RE: Senseny Village Phase I
This letter is in response to your request for conditional subdivision comments for the
proposed Senseny Village Phase I project. Based on the information provided, it is anticipated
that the proposed 43 single-family homes in Phase I will yield (using the current model) 7 high
school students, 6 middle school students, and 10 elementary school students for a total of 23
new students upon build -out of Phase 1.
Significant residential growth in Frederick County has resulted in the schools serving this
area having student enrollments nearing or exceeding the practical capacity for a school. The
cumulative impact of this project and others of similar nature, coupled with the number of
approved, undeveloped residential lots in the area, will necessitate the future construction of new
schools facilities to accommodate increased student enrollments.
The impact of this request on current and future school needs should be considered
during the approval process.

development appears to be missing and should not reference the Frederick County Planning

This is to acknowledge receipt of your revised plans dated June 14, 2007 for the
referenced project. The plans appear satisfactory and are approved subject to
correction of the following items. If for any reason you cannot accommodate any
of these items, please call to discuss before submitting the final plan sets for
VDOT distribution.
1. On sheet 5, show STOP lines (24" wide white thermoplastic) at street
connections with Senseny Road.
2. On sheet 5, change CG-7 along Senseny Road to CG-6. This is based on the
geometric design standards for Urban Collector (GS-7), VDOT Road Design
Manual, p. A-11, Rev. 7/07,

3. On sheet 5 at the intersection of Rossum Lane and Senseny Road, the
sidewalk should terminate with a CG-12B curb ramp in the curb return radius.
Add a CG-12B curb ramp on the opposite side of Rossum Lane as well.
4. On sheet 5 at the intersection of Twinbrook Circle and Senseny Road, add
CG-12 curb ramps in the curb return radius on both sides of Twinbrook Circle.
5. On sheet 5 in the "Typical Section' for the Senseny Road turn lanes,
change the note about'Match existing cross slope' to Required cross slope 1/a"
foot'. Add an additional note: `Use VDOT detail WP-2 for tie in to existing
pavement. Mill and overlay existing pavement as needed to provide required
cross slope. Pave to squared ends of tapers where it will not interfere with
drainage. Verify requirements with the VDOT inspector.'
6. On sheet 5 in the Construction Notes', add a note as follows: 'Use VDOT
standard PM-3 for pavement markings details for unsignalized intersection.'
7. On sheet 10, include the latest modifications to the Rossum Lane plans as
provided with your July 18, 2007 email to Mr. Stephen Baluch.
8. On sheet 10, the plans for proposed lighting along Rossum Lane, located
on the roadway ROW, has been forwarded to the VDOT Staunton District for
review. The comments/approval for the lighting will be covered in a separate
letter.
9. On sheet 10, in the Notes' for Rossum Lane improvements, add a note
that driveways shall use the special details on sheet 13, and remove VDOT
details CG-9B and CG-9D from sheet 12.
10. On sheet 13 in the profile for Twinbrook Cir. Culvert -10, the minimum
clearance between pavement and drainage pipe should be 18". Portions of the
profile show cover less than 12", which will not accommodate the proposed
pavement structure above the pipe. Adjust to provide minimum cover sufficient
for the required pavement structure.
11. On sheet 10 (as revised and provided by email 7/18/07), for the sight
lines of 280 feet at the street connections with Rossum Lane, the portions of the
sight lines that extend beyond the roadway ROW will require sight distance
easements.
12. On sheet 13, the previous comment about the 10-foot long transition at all
curb type change locations applies to transitions between CG-6 and CG-7 (which
are now eliminated by use of CG-6 on Senseny Road). The transition in the
sidewalk/driveway apron detail could be based on the maximum cramp slope of
12:1 as shown on VDOT standard CG-12.
13. On sheet 14, add the following Typical Traffic Control (TTC) diagrams and
notes from the Virginia Work Area Protection Manual which will be needed for
traffic control during the widening of Route 657: TTC- 4.0, TTC 18.0, and TTC-
36.0.
14. Several VDOT road and bridge standard details need to be added or
updated on the plans as indicated below. The VDOT website has been revised to
facilitate access to the latest Road and Bridge Standards' detail sheets. See the
attached email message dated 7/6/07 for a description of the changes.

