In those jurisdictions where the county staff administers a comprehensive subdivision construction inspection program the Department may also waiver the surety requirement. Surety may be in the form of a performance bond, cash deposit, or other form mutually acceptable to the Department and the developer. Any surety other than bond or cash deposit must receive approval from the Secondary Roads Division and the Fiscal Division prior to processing. B. Maintenance Fees The Secondary System budgets within the several counties are effective for a fiscal year, running from July 1 through June 30 of the following calendar year. Any streets added subsequent to July 1 of any given year will not have been accounted for in the budgetary process. Therefore, a maintenance fee in accordance with Table III will be required for any subdivision street addition which will be effective at any time other than July 1. Any fraction of a month is to be counted as a whole month. Official acceptance dates cannot be made retro- active, so when extenuating circumstances prevent official acceptance as of July 1, it will be satisfactory to request that the effective fee date be retroactive to July 1 and, if approved by the Secondary Roads Division, no maintenance fee will be required. Keen discretion must be exercised by field engineers in making judg- ments as to what constitutes an extenuating circumstance. Administrative delays beyond the control of the developer would be considered an extenuating circumstance. But delays caused by the developer's failing to comply with certain requirements would not be considered extenuating. 2. Rights of Way A. Widths Right of way widths in accordance with Tables 1 and 1A are required to be dedicated to public use. If sidewalk is to be provided, additional right of way width will be required to the extendt necessary to accommodate the sidewalk. B. Landscaping All disturbed areas within the dedicated rights of way and easements shall be restored with a vegetation which is compatible with the surrounding area. No streets shall be accepted for maintenance where there is visual evidence of siltation unless appropriate protective measures in accordance with the Department's construction practices have been taken. Any planting of trees and/or shrubs shall be in accordance with the Department's Environmental Quality Division's "Guide for Tree and Shrub Planting on Virginia's Streets and Highways." _-pw C. Utilities It is the policy of the Department to require a clear and unencumbered dedication of rights of way on all additions to the system. Therefore, any easements or other interests within the platted right of way must be _quit IaC imed of any prior rights therein in exchange for a permit to occupy the space. This permit shall be processed by the Residency; once the acknowledgment of acceptance of the street has been received, and a route number has been assigned. No inspection or guarantee fee will be required for the issuance of the permit in this instance. All longitudinal underground utilities shall be located under the shoulder of the road insofar as is practical. Commission policy prohibits the open -cutting of paved or surface -treated roads. Therefore, all lateral under- ground utilities to be installed prior to the acceptance of the street should be installed before the final surface application. D. "Spite Strips" The Department will not approve plans that include reserved or "spite" strips which prohibit the use of streets J by adjacent properties, whether within or outside the development proper. 3. Drainage Drainage facilities, including off -site facilities when necessary to provide adequate drainage, shall be provided in accordance with the Department's current "Location and Design Division Drainage Manual." A. Easements Drainage easements shall be provided from all drainage outfalls to extend to a watercourse, defined on page 6, or furnish an acceptable agreement from county authorities to save the Department harmless from future claims. In instances where developments divert more intensified runoff into existing VDH&T facilities to the extent that the facilities must be adjusted, such adjustments shall be at the developer's expense, and the developer will be required to furnish any additional easements thus required. B. Curb and Gutter It is not the sense of the Department that curb and gutter be one of its requirements for subdivision streets. STREETS AND CUL-DE-SACS As previously stated in our letter dated August 10, 1987, VMI Corp, is responsible for maintaining and preparing all road- ways in Section I for acceptance by the Va. Highway Dept. At this time there are several places that need repairs ( mainly on Columbia Circle ). The General Contractor hired by VMI Corp. is currently working with the Highway Dept. and weather permitting should begin work by May 1, 1988. Also, the Highway Dept. has requested that the fence on Lot 14 be removed from their right - of -way. The owner has been notified and is in the process of rectifying the situation. The General Contractor has given us a completion date of July 1, 1988. COMMON ELEMENTS As stated in the August 10, 1987 letter, VMI Corp. agreed to grade and seed these areas to create a lawn -like area. In the fall of 1987, these areas were hydizi-seeded, however we realize that several of these areas still need attention. Now that the MORTGAGES LAND DEVELOPMENT RENTALS growing season is upon us, VMI Corp. will rework and reseed the following bare spots: 1. Around the Main Entrance Sign 2. Around Mailbox area 3. Where Century-21 Office Trailer was located 4. Columbia Circle area In order to do the job properly, these areas should first be mowed. Mowing immediatly after reseeding would blow the seed away from these areas. As of April 6, 1988, the Common Elements in Section I have been the property of