Gentlemen:
Several of us living in the Rolling Fields area of Frederick County
are curious as to how or why permission was granted for the construct-
ion of several single family dwellings in the development known as
Heritage Hills. This development is located on the north side of
Meade Drive and generally to the southeast of the Winchester sewage
treatment plant.
We have heard that the City of Winchester is not allowing any more
connections to their sewerage system since the present waste water,
flow already exceeds the treatment capacity of their plant; yet the
developer now has six houses under construction and has laid several
hundred feet of sanitary sewer lines. The grade of these lines
indicate that they will flow into the Winchester sewage treatment
plant and the location of the lines indicate that many more houses
are to be built and tied into the system.
The residents of Rolling Fields, Country Club Terrace, lreenacres
and others are already suffering from the offensive stench emitted
by the over -loaded sewage treatment plant and are quite concerned
about an even greater nuisance being created by these additional
housing units. We are -.:also concerned about the increased traffic
problem on Meade Drive and the impact on the Senseny Road Elementary
School.
Would you be 'rind enough to investigate this matter and provide the
following information in writing at the earliest possible date?
1. On what date was this area originally zoned for construction
of single family dwellings?
2. Did the original zoning specify or limit the size of build-
ing lots and/or the nirrber of homes that could be built in
this development?
3. Was the original zoning approved on the basis that all build-
ing lots would be large enough to acco;nodate individual
waste disposal systems (septic tanks and tile fields)?
On what date was the developer of the houses now under
construction granted a building permit?
�. When the developer was granted the building permits, were
1T` - they granted with the understanding that all houses would
be connected to the Winchester sewerage system?
6. If the City of Winchester is not permitting any more con-
nections to their sewerage system, what justification was
used for permitting this Heritage Hills develo.-)ment to tie
on to their system?
Your time and efforts in the investigating of this matter and your
answers to the above questions will be greatly appreciated by the
residents of Rolling Fields.
