It is the understanding of this office that the deletion of two cul-de-sacs in the Lakeside portion of the development does not significantly affect the approved master plan road patterns, drainage patterns, open space patterns or general land use patterns approved under the concept of the master plan. The intent of the master plan is to show a conceptual land use pattern for a particular property and to address certain environmental considerations along with road, housing, traffic and drainage patterns. The intent of the master development plan process is being fulfilled at this point, especially with the submission of the key map showing the proposed changes. As a suggestion to help the planning staff keep up with the changes as this development continues, we would ask that you submit such changes to the staff prior to the submission of final subdivision plats and that the key map or master plan scale be modified so that these two documents can be adequately compared. The revised plan shows a change in the northwest corner of the development (labeled Lake Ridge VII) from mutiplex to single-family traditional. There were 39 multiplex units proposed on the original Master Plan. The revised plan shows 30 single-family units with slightly changed road access and a continuation of the buffer area between this area and the proposed Lakeview Apartments. The buffer is proposed as a reduced buffer with partial screening, consistant with buffers throughout the Lakeside Subdivision. The applicant is requesting a change to the approved Master Development Plan from multiplex units to single-family traditional, with slightly realigned streets and required buffers. The Authority has initiated planning to provide additional capacity, which is currently scheduled for completion in 1989. Open space, after the proposed reduction and adjustment, is 31%. Open space has been allocated in equal amounts as each section of this development has been subdivided and approved. This open space has been concentrated around the lake area along Route 642 and Lakeside Drive. The staff recognized during the early stages of this development that the large open area with the lake was a design advantage which offset the need for distributing the open space through the entire development. While the lake and surrounding area may be viewed as a design advantage, it may also be viewed as a developer's and eventually, homeowners' disadvantage. The staff recognizes that all open space requirements have been met, but also recognizes that the usefulness of the open space may be reduced by dividing the lake. Again, all open space requirements have been satisfied. STAFF RECOMMENDATION: Approval.