the Albin Village Homeowners Association, as the Deed to these areas was recorded in the Fred- erick County Courthouse at that time. The Association holds fee simple title to these areas and is responsible for maintaining them, but VMI Corp. is still responsible for the final seeding of these area. If the Association will notify me as soon as these areas have been mowed, we will rework and seed the areas mentioned above. I hope this letter has addressed the Associations concerns. As you know, at the request of the developer, Foundation Engineering samples this area. and came up with a design CB R value of 9.7. It has been our policy in the past, and will continue in the future, that when a discrepancy occurs between a contractor's or producer's sample and the sample ran by the highway Department, the Department's results will govern. I woufd want to point out even with this wide discrepancy in the bearing value, the difference in the design amounts to only one-half inch of the plant mix. In the design of pavements, the bearing vaiiie of the soil does not have near the impact the traffic count does, which brings us to the second questionable area. If we accept your analysis that traffic at the decision point will be split evenly and no traffic from three (3) previous mentioned roads will use Albin Drive, then when the time conics to design the sect -ton of Village Lane in what is termed "Phase 11111, this design will be based on traffic generated by the sixty-one (61) lots in Phase III in addition to the one-half traffic assurned to be going north from the decision point We certainly should not be receptive to an anticipated analysis at a later date that there is another decision point on Village Lane and part of this traffic will indeed, be using, Albin Drive. Pith this in mind, we have cone up with the following pavement design: Using your estimate of 78.5 lots and the accepted figure of 7.5 vpd per lot results in a daily traffic count of 589. The design CBR times the resftiency factor of 2 gives a soil support value of 6.0 resulting in a C Thickness Index of 12.6. They have the following comments: 1. The open space area, or a part thereof, be designated as a drainage easement. The drainage easement would extend from the highway right of way to the natural watercourse now downstreamed of the detention basin. 2. The proposed streets be accepted into the Secondary Roads System with the understanding that the basin could be removed if it is not properly maintained by others and if, due to lack of proper maintenance, it becomes detrimental to the Highway System. 3. The VDH&T not accept any r.:sponsibility for the design, construction or main- tenance of the detention basin. Note number two (2) and number three (3) should be added to the plans in the form of a note to assure proper maintenance and absolve the Department from any liability due to the basin. It appears the ultimate traffic could be in excess of 1,000 VPD on Albin Drive. Therefore, we are recommending the typical section be revised to show approximately three (3) inches of B-3 bituminous concrete and 165 pounds of surface course pavement mix for the pavement on Albi- ` l,,;- ould be verified by our Materials Department when the CBR Tests are conducted. Other recommendations are as following: 1. The subbase stone should extend a foot beyond the edge of pavement. 2. The ditch width should be increased to four (4) foot with sixteen (16) inch depth to accommodate entrance pipes along the street. Maddox, Jr. - P.E., Vice -President SUBJECT: Albin Subdivision - Pavement Design DATE: July 17, 1985 Attached to this memo is a summary report from this office and a report prepared by Foundation Engineering of Virginia which indicates a pavement design for the main road on this development should include 8" (eight inches) of VDH&T 21-A base and 2" (two inches) of VDH&T S-10 surface course. This matter has been reviewed with Mr. Bill Bushman and Mr. Keith Walker of the VDH&T and with Mr. Steve Garrison of the Frederick County Planning office. This memorandum will summarize understandings established as a result of this report and discussion and will serve as official direction to the owner and contractor regarding how to proceed in this matter. Mr. Bushman is in basic agreement with the findings of this report. He has verbally approved the pavement design for use on the main road in this subdivision. He indicates that upon satisfactory completion of the work as described, his office will. advise the contractor and/or owner and/or County that the work is done in substanial accordance with the VDH&T requirements. A stipulation that additional work may be required prior to acceptance of the road into the State system will be made in this letter. A determination of any work that may be required will be based on the situation and the inspection of the facilities made at the time application for acceptance into the system is made. Mr. Blackburn, materials engineer with the Staunton District Office, VDH&T, has been on vacation for approximately two weeks and has not been consulted with regard to Mr. Bushman's decision. Mr. Bushman feels confident that Mr. Blackburn will agree with his decision. If changes are necessary, it is felt they will be minor and they can be taken care of prior to acceptance of the work into the State system. Mr. Garrison was consulted with regard to this situation and he indicated that as long as the letter from the VDH&T approving the work in place was relatively clean, his office would have no problem issuing the necessary building permits in order for the owner to proceed with development of this project. The situation regarding this project is the owncr has elected not to post a bond, but to build the roads, sewer and water systems to required standards prior to application for building permits. The