Prior to commencing construction of the road, it will be necessary to obtain a land disturbance permit from the Public Works Department. 2. As stated in your erosion and sediment control narrative, the proper length of a construction entrance shall be 70 feet. However, your detail indicates a length of 50 feet. These comments are minor in nature. Therefore, we recommend approval of the subject road plan. We request that you submit a copy of the final revised plan for our file. I offer the following comments: • A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. • Any signs to be installed will be in accordance with attachments. • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • A copy of any/all plats of dedication to public use (the County of Frederick) for drainage easements or additional right-of-way required for implementation of this proposed project should be provided for VDOT review prior to issuance of any land use permit. Our comments are as follows and as shown in red on the enclosed subdivision checklist and plan sheets: Sheet 2 of 6 1. The dimensions for the right turn lane and taper for Route 645 (Airport Road) eastbound vehicles entering the proposed subdivision street were established and graded into place when VDOT Project #0645-034-212, C501 was constructed. A copy of Plan Sheets 5 & 6 of 12 are attached for your use. The exit taper on the east side of the subdivision street should be 12'x48'. 2. The subdivision street should have a 36' width beginning at the radii return and extending 150' south then tapered 100' to the normal 24' shown on the typical section. A pavement striping plan and turn arrow should be provided at the turn lane locations (see VDOT General Note #17). 3. Potential CG-12 ramp locations should be shown in some format to supplement the general note covering this item. A CG-11 standard VDOT entrance should be shown. 4. Right and left turn arrows should be provided as appropriate in striping plan. CG-7 curb should be installed on the radii and also along the right turn lane as shown. 5. The additional pavement added by others (not inspected by VDOT) approximately 25' in length along the entrance should be removed and replaced with the pavement structure proposed for the entrance. VDOT Inspector will monitor this item, a note indicating the removal/replacement should be added to the plan sheet. If this easement has been dedicated it could/should be utilized for site culvert at the entrance street if possible. Shppt I of 6 7. The proposed culvert should be placed at low point on vertical curve to allow placement of drainage structure if/when CG is placed on subdivision. Street culvert should be RCP with ES-1's each end. 8. The proposed sleeves crossing the roadway should be placed that 36" minimum cover is provided from the bottom of the roadway ditch, portions of the parallel 8" PVC water line should be placed so that 36" minimum cover is provided from the shoulder break point. 9. Please note several errors appear at the vertical curve data on Station 13+25. ShPat 1; of A 10. Several miscellaneous notes. Sheet 6 of 6 11.Additional VDOT detail sketches should be added: CG-7; CG-11; CG-12; CD-2 and ES-1 (remove ES-2). If VDOT trenching detail is shown on plan detail sheet, it should be current VDOT detail which is: Subsequent Special Provisions and Figure 1, Cut Replacement in Roads with Asphalt Concrete Base and Surface (copy attached). As indicated earlier, the red comments on the subdivision checklist should be removed and applied to the plan sheets. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned inspector. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This Is the developer's responsibility. • Any signs to be installed will be in accordance with attachments. • i suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilied completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. A copy of any/all plats of dedication to public use (the County of Frederick) for drainage easements or additional right-of-way required for implementation of this proposed project should be provided for VDOT review prior to issuance of any land use permit.
