The results of these samples shove that on the dates that the samples were
collected several serious water problems did indeed exist. Of primary impor-
tance is the fact that the samples collected from diell 'Ito. 2 and from tha
distribution systeri (Moult residence - raw water) had turbidities exceadin,
tine State health limit. The niaxinjun perriiissible turbidity for a well sourc�a
is five turbidity units, whereas these samples reported 9.40 and 7.2G turbidity
units respectively. Turbidity, while not a health hazard in its -elf, does
interfera with the proper disinfection of water and could therefore be raspon-
sible for incomplete disinfection of disease -causing bacteria. ',Ie1 i ko. 2
also had a high iron content as does the grater from t1he distribution systori.

manganese In water is objectionable because both will stain ( red to bl acl:
stains) laundered goods and bathroom fixtures as well as Impart an objectionable
taste and/or odor to food and beverages prepared with the water. The limit for
iron is 0.3 mg/l, and for manganese is 0.05 ing/l.
From the above -mentioned chemical analyses it is aoparent that the recently
recei vas! coia;pl ai nts have been fully justified and that remedial action is
called for. As we have discussed previously, it is of great importance that
ceadend or sparsely used lines be flushed regularly to avoid sediment accur;lu-
lation. Finally, we must require that iron and manganese removal facilities
be installed as soon as possible. These facilities rust be designed by a
registered professional engineer and an application for a construction perinit
must be submitted with three copies of final plans and specifications. '.'e

Dear Ms. Feisher:
The Authority Board of Directors respectfully requests the State Water
Control Board to lift the moratorium on the Lakeside Sewerage System so that
additional connections can be made to the system. This request should be
granted because of the following:
1. The plant effluent has not violated water quality standards in
kg1day of BOD and suspended solids discharged in the fifteen (15)
months the Authority has operated the plant.
2. The average daily flow for the period July thru December 1985 is
0.127 mg which is down from the 0.156 mgd flow for the period
October 1985 thru June 1986.
3. Flow for the period 1-15 January 1986 is 0.065 mgd.
4. Of the approximately 20,110 linear feet of line in the system 2744
linear feet passed an air test and 15,861 linear feet has been
TV inspected. The 1505 additional feet of line will be inspected this
month.
5. Our visual and TV inspections have found numerous problems as follows:

Our inspections also found two improperly capped eight (8) inch stubouts
which were allowing surface drainage to enter the system. Both have
been repaired. Ten leaks in the water system which were contributing
to infiltration have been located and repaired.
6. only two overflows at the treatment plant influent pump station have
been experienced in the fifteen months the Authority has operated
the system. One occurred in February 1985 which was prior to our
repair work, and the other occurred during the heavy rains the first
week of November 1985. Prior to the Authority operating the system
several manholes in the system showed signs of periodic overflowing.
There have been no manholes overflowing since we have operated the
system. Therefore our repairs have reduced flows to a level below
the hydraulic capacity of the lines.
This work demonstrates the Authority's commitment to abating the in-
filtration problem. Our program will be continued so that further
reduction in flow to the treatment plant will be realized.
I appreciate your favorable consideration of this request and look forward
to your prompt reply.

I am a lot owner at Lakeside Estates and currently building a
house on Lot 26 of Section A (also referred to as Section 1).
It is my understanding that it is proposed that a fire and res-
cue station be constructed at the corner of Lakeside Drive and
Route 642.
Let it be known that I am opposed to such a structure at this
location for four reasons. First, the proposed structure would
be directly across the street from existing housing (Lots 26
and 27 of Section A). The couples residing on these lots have
small children that might be disturbed at night when alarms are
sounded. This would have a negative impact on the health of
these children.
Second, the proposed building may constrict the flow of water
down the creek running parallel with Lakeside Drive and force
the flow, during heavy rains, onto Lakeside Drive and threaten
housing on the south of the drive.
Thirdly, most fire and rescue stations in the county are loca-
ted at a reasonable distance from family housing units. Why
should this be the exception?
Fourth, the aforementioned would most likely have a negative
impact on the property values of the two lots in question.
I write this letter realizing the need for expanding adequate
fire and rescue protection in any community preparing itself
for growth. At the same time I respectfully request that due
diligence and responsibility be exercised when individual and
family interests are at stake.

