For your information the total length of the proposed addition is 2.00 miles. We agree with your test results relative to the pavement design and roadway width, however, must take exception to your assessment of the stabilized shoulders. You stated they extend 4' on either side of the travelway and appear to be in good shape except where utility work is in progress. We checked the shoulder width in at least two dozen locations and found only one (1) place where they measured the required 4'. Although the information you provided will enable the developer to ultimately add these streets to the secondary road system, there still remains quite a bit of cork to be done within these rights -of -way. This includes the reconstruction of stone shoulders to meet the approved typical section, regrading of ditch lines and back slopes to drain properly and the establishment of vegetation. This work was completed on June 15, 1990. The information needed is the detailed cost of the installation of the water and sewer main extensions, the reproducible as -built and a copy of the recorded Subdivision Plat or Deed of Easement. The cost figures should be broken down into the lineal footage of associated pipe sizes and type of material for water and sewer, the number of fire hydrant assemblies and number of sewer manholes. Water and sewer should be separated and the total installation costs for each provided. The as -built plan shall be a reproducible copy of the approved drawings with the as -built information in ink or red pencil. I feel the change would have provided better coverage for the area served and would not have been a difficult move for the applicant were it caught earlier in the process, but to do so now would add delays to the work already in progress. It appears to be in conformance with the approved MDP. In retrospect we do offer the following comments. Drainage & Stormwater Management 1. There is a note on Sheet 4 of 5 of this plan addressing the GC-7 criteria for this 4.27 acres of the subdivision plan. It is our opinion that the GC-7 requirement should have been addressed considering the total area of the subdivision as a whole rather than by phasing activity. In fact, the provision of 1 percent is for the immediate receiving stream's drainage area and not the watershed for the main creek down stream. Access to Streets 1. The horizontal and vertical sight distance for Price Drive at the intersection with Harvard Drive has not been demonstrated on the plans. It would appear adequate on the horizontal, but I can't tell vertically. A letter from VD approving the construction drawings is enclosed. The Winchester Utility Department provided their comments over the telephone. Mr. Seager's letter of October 11 summarizes the revisions. Mr. Paul Stinnett of the Office of the Fire Marshal has commerted that the plans must comply with Chapter 11 of the Fnederick County Code. Unfortunately his red -lined copy of the plans appears to have been lost in the mail. The plans were not forwarded to the Frederick Sanitation Authority since their facilities are not affected by this section of the subdivision. Likewise the plans were not forwarded to the Parks and Recreation Department since no recreational facilities are proposed in the approved master development plan.
