Riley, Jr., County Administra } RE: Temporary Barricade Between The Ravens and Oakdale Crossing DATE: June 10, 2004 Frederick County strives to provide its residents with high quality emergency services. A significant measure of a quality emergency service is not only the individuals who perform the service, but also the time it takes to respond to calls for emergency services. Reduction in emergency vehicle miles traveled will decrease emergency vehicle response times, resulting in improved emergency services. In recent months, one of our local volunteer fire and rescue companies has relocated to its new facility to better serve the community. This is just one example of how the emergency services system has improved. The County is also working to improve the road network to facilitate reduced miles traveled. It has been determined that emergency response times will be significantly decreased by enabling emergency vehicle access between the Oakdale Crossing and The Ravens Developments. Therefore, the County will be removing the barricade from Dewberry Drive on June 21, 2004 to facilitate an improved vehicular access. It is essential that the removal of the barricade be completed in a timely manner, with minimum impact on residents. Clean Structure #D1-3 grate of debris. 2. Repair pavement settlement at intersection of Crostleigh Drive and Fairfield Drive. 3. Replace broken curb and gutter at Lot No. 54. 4. Replace broken gutter pan and section of private entrance at Lot No. 48. 5. Repair pavement settlement at Lot No. 58. Fairfield Drive 1. Remove drain pipe and replace curb and gutter at Lot No. 48. 2. Repair pavement settlement at Lot No. 53. 3. Flush and clean culvert of debris and replace EC-1 as needed at Culvert No. 12. Hunters Ridge 1. Remove drain pipe and replace curb and gutter at Lot No. 45. 2. Repair pavement settlement fronting Lots No. 26, 35 and 37. 3. Replace all private entrance gutters which fail to meet approved CG-91) detail. 4. Install standard VDOT stop signs at appropriate locations. 5. A drainage easement will need to be provided to enclose the stormsewer system at the south end of Hunters Ridge Road. 6. Several disturbed areas behind the curb and gutter will need to be regraded and seeded/mulched. A standard PEA design will be required in Senseny Glen. I am also enclosing a listing of driveway culvert sizes which was provided to us by your design agent, G. W. Clifford & Associates, Inc. A standard CG-9D design will be required in Oakdale Crossing. The minimum width of the entrance gutter at the backside of the radii is to be a minimum 16' unless there is some prohibiting factor which then a 12' width can be considered. The entrance radii is to be measured from the face of the street curb to the right of way line. During a recent review of the development, we noticed several entrance gutters have already been installed incorrectly and will need to be replaced prior to addition of the streets. As you are aware, in order to maintain consistency with our subdivision drainage policy and the remaining sections of this development, the 30" culvert in question should be reinforced concrete. However, since the drainage system is already in place and appears to be functioning properly an exception will be granted and the C.M.P. can remain. Please do not interpret our decision to mean R.C.P. is not more desirable under a curb and gutter section. Furthermore, this exception is being allowed only in this case and should in no way be considered the norm. I would like to again take this opportunity to stress the importance of submitting revisions to this office for review prior to their implementation in the field. If we would have been allowed the opportunity in this case, this letter would not have been necessary. In order to update our files, please submit two (2) sets of plan sheets 5 and 10 of 15 which show these revisions at your earliest convenience. It appears the rights -of -way have been constructed in accordance with the approved site plans. Therefore, the streets may be considered eligible for acceptance into the State's Secondary Road System when the following conditions are met: Serving a minimum public service of three (3) occupied dwellings per street. The addition is requested by the Frederick Board of Supervisors through resolution. The streets must be maintained in their present condition until time of addition. As you know several lots are beginning to develop. This development tends to cause damage to the rights -of -way, therefore, it would be to your advantage to control this until time of addition. Also, please be reminded all individual private entrances are to be installed to our current CG-9D specifications. Fcr your use I have enclosed a copy of said specifications. All lots shall be used for single family residential purposes only. No home occupations shall be allowed. 2. No signs or advertising of any nature shall be placed or maintained upon a lot, except for signs advertising the sale or rental with regard to said lot such signage, excluding the entrance(s) to the subdivision, to be no larger than five (5) feet square. 