Please advise the developer of this conditional approval. Please provide 6 sets
of approved construction plans with signed seal for VDOT distribution.
I offer the following general comments:
A preconstruction conference be held by the engineer and/or developer
with the attendance of the contractor, various County agencies and VDOT
prior to initiation of work.
Materials used and method of construction shall apply to current observed
VDOT Road & Bridge Specifications applicable during construction of this
development.
Our review and comments are general in nature. Should conditions in the
field exist such that additional measures are warranted, such measures
shall be completed to the satisfaction of the Department prior to inclusion
into the Secondary Road System.
Attached is a copy of the minimum requirements and information needed
prior to acceptance of subdivision streets into the Secondary System. This
is the responsibility of the developer.
• All drainage is to be carried within the right-of-way in ditch lines or gutters
along the street to a pipe or drainage easement.
The contractor shall notify VDOT when work is to begin or cease for any
undetermined length of time. VDOT will also require 48 hours notice for
inspections.
The appropriate land use permits shall be obtained before any work is
performed on the State's right-of-way. The permit is issued by this office
and will require a minimum processing fee, surety bond coverage, and the
salary & expenses of a State assigned Inspector.
• If mailboxes are to be placed along the roadway fronting lots, a minimum
of 6" shall be between the face of curb and the front of mailbox as shown
on the VDOT standard detail RFD-1.
• Private entrances will be installed in accordance with special details on the
plans. This is the developer's responsibility.
• Any entrances constructed from the referenced street(s) shall meet VDOT
minimum standards. This is the developer's responsibility.
• Any signs to be installed will be in accordance with the Manual on Uniform
Traffic Control Devices (MUTCD) and the approved plans.
• I suggest any utilities and/or storm sewer placed within the proposed
right-of-way be backfilled completely with C.R. Type 21-B Stone. This will
greatly reduce the possibility of any pavement settlement.
• A copy of any/all recorded plats of dedication for drainage easements or
additional right-of-way required for implementation of this proposed
project should be provided to VDOT prior to issuance of any land use
permit. Dedication should be made to the Commonwealth of Virginia.
• A copy of any/all RECORDED PLATS of dedication to public use (the
County of Frederick) for drainage easements or additional right-of-way
required for implementation of this proposed project should be provided
for VDOT review prior to issuance of any land use permit.

Dear Jeremy:
I have had the opportunity to review the Subdivision Design Plan (SDP) for Senseny
Village, submitted to this office on June 22, 2007. At this time, administrative approval
cannot be granted. This plan is denied until the issues in this letter, as well as all issues
of the other review agencies, have been adequately addressed. Please address the
following comments, questions, or concerns:
1. On Sheet 1 of 24, regarding landscaping, the approved Master Development Plan
(MDP) for this project requires a combination of either the street tree or
ornamental landscaping option. The proffered tree save area may not be used to
meet the landscaping requirements of the Zoning Ordinance. Revise the note on
the cover sheet of this plan and provide a landscaping plan (page 25) which
satisfies the approved MDP.
2. On sheet 1 of 24, provide a note or chart regarding the number of pipestem lots
per phase on the cover sheet. The number of pipestem lots is not to exceed five
percent of the total lots for the development.
3. On sheet 1 of 24, all single family detached references should read single family
detached cluster. Revise the cover sheet as indicated on the plan.
4. On sheet 1 of 24, Rossum lane is misspelled.
5. On sheet 1 of 24, the minimum lot widths for the Single Family Detached Cluster
housing type are 60 feet at the setback and 30 feet at the right of way.

6. On sheet 1 of 24, provide a note on the cover sheet referencing the disturbance of
wetlands on the property
7. On sheets 9, 10, and 11 of 24, regarding street lights, the number of street lights
throughout the development appears to be insufficient. Frederick County's
subdivision ordinance requires adequate type and intensity of street lights to
promote general health and safety, consider placement of additional lights as
shown on the plan.
8. On sheets 9, 10, and 11 of 24, label the proffered tree save area within the open
spaces.
9. On Sheet 9 of 24, regarding signage, show the location of any proposed
subdivision entrance signs and any necessary sign easements for the development.
10. On Sheet 9 of 24, label the ten foot no disturb easement, as shown on the MDP,

11. On sheet 9 of 24, regarding sidewalks, provide sidewalks on both sides of Rossum
Lane extension (proposed) and continue the sidewalks to the property line. Also,
show any sidewalks on existing Rossum Lane.
12. On sheet 9 of 24, label the open space parcel with acreage.
13. On sheet 9 of 24, provide the total right-of-way for Rossum Lane extension
(proposed) and move the label so that it is visible as shown on the plan. Provide
any speed limits for streets within the subdivision. Also, provide the right-of-way
for all existing roads on the plan.
14. On sheet 9 of 24, remove the "10 BRL" label from the easement. on lot 36.
15. On sheet 9 of 24, provide a stop bar for the stop sign located. on Lehigh Drive
(proposed) as indicated on the plan.
16. On sheets 9 and 10 of 24, show the phase line and label lots in future phases as
such.
17. On sheet 10 of 24, label the open space parcel with acreage.

On sheet 3, please include the installation of the sediment basin in the Phase I structural measures list
The proposed sediment traps and basin on the site will have a maximum life expectancy of 18 months per VESCH Standa! d
3.13 and 3.14. Due to proffers, completion of the project can not be expected before 2010. Please provide a narrative
explaining how this will be addressed.
Please provide an analysis for DA-2A as you did for DA-2C on page 10 of the Drainage Calculations.
For the existing drainage swales that have an increase in peak flow and cross the adjoining; property before entering the
unnamed tributary, a drainage easement will be required.
The shallow concentrated flow length for DA-1 is 4320-feet. Per the VESCH page V-4, the maximum recommended len:ih
is 1000-feet. Please revise the calculations or provide a detailed justification for your deviation from the recommended
length.
Please provide a culvert inlet sediment trap at the inlets to the proposed slope drains. A detail for this measure can be founi
on page III-50 of the VESCH.
We will reserve our approval until receipt of the above revisions. Please submit one copy of the revised plans for further
review and highlight on the revised plans the changes listed above.
