The approved site plan calls for the construction of three apartment buildings that will contain a total of 36 dwelling units, the creation of a shared parking asphalt parking lot complete with 77 regular parking spaces, four disabled parking spaces with appropriate ramps and signage, curb and gutter, and parking lot landscaping, the installation of concrete walkways along the perimeter of the parking lot which provide access to each apartment building, the provision of two fire hydrants protected by concrete filled bollards, the installation of a fire lane behind the apartment buildings that will be 20 feet in width and chained at the entrance, the provision of a picnic shelter that will be 416 square feet and contain picnic tables and bar-b-que grills, the installation of outdoor lighting fixtures that will be designed to prevent light from shining on adjoining properties, the installation of an entrance sign, the planting of a full road efficiency buffer along Macedonia Church Road, and all appropriate erosion and sedimentation control measures. I have provided you with two copies of the approved site plan. This will allow you to maintain an on -site copy and keep a copy for your records. You will be required to provide a deed of dedication and bond the proposed improvements prior to final administrative approval of this site plan. Bonding for the proposed improvements may be accomplished as described below: SCENARIO #1 You will be required to bond the required recreational amenities, the parking lot landscaping, and the landscaping that will be required as part of the road efficiency buffer. This option is only available to you provided that you plan to permit and simultaneously construct the three apartment building, and complete all required work associated with the parking lot, the storm water management facility, the sidewalks, and the fire lane. SCENARIO #2 You will be required to bond the required recreational amenities, the landscaping associated with the road efficiency buffer, all improvements associated with the parking lot, the storm water management facility, the sidewalks, and the fire lane. These improvements will be required to be bonded if you plan to develop each apartment unit individually. In order to determine if the amount of the bond is adequate, you will be required to submit a contractor's estimate that provides the costs associated with each improvement. If this estimate is acceptable, you will be required to provide a guarantee that is in a format acceptable to Frederick County. It is also my understanding that an easement needs to be provided to complete off -site improvements. The following comments need to be addressed during the revision of this site plan: 1) Please provide a signature on the Registered Professional Engineer Certificate. (Sheet 1 of 5) 2) Please revise the Tax ID Number to remove 75B-A-80D. This number is no longer on the tax role due to the lot consolidation. (Sheet 2 of 5) 3) Please revise Landscaped Space Required and Provide to read Open Space Required and Provided. (Sheet 2 of 5) 4) Please provide the location and detail of any proposed outdoor lighting fixtures or outdoor trash receptacles. 5) Please provide the name for State Route 642 (Macedonia Church Road). Contact Mr. Marcus Lemasters to verify the use of the new road name. My calculations indicate that 70 evergreen trees are required to buffer the linear distance along Macedonia Church Road. 9) The number of trees designated for parking lot landscaping is correct. However, these trees need to be located a minimum of 40 feet around the perimeter of the parking lot. This letter details the information that has been received by our department to date, as well as the information and revisions that are required for this site plan to adequately address the comments of the Frederick County Planning Department and other required review agencies. Frederick County approved a Final Master Development Plan for this project on December 6, 1994 and received a partial site plan application for this project on January 4, 1995. This partial application included the site plan review fee of $2,200, the site plan application page, a cover letter from Steven M. Gyurisin dated January 4, 1995, review agency comment sheets from the Frederick County Sanitation Authority (FCSA), the Frederick County Building Official, the Frederick County Fire Marshal, the Frederick County Parks and Recreation Department, and the Lord Fairfax Soil and Water Conservation District, as well as various information from the Master Development Plan review for this project, and various information from the pending Lake Center Townhouse site plan. You department did not provide review agency comment sheets from the Virginia Department of Transportation (VDOT) or the Frederick County Engineer; however, our department accepted the information received to date to allow this project to be placed on the Frederick County Planning Commission's Bimonthly Report. As you know, all projects must appear on this report prior to administrative approval authority being granted to our department. I contacted Mr. Robert Childress of VDOT to request a facsimile of his comment sheet, and met with Mr. H.E. Strawsnyder, the Frederick County Engineer. Mr. Childress was able to provide me with a facsimile of his comment sheet dated August 24, 1994.. Mr. Strawsnyder did not receive the information necessary for his review until January 25, 1995. Therefore, he was not able to provide me with a review agency comment sheet at this time. 107 North Kent Street P.O. This statement regards your reference to the Lake Center site plan and the fact that VDOT, FCSA, and Engineer comments have not changed since that plan. Please remember from our discussions that the pending Lake Center site plan (which proposed 28 townhouse units) never received final approval from Frederick County. I have contacted Mr. Childress, Mr. Strawsnyder, and Mr. John Whitacre, of the FCSA, to determine their position regarding the pending Lake View Apartment site plan. All three gentlemen stated that their reviews and comments were required to be addressed prior to final approval of this site plan. Therefore, our department will need you to submit approved review agency comment sheets from VDOT, FCSA, the Frederick County Fire Marshal, and the Frederick County Engineer, and five copies of the final site plan which address my review comments which are enclosed with this letter. Kiracofe Fire Marshal On September 9, 1996, I met Richmond Sprinkler at Lakeside Condos, Bldg. #2 for the purpose of conducting the final inspection on the sprinkler system. While there, I noticed the asphault in the parking lot is being broken and sunken down,by the weight of trucks emptying the dumpsters. If the surface of the parking lot is incapable of supporting the weight of these trucks, it would present an extremely dangerous situation for our firefighters in the event we had to utilize our Ladder Truck from this same parking lot. The concentrated weight on the outriggers of the Truck is far greater than the weight of the vehicles that are causing the parking lot surface to fail. Since the parking lot lanes are required Fire Lanes for this project, they must be built in accordance with Frederick County Chapter 10, Section 90-4.B.2, which states that "Fire Lanes shall be constructed of a hard, all weather surface, adequately designed to support any fire apparatus likely to operated in such fire lane." In light of this requirement and the serious consequences firefighters would be faced with, should they need Ladder Truck access to any of these buildings, I feel this should be addressed with the owner as soon as possible. I've been told that it could be a condition of final approval, when building #3 is completed and ready for a C.O. If there is any action the County could take sooner, I believe we should do so, as we have two buildings already occupied and this condition makes access to upper stories risky, at best. Please give this matter some consideration, and let me know what course of action would be appropriate at this time. As I indicated in my previous comments, this level should be verified. 2) Sheet 3 of 5: Add a note concerning the requirements for compacteu fill under the eastern most apartment complex. A compaction report signed by a professional engineer will be required prior to granting a certificate of occupancy for this complex. 3) Sheet 4 of 5: Refer to the drainage calculations. A "C" value of 0.35 should be adopted for the pre -development conditions in the Martinsburg Shales. This value was. previously assumed for the townhouse development at this site. 4) Sheet 4 of 5: The impervious area reflected under the post -development flows should be 1.54 acres rather than 1.15 acres.