3. No motor vehicle which does not have a current license (plate and a current Virginia inspection sticker shall be placed for permitted on any individual lot or street. 4. No boats, trailers, campers, trucks or other similar Ivehicles or equipment other than automobiles, motorcycles and (pickup trucks of 3/4 ton or less, shall be parked or located upon any lot or street except for the time reasonably necessary for -2- BK753PG0316 the delivery or removal of goods or services to or from an individual lot. 5. No animals, livestock or poultry of any kind shall be raised or kept upon any lot except that dogs, cats, or other household pets may be kept, provided they are not kept, bred, or maintained for commercial purposes. No individual shelter shall be erected for any dog, cat, or other household pet allowed by this paragraph. 6. No fencing, except as specifically stated hereinafter, shall be permitted in the front or to the side of any residence located on any lot and any fencing to the rear of said residence shall be attached to the residence itself and shall be not greater than six (6) feet in height from the ground and shall be constructed of either wood, stone, stucco, or brick, or a combination thereof. Use of wire or chain -link fencing is expressly prohibited. Any gate may be of iron material. 7. Only in -ground swimming pools shall be permitted with a structure to house equipment to be constructed of wood, stone, stucco, or brick or a combination thereof. Fencing shall be allowed around the pool area provided, however, that the fence shall be constructed of either wood, stone, stucco or brick, or a combination thereof. Each lot shall be kept mowed and maintained in a neat and orderly condition at all times. 11. No exterior antenna of any type, including television satellite dishes for the reception or transmission of radio or television communications, shall be erected, used or maintained on any structure, on any lot, at any time. No solar panels or solar heat collecting device shall be allowed. 12. No clothesline or hanging device shall be allowed upon any lot except for an umbrella type device with a diameter not exceeding seven (7) feet which shall be located in the rear of any residence. When such hanging device is not in use it shall be retracted and stored. No clothing or other washing shall be dried outside a residence except during the hours from 8:00 a.m. to 6:00 p.m. 0 13. No dwelling shall be erected, placed or permitted to remain on any lot which has less than 2,000 square feet of living space above ground, exclusive of open porches, carport, garages and basements. Any split level dwelling that is constructed shall have 2,000 square feet of finished living space and in calculating the same only the finished portion of the lowest floor above ground shall be counted toward minimum required herein. 14. The exterior of any dwelling or outbuilding shall be of wood product, stone, stucco or brick or a combination thereof. 15. With regard to any corner lot (where two or more streets intersect) there shall be no planting, structures, fence, shrubberies or any obstruction placed or maintained which has a height that exceeds three (3) feet above ground level, said restriction to apply to an area measured twenty-five (25) linear feet on each of the intersecting street lines. 17. No lot.shall at any time be subdivided, conveyed or sold except as a whole unless said sale or conveyance results in a lot(s) larger than the lot size as shown on the plats attached hereto and made a part hereof. 18. All driveways, or off-street parking areas, shall either be asphalt covered or of concrete. No other area shall be used for off-street parking or as a means of ingress and egress to the garage. 19. No painting on any dwelling or outbuilding shall be done except with paint of a Williamsburg color. 20. Before construction, all house plans must be approved and signed off by an officer of the Corporation or its successor. 21. With regard to all the lots in the Oakdale Crossing Subdivision, there is reserved to the Declarant along each property line a ten (10) foot easement for the installation and maintenance of utilities and/or drainage easements, the same being reserved whether or not shown on the plats attached hereto. 22. Each lot owner shall be responsible for maintaining and keeping in good repair all drainage easements located on the lot owner's lot. All lots shall be used for single family residential purposes only. No home occupations shall be allowed. 2. No individual shelter shall be erected for any dog, cat, or other household pet allowed by this paragraph. 6. No fencing, except as specifically stated hereinafter, shall be permitted in the front or to the side of any residence located on any lot and any fencing to the rear of said residence shall be attached to the residence itself and shall be not greater than six (6) feet in height from the ground and shall be constructed of either wood, stone, stucco, or brick, or a combination thereof. Use of wire or chain -link fencing is expressly prohibited. Any gate may be -of iron material. 