Overall the rights -of -way are holding up pretty well. However, there were several items to which you agreed to address when weather permits if we could start the street addition process. As indicated we have no objections to your request and will expect the following items to be corrected prior to expiration of your one year guarantee bond. 1. The side ditch between Culverts G & J needs to be reworked to drain and vegetation established. There were also several ditches in front of developing lots which may need to be reworked and seeded or sodded. 2. There are some minor areas of pavement settlement throughout the development. We have had Miss Utility locate all the utilities in this cul-de-sac, which are extensive, as it was the connecting point for Pioneer Heights. BUSHMAN RESIDENT ENGINEER TELE(703)984-4133 FAX (703) 984-9761 Pioneer Heights Subdivision Route 656 Frederick County This is to follow-up on phone conversation this morning concerning the current condition of the pavement structure of Winns Circle in the referenced development. It is our opinion the current discrepancies in the roadway are a result of both surface wear from construction equipment and settlement from improper utility trench compaction. Should you have any questions or would wish to discuss this matter further, please let me know. Sincerely, William H. Bushman Trans. Resident Engineer By: Robert B. Childress Hwy. Permits & Subd. BUSHMAN -74 RESIDENT ENGINEER T Ref: Pioneer Heights Subdivision Section I Route 656 Frederick County This is to follow-up on our meeting of April 22, 1992 to review several sections of streets in the referenced development. The following is a listing of discrepancies which will need to be addressed prior to the streets being considered eligible for addition into the State's Secondary Road System. COLONIAL WAY 1. The ditch line around the cul-de-sac needs to be regraded and private entrance pipe reset if necessary to obtain positive drainage. 2. The drainage easement between Lots 152 and 153 needs to be reshaped to drain and standard EC-2 soil stabilization mat added. ASBURY ROAD 1. The ditch line between Pipes G and J needs to be recut to drain and vegetation re-established. 2. The ditch line above Pipe J and the easement below has eroded. These areas will need to. be repaired and vegetation established. 3. The temporary cul-de-sac at the end of Asbury Road (Route 1290) will need to be removed just prior to addition. Ditch lines will need to be established and private entrance culverts installed in this area to provide for positive drainage. WINNS CIRCLE 1. Spot elevations will need to be taken along both sides of the street and around the cul-de-sac to determine the existing drainage pattern. The existing ditch will need to be re -cut and private entrance culverts adjusted as needed to obtain positive drainage. Additional drainage easements may need to be considered in this area as well. 2. All pavement settlement will need to be patched out with plant mix asphalt and the entire street resealed. An application rate of CRS-2 at .3 gallons per square yard with No. 8 Cover Aggregate at 20 lbs. per square yard will be required. 3. The concrete entrance serving Lot No. 42 is substandard. The concrete was poured approximately 1" above the roadway pavement surface. It will need to be removed and replaced in accordance with the enclosed PE-1 Specification. TRANSPORTATION FOR THE 21 ST CENTURY Mr. James Wilkins April 27, 1992 Page #2 GENERAL ITEMS 1. By far the biggest problem within the development is the improper installation of private entrances. All entrance pipe will need to be checked for proper elevation, size and length and reset or replaced if necessary to drain. Several pipes at the crest of hills will need to be removed and the ditch line and entrance surface raised to drain. I have enclosed a list of the approved private entrance culvert sizes which should be used as a guide. 2. All roadway pipe will need to be checked and flushed of any sediment. 3. Any low shoulder areas will need to be touched up. 4. Several areas of pavement settlement were noticed throughout. These locations will need to be patched out. 5. Any bare drainage ditches where the approved site plan specified soil stabilization mat will need to be reworked and vegetation established. I have also enclosed a copy of information needed prior to the addition of subdivision streets into the State's Secondary Road System and a supply of my business cards. I would suggest you distribute the cards to individual lot developers so they can contact me regarding the installation of their private entrances. Please contact me once the above items are completed so we may perform a final inspection. In the meantime should you have any questions, please let me know. Sincerely, William H. Bushman Trans. BUSHMAN RESIDENT ENGINEER Mr. James R. Wilkins Ref: Pioneer Heights Subdivision 7 South Loudoun Street Section I Winchester, VA 22601 Route 656 Frederick County Dear Mr. Wilkins: As requested by your contractor, Perry Engineering Company, Inc., we have made an on site inspection of the above referenced project on December 18, 1990. It appears the rights -of -way within this section have been constructed in accordance with the approved subdivision plans. However, the following list of items will need to be addressed before the streets are eligible for acceptance into the State's Secondary Road System. 1. Serving a minimum public service of three (3) occupied dwellings per street. 2. Vegetation will need to be established within all ditch lines and drainage easements. As discussed with Perry, soil stabilization mat will not be required in those areas designated for such if a permanent sod can be established. 3. It is our understanding because sanitary sewer service cannot be provided at this time Settlers Circle and portions of both Rebel's Circle and Cannon Circle are not being constructed at this time. Temporary turn around easements will need to be provided at the ends of the streets if they are to be added. 