The Frederick County Zoning Ordinance requires only one of these options to satisfy landscaping requirements. Accordingly, we have removed the Street Trees from the plan set. The trees and shrubs associated with the Ornamental Landscaping option remains on the plan. I have attached three copies of the corrected landscape plan sheets for your files. Basins shall maintain structural integrity during 100-year, 24 hour storm event. (79-3.A.1 Frederick County Code). 2. Provide adequate channel protection for open conveyance and receiving channel, provide adequate outlet protection for pipes and channels. 3. Provide an analysis of the existing and ultimate characteristics of the watershed. 4. Provide responsible party and maintenance plan for the proposed detention facilities. 5. Provide energy dissipaters at the outfall of all detention facilities. 6. Demonstrate that sheet flow leaving the site does not cause erosion on adjoining properties. 7. E & S Narrative Requirements - . Calculations - detailed calculations for the design of temporary sediment basins and permanent stormwater detention basins. Show existing drainage patterns including the acreage of each drainage area. 11. Provide a maintenance schedule including regular inspection and repair of erosion and sediment control measures. 12. Provide a seeding schedule in accordance with VESCH standard 3.31 and 3.32. 13. Provide a 20-foot drainage easement for all concentrated flows within on- or off -site residential lots and extend the easement on lot 236. 14. Please specify that drop Inlets in areas accessible to the public will require a smaller grate opening. 15. On Sheet 5, provide top and bottom of wall spot shots. 16. On Sheet 5, the proposed level spreaders will not be adequate to inhibit erosion. Provide armored channels similar to those used on the north side of Section 1. 17. On sheets 5 and 6, several lots at the top of steep slopes show the drainage swales for the individual lots tapering out as the flow progresses down the slope. Once the flow is concentrated, it shall be carried in its swale to the receiving channel. 18. Provide an E&S Narrative as shown in the VESCH page VII-26. 19. All slopes that are steeper than three horizontal feet to one vertical foot will require a slope stability analysis performed by a qualified geotechnical engineer. Please note that the slope stability analysis will be required prior to land disturbance permit approval. Should grading changes be required in order to achieve slope stability after site plan approval, a revised site plan will be required prior to granting a land disturbance permit. 20. Provide the standard MS-19 Erosion and Sediment Control notes on the site plan. For a copy of these notes, contact Michael Newlin in the Public Works Department. More specifically, the transfer of the proffered stream preservation parcel to the Virginia Department of Game and Inland Fisheries (DGIF) has violated the proffered conditions associated with the property's rezoning. The transfer of this parcel to the DGIF is in violation of proffered condition #5, of Rezoning #05-02 Red Bud Run. Proffer condition #5 states: "The 28 acre parcel (stream preservation parcel) shall be held and preserved in ownership by the owner until an appropriate open space plan is approved by the Board of Supervisors at which time the land and/or rights shall be transferred to an approved management agency To date, the Board of Supervisors has not formally acted on this proffered open space plan requirement. Therefore, the transfer of the open space to DGIF was in violation of the proffered conditions associated with the rezoning. This proffer violation could be remedied by involving the Board of Supervisors in the review process, as noted in the proffer. The burden to remedy this violation is the property owner's responsibility; a letter requesting the County's consideration of the management plan would be appropriate to initiate the process. Enclosed here please find the plans for your review and comment. The development is located on the east side of Woods Mill Road and north of VA Route 7. The extension of roads and utilities matches that proposed by the Master Development Plan and follows that pattern established with Sections I and II. The site drains to adequate channels on the north and south. Adequacy of the Route 7 system was established with Section One and Two. Along the Red Bud Run boundary, water quality measures are provided to mitigate pollution impacts. All structures and pipes are designed for the 10 year storm event. Landscaping required by the ordinance is provided. Street trees based on the length of right-of-way and the required road efficiency screen are detailed. Water and sewer extensions are shown, the site drains to the new sewage pump station at the Blue Ridge Mobile Home Park site. Fire hydrants and street lights are provided throughout the subdivision. We request the Fire Marshall discuss with Mr. Lloyd Ingram of VDOT the placement of the hydrants. The Fire Marshall has requested they be in the grass strip, VDOT would like them behind the sidewalk. In addition to the plans, the stormwater calculations, Erosion Control Narrative and check lists, as appropriate, are provided.