7. Only in -ground swimming pools shall be permitted with a structure to house equipment to be constructed of wood, stone, stucco, or brick or a combination thereof. Use of vinyl or chain link fencing is expressly prohibited from any fencing around the pool area. Any gate in the fence around the pool area may be of iron material. 8. No noxious or offensive activities shall be carried on or permitted on said lot nor shall anything be done or permitted thereon which may be or may become an annoyance or nuisance to the neighborhood. 9. No lot shall be used or maintained as a dumping ground for garbage or rubbish. Each lot shall be kept mowed and maintained in a neat and orderly condition at all times. 11. No exterior antenna of any type, including television satellite dishes for the reception or transmission of radio or television communications, shall be erected, used or maintained on any structure, on any lot, at any time. No solar panels or solar heat collecting device shall be allowed. 12. No clothesline or hanging device shall be allowed upon any lot except for an umbrella type device with a diameter not exceeding seven (7) feet which shall be located in the rear of any residence. When such hanging device is not in use it shall be retracted and stored. No clothing or other washing shall be dried outside a residence except during the hours from 8:00 a.m. to 6:00 p.m. 13. No dwelling shall be erected, placed or permitted to remain on any lot which has less than 2,000 square feet of living space above ground, exclusive of open porches, carport, garages and basements. Any split level dwelling that is constructed shall have 2,000 square feet of finished living space and in calculating the same only the finished portion of the lowest floor above ground shall be counted toward minimum required herein. 14. No lot shall at any time be subdivided, conveyed or sold) except as a whole unless said sale or conveyance results in a lot(s) larger than the lot size as shown on the plats attached hereto and made a part hereof. 18. The design time of concentration of 15 minutes for all structures is not realistic. Some of the drainage areas would be closer to a 5 min Tc to the inlets. VDOT now recommends an I of 3.5 in/hour for inlet design. The pipes should be designed for the 10 year storm with an appropriate Tc. Please verify these. 2. The spread of water within the road sections should also be indicated. It does not appear that there are enough inlets to control the spread for some of the drainage areas. Design in accordance with the VDOT Drainage manual. Show maximum spread for each inlet. 3. Provide stormwater management design including outlet design, routing computations, and required easements. 4. Page (5) Five of the drainage plan shows the drainage retention pond. Is this retention pond adequate to handle on -site as well as off -site water? As you know, the future development of "off -site" is certain and needs to be addressed now. My second concern is the drainage culverts, also shown on Page (5) Five of the drainage plans, being brought in the drainage way in front of the retention pond. Will this increase the flow in front of my house? As I see no study of drainage on my property, I will assume that no increase in flow is expected. As I have stated before, I am not opposed to the subdivision, but I am concerned about the drainage. As Mr. Stiles stated at a previous meeting, State Regulation forbids any increase in the existing flow. I would like my concerns read into the records for the future. Please find my recommendations on the attached plans marked in red and as follows: 1. The difference in pre and post development indicate a 24" pipe is required to supplement existing pipe downstream under Oak Ridge Road intersection with Route 657. 2. The proposed detention basin at the back of Lots No. 32-35 should be enlarged or shifted to intercept the storm sewer outfall (Culvert No. 13) between Lots No. 35 & 36. There is some confusion in reviewing the storm water management computations as some of the data indicates the Hill Crest project for the Town of Woodstock. 3. Typical section with the grass median is to be deleted. Pavement width on Crestleigh Drive to be increased to 34' or 38' face to face of curb. Standard CG-6 Curb & Gutter is to be used in lieu of CG-7 due to drainage. No super elevation is to be used in construction of curves. 4. The grade intersection of Winterberry Court with Crestleigh Drive to be adjusted to provide a pavement swale for drainage across Winterberry Court. 5. The sag drop inlets should be checked for spread using a two (2) year storm and 0.1% approach grade. The maximim► allowable spread is 8' to 10' from face of curb. Drop Inlets Standard DI-3B are to be added approximately 50' upgrade of the sag inlets at Stations 1+50, Crestleigh Drive, 4+90, Laurelwood Drive, left of Station 3+40 and 10+90 Hunter's Ridge Road. 6. Inlets No. 14 & 15 are to be changed to Standard DI-3A types due to the intersection radius. 7. End sections to be installed on Culvert No. 18 & 19 in lieu of head walls.