Water: Lakeside Estates
This letter is being written in response to the inspection of
a proposed well site made by the writer on January 17, 1974.
The proposed well site located on the existing well lot approx-
imately 40 feet south of the existing well is approved for a
Class I well. This well should be cased and grouted to a
minimum depth of 100 feet and must be so located on the existing
well lot as to provide a 50-foot radius to the nearest boundary.
If such area is not available on the existing well lot, then
the well lot must be increased in size to accommodate this new
well. This Department, as a rule,does not recommend the in-
stallation of two wells in such proximity to each other because
of the probable effect that they will have on each other.
Test pumpings should be made for the new well operating
separately from the existing well and operating at the same time
as the existing well is being pumped in order to determine what
effect, if any, the two wells will have upon each other's
capacities. A copy of our brochure "Guide for Development of
Public Water Supplies From Wells" is being attached for your
convenience.

We have briefly reviewed the two preliminary and/or master plans
for subdivisions which were referred to this office ky you and the
Winchester -Frederick County Health Department. Our comments are
as follows:
1. Surry Square: Since this apartment development will
involve a total flow contribution of 67,200 gallons
per day, or 168 apartment units at 400 gallons per
day per unit, detailed plans of the sewage collection
system must be submitted to this office for review.
The Winchester sewage treatment plant is presently
extremely overloaded; therefore, final approval of
plans and specifications by the State Water Control
Board may be questionable. Although this Department
is responsible for the initial technical review of
plans and specifications, final approval is a matter
for the State Water Control Board.
2. Wakeland Estates: Attached to this letter you will
find a copy of our letter to Dr. William Hatfield,
Director of the Frederick County Health Department,
in which we pointed out that the recent submittal of
plans for a townhouse development of 36 units has
virtually depleted the Lakeside Estates sewage treat-
ment plant capacity. In addition, the construction
of the Lakeside Estates sewage treatment plant has
not been completed on schedule as was promised by
Mr. Herbert Shackelford, owner of the system; therefore,

we can not approve of any additional connections
to this sewage treatment plant. We have also at-
tached a copy of our letter to Mr. Herbert Shackel-
ford concerning the Lakeside Estates water system.
You will note from this letter that this system is
presently using two unapproved sources of water;
therefore, we certainly feel that it would be in-
appropriate to consider extensions of the water
system until the present system is brought to con-
form with the public water supply permit under
which the system is operated.
We appreciate your bringing these matters to our attention. If you
should have any questions, or if we can be of any further service,
please do not hesitate to call upon us.

This letter is written in espouse to your complaint relayed to.

Thrcmgh our investigation we found your complaint to be justified
in that e=essive quantities of hydrogen sulfide were found in the
water from one of the two wells presently being used as sources
for this water system, The hydrogen sulfide is, in itself, mat a
si gni,Ucaat health bazaarde but the fact that its presence maces the
watai virtually unpalatable is very dangerous, causing conx=oxa
to seek other possibly hazardous sources of drinking water.
As a result of our investigation we have made the following require. -

1. That groper bacteriia og ical sampling be initiated
in the iwmediate- feature.
2. That a time schedule shoring anticipated delivery
dates as,well as installment dates for all key
equipment for the v ater system be submitted to this

removal equipment be submitted to this Department
for review at the earliest possible data+.

Lakeside Estates and Lakeview Townhouses.
Of course all rules and regulations of Lakeside Water & Sewer
Co., The State Health Department and The State eater Control Board
must be followed by all parties to insure proper operation of our
