our discussion this morning in our office, we met with the Adjoining Property Owners here
at our office, at which time they stressed their objection to any unsightly fenceing or
earthberms which might collect trash from the neighboring restaurant. They prefer all
Badford Pear trees which we have shown.

C.) Remove and replace cracked entrance gutters fronting Lots 1, 2, 6, & 7.

STEPHENS CITY PROFESSIONAL CENTER
Planning and Zoning - Commercial business uses are permitted in the B-1
District. The PMDP submitted meets the requirements of the B-1 District and
the requirements for a PMDP. Care should be taken to insure that adequate
screening is provided along the western boundary of the property. Though
this application was submitted prior to the recently revised buffer and
screening requirements, the staff would encourage the developers to provide a
landscaped screen as described by Section 2-7-2.1 and 2-7-2.2 of the
amendments as follows:
2-7-2.1 Full Landscaping - Full landscaping is designed to lessen the
impact of noise or visual interaction between adjacent
activities. Landscape consists of a totally landscaped easement
at least 10 feet in depth. Within the the easement, there shall
be a minimum landscaping density of three plants per ten linear
feet. There shall be at least three species of plants, and the
majority of plants shall be evergreens and at least one-third
deciduous. A majority of plants shall be intended to reach a
height sufficient to meet the intentions of this section. Where
natural barriers, topography or other features achieve the
functions of full landscaping, the required landscaping may be
waived by the Planning Commission.
2-7-2.2 Landscaped Screen - A landscaped screen must meet the
requirements of full landscaping, but shall also include a six
foot high, opaque hedge, fence, wall, mound or berm.
STAFF RECOMMENDATIONS: Approval.

Preliminary Master Plan
Dear Mr. Tierney,
We have no problem with the approval if this preliminary
plan at this time. The site plan or subdivision will have to
address entrances, drainage, storm water management, water and
sewer, erosion and sediment control and zoning issues prior to
land disturbance.
I would also suggest that additional screening be proposed
to better shield this business from the residential properties to
the southeast. Also, traffic generation from this site needs to
be developed based on ITE standards to determine the need for
turn lanes from Route 647. These items can be addressed during
the development plan phase for this project.
