We have the following comments. It appears the streets have been constructed according to the approved subdivision plans. However, there are several minor items that need to be corrected prior to acceptance which I have discussed with Mr. Sonny Neff of E. R. iieff, Inc.; contractor for the above referenced street. These streets will be eligible to be added to the Secondary System when requested by the Frederick County Board of Supervisors by resolution. The following is a breakdown of the streets, total, 1684 footage or 0.32 miles. 1. Ridgefield Avenue - from Raven Court to dead end, 554 feet or 0.11 miles. 2. Raven Court - from Ridgefield Avenue to dead end - 275 feet or 0.05 miles. 3. Woodtop Circle - from Ridgefield Avenue to dead end - 285 feet or 0.05 miles. 4. Overview Court - from Ridgefield Avenue to dead end - 570 feet or 0.11 miles. To date we have not received any of the enclosed information which was furnished to you of the information and data needed for subdivision streets prior to acceptance into the Secondary System. For your information and ready reference I am enclosing a blank bond form which must be executed in the amount of $7,500 and a maintenance fee will be required based upon the enclosed information prorated based on the month in which the Frederick County Board of Supervisors requests these streets be added to the Secondary System. The following is needed on the above referenced street. The total length of the street is 1,035 feet or 0.20 miles. For your information and ready reference I am enclosing a blank performance bond which should be executed in the amount of $3,750. Since this street cannot be added prior to July 1, 1986, a maintenance fee will be required. It is based on S300 per year prorated per month at the rate of $25 per month. I am also enclosing a sheet of information and data that explains what is needed for subdivision streets prior to acceptance into the State Secondary System. Since the cul-de-sac was not constructed at the end of this street on the section that Harkins associates, Inc. constructed; this is to advise we will need a temporary turn -around in the south most entrance way into the apartment complex. It is recommended the temporary turn -around be given to the back of the existing curbs at the south most entranceway. This must be put to record in the clerk's office, and I will need three copies showing the recordation of same. I trust this is the desired information on this street. Box 601 Winchester, Virginia 22601 Re: Ridgefield, Section Two Dear Mr. Riley: This will confirm our telephone conversation this morning. My understanding is that the approval of the final plat for Ridgefield, Section Two, comes before the Planning Commission at its meeting on September 5. We represent the developers who have other commitments which will prevent their attendance at that meeting and they have asked us to appear in their stead. It is my understanding from Mr. Stimpson this morning that all matters of concern to your office have been properly tended to so that the matter will come before the Planning Commission with your staff recommendation for approval, without exception. If my understanding is incorrect in this regard, I will be grateful if you will advise me of any problem promptly so that it can hopefully be resolved in advance of the hearing. Welcome to Winchester. I look forward to the opportunity of meeting and working with you. With kind regards, I am WAJ:nh cc: Mr. Harry F. Stimpson, Jr. Sin yq rs, William Johnston WALTER L. Comments transmitted to us have been incorporated into these plans with the following exceptions: 1. Re-evaluation of the storm sewer system to adhere to the Virginia Department of Highways and Trans- portation comments proved that a 30 inch storm sewer is adequate from proposed storm structure #6 to #10. 2. The Highway Department indicated locations of sod and concrete ditches. We have performed hydraulic calculations to determine the required locations for sod and concrete ditches. These areas are marked on the plans. We trust that with these revisions approval of the plans can be obtained so that the developer can proceed with construction. TMA:pm Encs. It is advised that the storm sewer between Grove Court and Inlet No. 8, Station 23 + 00 Ridgefield Avenue be moved within the street right of way due to the undesirable problem of having to maintain the system back on the lots. Also, Inlet No. 5 is in a hole that could cause a potential liability against the Department from flooding. It is suggested this area be filled in so there will be positive drainage to the street. Some minor adjustment will be required to the grade on Paven Court to drain the water to Ridgefield Avenue. It is recommended the 15" pipe on Woodtop Court be relocated to tie in with Inlet No. 4 as noted on the plans. Redesign of the storm sewer will also require some changes in the size of pipe as noted. We have noted approximate locations where paved or sod ditches are to be provided. These locations should be reviewed just prior to construction for possible adjustments. A drainage easement is required to the stream at the end of Ridgefield Avenue to maintain the storm sewer and erosion stone. After the developer has revised the plans, please have copies resubmitted to our office for review. John W. Chiles, Jr. Resident E .gineer By: R. C. King RCK/jag Asst. Borth, Jr. Walton -Madden -Cooper, Inc. 6201 Riverdale Road Riverdale, Maryland, 20844 Dear Mr. Borth: This is with reference to our meeting on April 2, 1979 in Mr. Berg's office and discussion of an acceptable connection of Swings Lane to Rid,e- field Avenue. The drawing prepared by Walter L. Pb l.lips, Inc. dated April 10, 1979 suing a proposed connection has been reviewed by our District Design Section with the fallowing c —e nts. It appears the location► and 60' right of gray mould be acceptable, however not the most desirable due to the intersection toeing on a curve. With regard to your question of ether the connection would be adequate to serve the 228 acres in event of development, we cannot give a definite answer. It would depend on the type and magnitude of the development and traffic generated. Since there are.no immediate plans to develop the property, we can assume the connection would be satisfactory to serve the present properties and accom- modate a reasonable amount of development in the future.
