As requested, enclosed are the signed plats of the boundary line adjustment between the land of
Jasbo, Inc. and Fred L. Glaize, III and the County of Frederick in the referenced development.
The 60' right-of-way to be dedicated to the County appears at this time to be adequate to
accommodate the extension of Williamson Road into your Abram's Pointe Subdivision.
However, please understand without the benefit of 'having detailed site plans of the street
extension for review it would be impossible for this Department to guarantee that additional
right-of-way and/or easements would not be required at the time of construction.
If you have any questions, please ;let me know.

Dear Mr. Bordwine:
On April 19, 1979, Mr. E. L. Peters, by letter*to you or your
previous lot owner, copy enclosed, informed you of the action
that was necessary for you to take in order to,connect your
driveway to `lassie Drive in accordance with Virginia Departnent
of Highway requirements before they will.. 4--zike the roadway into
the highway system with approval of the Board of Suporvisors.
If the roadway is not taken into the highway system, there will
be no maintenance of the roadway or snow removal.
Mr. Peters is anxious to comply with the requirements of the
Highway Department and the Board of Supervisors. Therefore, since
he still is the owner of the title to the lend the roadway is
situated upon, you -must get permission from him to connect your
driveway to his roadway and to construct the connection in
accordance with highway Department standard,-,, which are given in
his letter of April 19, 1979.
Mr, Peters further requests that I inform you that if you have
not made your driveway connection, as required, on or before
May 26, 1979, he will have Perry Engineering regrade the ditches
on both sides of Massie Drive to meet the Highway Department
requirements and you will not be able to drive a motor vehicle
from the roadway on to your lot without approval frcaii the highway
Department, after the roadway is taken into the highway system.
This will occur in June or early July, 1979.
The Highway Department does not now permit swales or open ditches
at connections for private driveways. This is a change from
their old policy.
Your cooperation in this matter will be greatly appreciated. If
you have any questions that I can help you with, please call me.

Dear Sir:
The Virginia Department of Highways has refused to accept
Massie Drive into the highway system from,Stafford Drive to
its intersection with Williamson Road because, among other
things, you have not put a culvert in the drainage ditch for
your driveway.
The Virginia Department of Highways requires you to put
in a 20 foot long culvert with a diameter of 12 inches. This
must be done before May 15, 1979 in order that they can
inspect it and if acceptable, recommend to the Board of
Supervisors that the road be taken into the system. If not
acceptable, the roadway will receive no maintenance from the
Virginia Department of Highways.
When you have 'completed this requirement, please notify me
and I will refer the matter on to the Virginia Department of
Highways. This requirement is necessary for all the persons
who have built houses on this road and have not put in the
culverts. -
Sine Perry Engineering built the road, it is recommended
that you contact Mr. Gene Combs at 667-4310..

Dear Mr. Beatty:
On April 19, 1979, Mr. L. L. Peters, by letter"to you or your
previous lot owner, copy enclosed, informed you of the action
that was necessary for you to take in order to connect your
driveway to Massia Drive in accordance with Virginia Dopartment
of Highway requirements before tliey will the roadway into
the highway system, with approval of the isoard of Supervisors.
If the roadway is not taken into the highway system, there will
be no maintenance of the roadway or snow reii,ioval.
Mr. Peters is anxious to comply with the requirements of the
Highway Department and the Board of Supervisors. I'llherefore, since
he still is the owner of the title to the land the roadway is
situated upon, you must get permission from him to connect your
driveway to his roadway and to construct the connection in
accordance with highway Department standards, which are given in
his letter of April 19, 1979.
Mr. Peters further requests that I inform you that if you have
not made your driveway connection, as required, on or before May
26, 1979, he will have Perry Engineering regrade the ditches on
both sides of Massie Drive to meet the Highway Department require-
ments and you will not be able to drive a motor vehicle from the
roadway on to your lot without approval from the Highway Depart-
ment, after the roadway is taken into the highway system. This
will occur in June or early July, 1979.
The Highway Department does not now permit swales or open ditches
at connections for private driveways. This is a change from
their old policy.
Your cooperation in this matter will be greatly appreciated. If
you have any questions that I can help you with, please call me.

SANITARY SEWER EXTENSIONS IN FREDERICK COUNTY
Sanitary sewer mains shall not be extended to any point in Frederick County
except to:
(1) Honor those contracts previously approved; namely:
(A) Senseny Heights Subdivision owned by E. L. Peters, agreement dated
March 10, 1971.
There are 30 lots within this subdivision to which a sewer main could
be extended; however, per an agreement with Frederick County dated
January 24, 1973, Mr. Peters agreed to the County serving 18 of these
lots. Therefore, the City still has a valid ag*-eement to serve 12
lots in the beforementioned subdivision fronting on Massie Drive.
(B) Agreement with Nora L. Garber Trust, approved by Council September 9,
1975.

This sewer main extension will serve a maximum of five lots
situated east of Interstate 81, lying between Garber Road and
U. S. 522 South.
(2) Make main extensions into those subdivisions for which a request was
made prior to January 1, 1976; namely:
(A) College Park Subdivision, Section 4, owned by Francis P. Lages,
to service 12 lots located on Yale Drive and Vassar Circle.
(B) Heritage Hills Subdivision, Section 1-A, owned by LDE Corpora-
tion, to service 7 lots on Huntcrest Road.
(3) Make main extensions to serve City -owned property.
All permitted sewer main extensions must have the unconditional approval of
the Frederick County Board of Supervisors.
The City shall continue to make individual sewer service connections to those
properties which are adjacent to an existing City sanitary sewer main.

Dear Mr. and Mrs. Mills:
Since Senseny Heights Subdivision, Blocks C and D, was recorded in
1977, the western section of Massie Drive on which your house is
located has remained a private road. That road has never been
accepted by the Virginia Department of Highways and Transportation
into the State Secondary Road System. The refusal of VDH&T to accept
this road has been due to alterations that were made to the shoulders
and ditch lines along that road when individual driveways were placed
to the homes. Until such time as the drainage is corrected, the
Virginia Department of Highways and Transportation will not accept
that road into the State System.
As long as the western end of Massie Drive remains a private road,
there will be no state maintenance whatsoever done on that road.
Repairs that are needed on that road will have to be financed by
individual property owners and will be in no way the responsibility
of the State or the County.
The Highway Department has informed me that in their opinion, the
only way to solve the drainage problem as it now exists would be to
remove the existing culverts along the driveways and regrade the
existing drainage ditches to the culvert under Williamson Road. The
purpose of this letter is to inquire as to whether you would be
willing to participate in the cost of this work. If this office can
not be satisfied that all property owners are willing to participate
in the cost, there will be no way for the work to be completed and
therefore, no way for this section of Massie Drive to be included
into the State Road System.
