Approval of Preliminary Master Development Plan #010-87 of Mill Race Estates for
single-family traditional lots, 37.136 acres zoned RP, located on VA Route 659,
Valley Mill Road, east of Greenwood Road (VA Route 656), in the Shawnee
Magisterial District, with the requirement that all environmental disturbance
percentages for steep slopes and woodlands be reduced to meet required minimums.

Zoning.
PROPOSED USE AND IMPROVEMENTS: 105 single-family traditional lots, VDOT streets,
and Sanitation Authority utilities, and open space, as required.
REVIEW EVALUATIONS:
VA Dept. of Transportation K No objections to the master development plan.
We will need a complete set of subdivision plans before we can make
additional comments.
Sanitation Authority < Water and sewer facilities on the preliminary master
development plan appear acceptable.
Greenwood Fire Company < Relocate the proposed hydrant on Charles Boulevard
South .from Lot 36 to Lot 3, at the west side of the intersection of Charles
Boulevard and Route 659. The proposed hydrant on Danille Circle will be
sufficient as is. Bring proposed hydrant south from the corner of Julee
Street across from Lot 61 to Lot 60, at the south corner of the intersection
of Charles Boulevard and Julee Street. The hydrant on Lot 98 of Julee Street
should move west to Lot 95, to cover Evett Place, and add one hydrant on Lot
79 on Charles Boulevard. The eight inch water main shown should provide
appropriate fire flow for single family dwellings.
Inspections Department < This master development plan request shall comply to
Section 309.0, Use Group R, of the BOCA Basic National Building Code.
PRELIMINARY MASTER DEVELOPMENT PLAN
Mill Race Estates
Planning and Zoning - The proposed plan shows 105 single-family traditional
lots on 37.136 acres with 15.6% or 5.807 acres in open space. Single-family
traditional lots are permitted in the RP (Residential Performance) Zoning
District. This site contains environmental areas consisting of flood plains
(5.4 acres), pond (.09 acres), steep slopes (4.36 acres), and woodlands (6.0
acres). Disturbance of floodplains and ponds is acceptable; however, the
amount of disturbance proposed for steep slopes and woodlands is not
acceptable. Woodlands exceed the environmental disturbance minimum by 15%
and steep slope disturbance exeeds standards by 7%. The flood plain area is
shown in open space. Open space is located on the south side of Route 659
and is separated from the proposed lots by the state road. Recreational
facilities are not required.
All dimensional requirements appear to be satisfactory, such as lot size and
setbacks, which will be detailed on the subdivision plats. No bonus
requirements are proposed. Buffering and screening are not required.
STAFF RECOMMENDATIONS: Approval, with the requirement that all environmental
disturbance percentages for steep slopes and woodlands be reduced to meet required
