PROPOSED USE AND IMPROVEMENTS: Garden Apartments (32 one and two -bedroom units),
access, parking, recreation, and open space.
REVIEW EVALUATIONS:
VA Dept. of Transportation - No objection to the preliminary master
development plan.
Sanitation Authority - Water and sewer available.
Round Hill Fire Company - No objection.
Inspections - This request for the preliminary plan shall comply to Section
309.0, Use Group R, (309.3 Use Group R-2) BOCA Basic National Building Code.
Planning & Zoning - This preliminary master development plan is for 32 one

and two -bedroom garden apartments located on 3.879 acres along the east side
of Westminster -Canterbury Drive. This property was recently zoned from B-2
(Business General) to RP (Residential Performance). All former lots have
been combined into one parcel. The garden apartments are a permitted use in
the RP Zoning District. Compatibility with surrounding uses is accomplished
with a full 200' buffer and a vegetative screen, located along the north
eastern property line. The adjoining single-family homes in this part of
Sunnyside are provided both distance and landscaped buffers.
There are no environmental requirements. Open space consists of 1.16+ acres
surrounding the garden apartments and located primarily to the rear of the
site. 30% open space is required and is shown. Recreational facilities are
required, one for every 30 units. The proposed outdoor recreation area is
shown on the rear of the apartment structure, in the southeast corner of the
PRELIMINARY MASTER DEVELOPMENT PLAN # 013-87
New Dominion
property. An outdoor picnic shelter is currently being proposed.
Additionally, it is the.staff's understanding that some common indoor
recreation facility space may be provided.
Buffer distances are required and are correctly shown. Screening is not
required, but extensive screening and landscaping is proposed. Access,
parking, dimensional requirements --such as setbacks, units per structure,
and building separation, all appear satisfactory. No bonus regulations are
proposed. Overall, this preliminary master development plan for 32 garden
apartments appears to meet all RP and master plan requirements.
This is a preliminary master development plan to be approved by the Planning
Commission and the Board of Supervisors. A final master development plan
will be reviewed by the Planning Commission, followed by a detailed site
development plan.
