Dear Dave:
This letter is to confirm the Frederick County Board of Supervisors' action at
their meeting of March 13, 1985.
Approval of the Lakeside Estates Final Master Development Plan with the following
amendments:
1) Recreation facilities will be installed in full compliance with Paragraphs
5-4-7 and 5-4-8 of the Frederick County Code.
2) All lot lines or private parking areas are shown for general planning purposes
and may be adjusted at the time of subdivision approval.
3) Removal of the legend for vegetative screening.
4) Phasing of lot divisions or unit development will meet the requirements of
Paragraph 5-8-3 through 5-8-3.4 of the Frederick County Code.
5) Deletion of all lots in Lakeside Estates, Section 3.
6) Removal of the apartment units from the area shown to Section V, Lakeview
Townhouses or Section II and/or III, Lakeridge. Replacement of the apartment
units as shown with housing types designated for Lakeridge.

their meeting of February 20, 1985:
Approval of Preliminary Master Development Plan #001-85 of Lakeside Estates for
development of 256 acres for residential use with a combination of single-family
detached cluster, traditional, atrium, quadplex, triplex, townhouses, and garden
apartment units at the northeast side of State Route 642, northeast of Stephens
City, in the Shawnee Magisterial District with the condition that the Fire and
Rescue/Community Center Facility area be eliminated and that area be designated
as open space.

PRELIMINARY MASTER DEVELOPMENT PLAN #001-85
Lakeside Estates
LOCATION: Northeast side of State Route 642, northeast of Stephens City,
Virginia.
MAGISTERIAL DISTRICT: Shawnee
ADJACENT LAND USE AND ZONING: Residential, Agricultural, Institutional, and Open
Space Land Use and RP and A-2 Zoning
PROPOSED USE AND IMPROVEMENTS: Develop 256 acres for residential use with a
combination of single-family detached cluster, traditional, atrium, quadplex,
triplex, and garden apartment units.
REVIEW EVALUATIONS:
Highway Department - Detailed subdivision plans will be required according to
the County Ordinance. The things we have been experiencing problems with
are:
1) Standard PEI, Private Entrance
2) Drain ditches being too deep along the roadways
3) Adequate radius in the cul-de-sacs
Sanitation Authority - Total - 823; Projected Flow - 260,000 GPD; Proposed
development will generate approximately 260,000 gallons of wastewater per
day. Existing plant capacity is 120,000 GPD and presently the plant receives
approximately 50,000 GPD of wastewater. The Authority recognizes the plant
will need to be expanded within the next seven years.
Stephens City Fire Company - No objections to the Preliminary Master
Development Plan. Would like to have a plan detailing the name of the
streets, house numbers, and location of hydrants.
Planning and Zoning - The applicant has submitted a set of plans to the
Department that, with minor revisions, will meet the intent of the ordinance.
The staff has noted to the engineer that the buffering or screening in some
areas is insufficient at this time. The basic configuration does, however,
provide ample space to meet these requirements. The environmental
requirements are generally being met. Exact determination of disturbed areas
will be ensured on revised Preliminary and Final Master Development Plans.

The road pattern effectively separates the primary access to the multi -family
areas from access to the single-family areas. The housing consists of a
combination of single-family detached traditional and cluster, atrium,
triplex, quadplex, town house, and garden apartments. Much of the open space
is concentrated around an existing lake along Route 642 and an area along
Opequon Creek. This will make it difficult to allocate an equal amount of
open space per section, but this is offset by the other design advantages of
the larger open spaces. These areas and various other open areas near the
northern part of the property are in grassland. Two other open areas along
Lakeside Drive are wooded. Maintenance of the grass areas to the north will
be more difficult than other areas due to the steep slopes, but should be
feasible.
Required recreation facilities are included within the multi -family areas.
The two areas shown for future commercial and community services areas are
now included as open space. The open space requirements would be satisfied,
however, if these were converted to other uses.
STAFF RECOMMENDATIONS: Approval, with revisions necessary to meet all
requirements of the zoning ordinance.
