance Section 144-17G apply. Should future street connection to the land on the east, designated as "future development" be provided near the north end of Lauck Drive? PARKS AND RECREATION: No comment. COUNTY ENGINEER: The revised site plan dated June 1, 1995 has adequately addressed the stormwater management issues for the proposed 21 lot subdivision. We understand that the existing detention pond will be abandoned in favor of a regional facility when the additional phases of the project are developed. PLANNING AND ZONING: The proposed subdivision is in conformance with the approved master plan. All of the proposed lots are 15,000 square feet or larger in size and are to be constructed using the open ditch design. The comment from the City of Winchester is not valid since the street is an already existing state maintained road and the existing street allows access to the adjoining property.