4. As we discussed by telephone December 18, 1990, a substandard private entrance has been installed to Lot #18. Specifically the concrete was poured approximately 1" above the roadway pavement surface. It will need to be removed and replaced in -accordance with the enclosed PE-1 Specification. 5. The temporary cul-de-sac at the end of Asbury Road (Route 1290) will need to be removed just prior to addition. Ditch lines will need to be established and private entrance culverts installed in thi'2 provide for positive drainage. iI I 0 DEC 2 019M I Mr. James R. Please ensure that in the next submission all items listed under section 4.3 of Frederick County Subdivision Ordinance are satisfied. 3. Sign and seal plans. II. TRAFFIC AND TRANSPORTATION 1. It is recommended that the proposed Battlefield Drive and Asbury Road be designed for a speed limit of 35 mph. This will require consideration for a minimum stopping sight distance of 240' (with K = 40 for crest curves and 50 for sag curves) and adequate super - elevation per VDOT standards. 2. All other streets are recommended to be designed for a minimum speed limit of 25 mph. If the Artillery Road is connected to any adjacent property, it may have to be designed for a higher speed limit. Note: The above two comments were made as recommendaticffla and the final approval authority rests on the Virginia Department of Transportation and/or Frederick County. 3. Provide a typical section showing the pavement and ditch sections for all the streets. Show pavement widths and the widths and depths for the ditch sections. 4. It is recommended that the proposed Battlefield Drive and Asbury Road be designed for a speed limit.of 35 mph. This will require consideration for a minimum stopping sight distance of 240' (with K = 40 for crest curves and 50 for sag curves) and adequate super - elevation per VDOT standards 2. All other streets are recommended to be designed for a minimum speed limit of 25 mph.. If the Artillery Road is connected to any adjacent property, it may have to be designed for a higher speed limit... Note: The above two comments were made as recommendations: and the final approval authority rests on the Virginia Department of Transportation and/or Frederick County. 3. BUSHMAN COMMISSIONER ( / 03 ) 984-4133 RESIDENT ENGINEER October 17, 1989 Mr. Austin Spitler Ref: Pioneer Heights Subdivision C/O Greenway Engr. & Surveying Route 656 1104 Baker Lane Frederick County Winchester, VA 22601 Dear Austin: This is to acknowledge receipt of your revised plans dated August 28, 1989 to the above referenced location. The plans appear satisfactory and are approved. Please advise the developer accordingly. I offer the following comments: A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT shall be conducted prior to initiation of work. Materials used and method of construction shall apply to current observed VDOT Road and Bridge Specifications applicable during construction of this development. Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • Attached is a copy of the minimum requirements and data for subdivision streets prior to acceptance into the Secondary System. This is the responsibility of the developer. All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require (forty-eight) 48 hours notice for inspections. A land use permit shall be obtained before any work is performed on the State's right-of-way. Please advise Perry Engineering Company they -may now apply for the permit. If mailboxes are to be placed along the roadway fronting lots, a minimum of four (4') feet shall be between the edge of pavement and the front of mailbox as shown on the attached sketch. TRANSPORTATION FOR THE 21 ST CENTURY Mr. Austin Spitler October 17, 1989 - Page Two - • Private entrances will be installed in accordance to the attached sketch. This is the developer's responsibility. Please ensure the contractor is supplied with a copy of the sketch as well as the private entrance culvert size listing. Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. • Any signs to be installed will be in accordance with attachments. • I recommend C.R. Type 21-A Stone be used while backfilling any utilities or storm sewer pipe within the proposed right-of-way. This would greatly reduce the possibility of any pavement settlement at a future date. Loudoun St. Winchester, Virginia 22601 Office Phone 662-721 S Home Phone 662-6607 This morning, we had a meeting with Kris Tierney, Assistant Planner for Frederick County and Jim Doran, Director of Recreations for Frederick County, concerning Pioneer Heights Sections 1 & 2. We have on our master plan, a one acre tract for a play ground in Section 1 and a 1.2 acre tract in Section 2. We agreed that area 1 in Section 1 would be developed into a court area, a half,-45x45 basketball court and other such items. The large oak virgin trees around the perimeter would not be disturbed but the area would be filled with surplus materials to provide for courts and other play activities. The 1.2 acre area in Section 2 is heavily wooded and we agreed it should not be disturbed except to provide picnic tables, walkways, for family activities, and generally speaking, the area would be left in a natural state. It is anticipated that both of the areas would be maintained by a committee from the Home Owners Association. Since there will be no other common areas, the Home Owners Association paperwork will be quite simple since it would only affect the two rec- reational areas. Pioneer Heights will be large lots with a minimum of 12,000 sq.ft. each and with underground utilities. Therefore, we have 5 surplus bonus points for the entire development. This is final approval by all the various agencies concerned for the overall master plans. On April 5, 1989, we will appear before the Plan- ning Commission for final approval and then before the Board of Supervisors on April 12, 1989. Mr. Kris Tierney will put us on the agenda for consid- eration at the meetings.