owner intends to pave the roadways based on the design indicated herein on Monday, July 22, 1985. Regrading and seal coat work will occur on July 18 and 19. On receipt of a letter from VDH&T sometime during the week of the 22nd, the owner intends to apply for building permits from Frederick County. The purpose of this memorandum is to summarize the understandings and to allow for changes if any should occur prior - to work proceeding. (SC-369) Dear Mr. Molden: In response to your request, we have performed a pavement evaluation for the subject subdivision road. Our evaluation includeda field reconnaissance to classify and obtain representative samples of the-subgrade soils; laboratory testing to determine design CBR values; and a pavement analysis in accordance with the Virginia Department of Highways and ` Transportation design guide titled "Design Guide for Subdivision Pavements in Virginia." This report presents the results of our evaluation with specific recommendations regarding pavement sections. At the time of our site reconnaissance on June 21, 1985, the base stone had been placed and compacted to a depth of approximately 8 inches. In general, the base stone -had been placed on an undisturbed weathered shale. The exceptions were areas where utility trenches crossed the road. The subgrade exposed along the shoulders and ditches can best be described as a friable highly weathered shale with -isolated clay seams. Gray mottling was evident throughout the upper overburden horizon especially within the - isolated clay seams which were less than 12 inches in thickness. Subsequent laboratory tests performed on representative samples of the bearing subgrade revealed approximately 36 percent passing the #200 sieve. Atterberg limits tests performed on the fraction passing the #40 sieve, indicated that the material was basically silty with a liquid limit of 25 and a plasticity index of 4. A majority of the soil sampled can be classified as a silty sand and gravel composed primarily of weathered rock fragments. The soil sample obtained from the bearing subgrade classified as an SM-GM in accordance with ENGINEERING DESIGN - FOUNDATION INVESTIGATIONS - SOIL REPORTS MATERIAL TESTING AND QUALITY CONTROL SC-369 Page 2 the Unified Soil Classification System and an A-2-4 (A-4) in accordance with the AASHTO classification methods. Typically, the weathered rock -which is derived from the Martinsburg shale experiences some gradational breakdown during compaction. This fact has been proven through laboratory sieve analyses performed before and after compaction density tests. This. breakdown has also been observed during field compaction. However, the particle breakdown does not appear to affect the soil bearing especially where the pavement subgrade are bearing entirely on cut. In addition to sieve analyses, we performed CBR tests in accordance with VTM-8. We understand that the VDHT selected a CBR of 3 for their pavement analysis. This selection was based on an A-6 soil classification. This particular classification represents a low to medium plastic clay with, at least, 36 percent passing the #200 sieve and a liquid limit less than 40. As previously described, the soil tested in our laboratory classified.as an A-2-4 (A-4) with a liquid limit and plasticity index of 25 and 4, respectively. CBR tests were performed on soaked samples compacted to approximately 95 and 100 percent of ASTM D-698. The moisture -density test (ASTM D-698) associated with the CBR test yielded a maximum dry density of 115.7 pcf at an optimum moisture of 14.4 percent. The two soaked samples yielded CBR values of 12.5 and 16.7 for the 95 and 100 compaction percentage, respectively. This range of compaction was considered to be representative of the conditions which could occur during construction even though a majority of the road was placed on undisturbed subgrade. The two soaked CBR values, 12.5 and 16.7, were averaged in an effort to determine a representative design CBR. A design CBR value was then calculated using two-thirds of the average CBR value. As indicated by the VDHT design guide, the two-thirds factor compensates for variations of soil uniformity and soil moisture content. Based on the above approach we derived a design CBR of 9.7. Adopting this design CBR and a soil resilience factor of 2, a soil support value (SSV) of 19.4 was selected for evaluating the thickness index. The determination of the thickness index and corresponding pavement section is based on the soil support value and the number of vehicles per day (VPD) . The "VDHT in a May 17, 1985, memorandum recommended a -VPD value of 908. This traffic projection was based on 121 lots with minimal impact from cul-de-sac traffic. Additional traffic studies have been performed by Gilbert W. Clifford and Associates resulting in a VPD of 583. Each of these traffic projections were evaluated to determine a satisfactory pavement section. Pavement analyses performed by the VDHT resulted in the following pavement section: 1-1/2"(S-10), 4"(B-3) and 8"(21A). This section was based on a design CBR of 3 and a VPD of 908. Using this same traffic projection (908) and a design CBR of 9.7, we determined that the following pavement thickness -would be satisfactory: 1-1/2"(S-10), 3-1/2"(B-3) and 8"(21A). Calculations to support this design have been attached. If the SC-369 Page 3 Gilbert W. Clifford traffic projection .is adopted, the pavement section can be substantially reduced to 2"(S-5) and 8"(compacted 21A). In both cases, we recommend that the 21A aggregate be compacted to, at least, 100 percent of ASTM D-698. We are forwarding a copy of this report to Gilbert W. Clifford so that they can attach a copy of their traffic study before submission to the VDHT. If we can be of further service in resolving this issue, please do not hesitate to contact us.
