WHEREAS, the Owner is the owner of certain real property situate in Frederick County,
Virginia, with tax map number 85{(A)) Parcel 140 (the "Property"), as shown on the plat
attached hereto and incorporated herein by this reference, dated August 24, 2012, entitled "Final
Subdivision Plat MEADOWS EDGE — PHASE 3A Land of CENTEX HOMES Tax Map #85-
((A))-Parcel 140", and prepared by J2 Engineers, Inc. of Chantilly, Virginia (the "Plat"), having
acquired the Property by deed recorded as Instrument No. 040015471, among the land records of

A VDOT review has been conducted for the Meadows Edge Phases 3 and 3A Subdivision Plan dated 10/19/12
that was received in our office on 10/24/12. Based off of the review of the Drawings, all of the previous VDOT
comments have been addressed and the Site Plan is approved by our office. Please ensure that all applicable
agencies have the most recent set of approved Drawings. Also, please provide an electronic set of drawings in
pdf format to our office by email or on a CD. _
We offer the following general comments:
• Our review and comments are general in nature. Should details be overlooked during plan review or
conditions in the field exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the Department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge
Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use
Permit Special Provisions.
• A preconstruction conference should be held by the engineer and/or developer with the attendance of
the contractor, various County agencies, utility companies, and VDOT prior to initiation of work.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to VDOT
for approval. Please allow a minimum of 5 business days for VDOT review.
• Final Subdivision Plats must be approved by our office prior to beginning work on the Subdivision.

Dear Mr. Conard:
We have completed our review of the subject road plan and offer the following comments:
1. Please provide lot numbering on the grading plan sheets to allow us to cross reference with the
other sheets in the plan.
2. It will be necessary to ensure that drainage from Lots 183, 184 and 185 does not drain onto or
impact Lot 25 in Woodside Estates.
3. We recommend utilizing the existing sediment traps/basins located along the east side of the site
as long as possible to minimize/prevent the potential for off -site erosion and sediment deposits.
4. The use of baffles in the proposed sediment basins is not practical during construction. We
recommend the use of a large rock check dam to provide a form a sediment treatment as well as
suppress the travel time.
Once these comments have been addressed, submit one (1) set of the revised plan for further
review.
