We would require a minimum of a 30' entrance with 8" of crushed stone, Type 21-A, plus a prime and double seal with 20' radii on both sides of proposed entrance. The entrance should be constructed to slope away from the edge of pavement at the rate of 3/4" per foot for 8'. It is recommended that at least two parking spaces per unit be provided. A permit must be applied for and approved before doing any work on the State's right-of-way. Sanitation Authority - Approved for water and sewer. Inspections Department - Townhouses to be designed and constructed in accordance with the Virginia Uniform Statewide Building Code and applicable referenced standards for the intended use. Greenwood Fire Company - Shall comply with Chapter 10 of the Frederick County Code, with special attention to Article II, Section 2-3-5.2. Planning and Zoning - Satisfactory. The submitted information appears to be in order, however, for the following reason we will be unable to start processing it. If you recall your office has been advised through copies of previous correspondence to Mr. Jim Petry we would require a letter from you concerning the existing drainage design within this development. The need for such a letter is more detailed in the enclosed copies of said correspondence. For your information I met with Mr. Ed Strawsnyder on site recently to review this matter and he indicated he had no objections to our request and would be sending us such a letter shortly. However, to date we have received nothing other than your package. Therefore, unfortunately we will be unable to proceed with the addition until the above condition is met. Box 2598 Winchester, VA 22601 Dear Jim: Ref: Nottoway Subdivision Section II Route 1075 Frederick County This is in response to our meeting with Mr. Greg Unger of Oakcrest Builders at the referenced project on February 14, 1991. The purpose of the meeting was to review the remaining portions of Nottoway Drive for inclusion into the State's Secondary Road System. As I stated the following items will need to be addressed prior to this street being considered eligible for addition:. 1. All damaged areas, i.e. potholes, settled and cracked areas, etc. within the pavement structure will need to be resealed. 2. Positive drainage will need to be obtained through the entrances to the parking lots. This can most likely be achieved through regrading and resealing the entrances while making the roadway repairs. After the above items have been addressed please contact this office so a final inspection can be performed. Also as we discussed, the existing drainage in relation to the rights -of -way appears to be functioning properly. However, there seems to have been some changes made during construction to the approved drainage design by Frederick County officials. Through copy of this letter to Mr. R. W. Watkins' office we are apprising him of this matter. If the existing design meets his approval we ask he write us to this affect and also not to hold this Department accountable for any maintenance and/or liability responsibilities of the drainage easement northwest of the cul-de-sac. As I stated we have made a final inspection of Nottoway Drive and found the "punchlist" items as set forth in my letter to you of February 19, 1991 have been completed. Therefore, the street may now be considered eligible for inclusion into the State's Secondary Road System and can be added pending a request by the Frederick County Board of Supervisors through resolution. It appears a practicable target date for the addition will be July 1, 1991. In this case a maintenance fee will not be required, however, a bond to guarantee workmanship and performance of materials in the amount of S3,750.00 for a period of one (1) year from the date of acceptance will be required. I have also enclosed for your use a copy of an example irrevocable letter of credit.
