Dear Kr. Riley:
This will apprise you of the status of road construction at Fort Collier.
As you know, full right of way and road construction has been completed for
the second entrance way leading into the Park from Baker Lane. The Deed of
Dedication for the State Highway portion leading from Brooke Drive to
the rear of The Northwestern Workshop was registered and construction by the
State has proceeded.
During my last trip to Winchester, end of June, I observed the status of
road construction by the State and at that time the base was completed and
final surface treatment was planned for July. You can obtain a more current
status directly from the Highway Department. I expect that this portion of
the road will be completed by August.
I have a contractor selected and the bid has been received for the final
segment connecting the Northwestern Workshop with the entrance to the Baker
Lane Connector. As soon as the State completes their work, we expect to
begin final construction which is now slated for August. I expect to have
the total construction project completed as planned by on or before October 1,
1981. Please advise if there are any questions.

Dear Mr. Hammond:
We have evade an inspection of Fort Collier Road from the
intersection of Route 1200 (Baker Lane) to .13 miles west, and
find it has been constructed in accordance with the approved plans,
with the exception of some minor shoulder reshaping.
Where are two manholes which must be lowered to fit the new
grade, after these manholes are adjusted it will be necessary to
.reshape and possibly deepen the ditch on the north side.
If there are any questions, please advise.

THIS DEED made and dated this day of February,
1981, by and between FORT COLLIER FARMS, INC., a Virginia
corporation, party of the first part, hereinafter Grantor,
and CARTER SERVICE INDUSTRIES, INC., a Maryland corporation,
duly qualified and authorized to transact business in the
State of Virginia, party of the second part, hereinafter
Grantee.
WITNESSETH: That for and in consideration of the
sum of Ten Dollars ($10.00) and other good and valuable
consideration, the receipt of all of which is hereby acknowledged;
the Grantor does hereby grant, bargain, sell and convey with
general warranty of title, unto the Grantee, its successors
and assigns, the following described property and appurtenances
thereunto belonging:
All that certain unimproved tract of
land containing 5.0010 acres, lying and being
situate in Stonewall Magisterial District,
Frederick County, Virginia, being more parti-
cularly described as Lot 5B on the Plat and
Survey of H. Bruce Edens, C.L.S., dated
January 15, 1981, attached hereto as Exhibit A
and by this reference expressly incorporated
herein. The property conveyed herein is a
portion of the land conveyed to Fort Collier
Farms, Inc. by Deed of I. Fred Stine, et al,
dated January 21, 1965 and recorded in the
Clerk's Office of the Circuit Court of Frederick
County, Virginia in Deed Book 307, at Page 275.
Reference is here made to the aforesaid instruments
and attachments and the references therein contained for a
further and more particular description of the property
hereby conveyed.
This conveyance is made subject to all duly recorded
and enforceable restrictions, easements, and rights of way.
The Grantor, for itself, its successors and assigns, reserves
from this conveyance a ten (10) foot wide easement along the

entire inside perimeter of all boundary lines of Lot 5B
conveyed herein for the purpose of granting overhead electrical
power line easements, for the purposo of carrying utilities
from a point outside of the subject property conveyed herein
onto the subject property for the purpose of serving the
subject property, and also to carry such utilities from a
point on the subject property to serve adjacent property,
which easements shall not interfere with the Grantee's
buildings or other improvements to be located on -the subject
property.
This conveyance is made subject to -the "Declaration
of Covenants and Restrictions" set forth on attached Exhibit
B, and by this reference expressly incorporated herein.
Said covenants and restrictions shall be covenants and
restrictions running with the land conveyed 'herein, binding
all successive owners thereof.
This conveyance is further made subject to the
"Planning Standards" set forth on attached Exhibit C, and by
this reference expressly incorporated herein. The Planning
Standards shall be binding upon the Grantee and upon all
successive owners of the land conveyed herein as covenants
real running with the land conveyed herein. The Grantor
reserves upon itself, and unto any successors or assigns it
may so designate, the sole right to enforce the Planning
Standards, and also reserves unto itself, and unto such
designated successors and assigns, the right to designate
planning standards as they may be applied to other property
within the Fort Collier Industrial Park, such rights being
personal rights of the Grantor and its designated successors
and assigns. The Grantee shall have no right to enforce the
Planning Standards as to any such -other property.
Except as noted above, Grantor covenants that it

has a right to convey said property to the Grantee; that it
has done no act to encumber said property; that it will
execute such further assurance of title of said property as
may be requisite; that it is seized in fee simple of the
property conveyed; and that the Grantee shall have quiet
possession of said property free from all encumbrances.
The Grantor and Grantee covenant that all necessary
and proper corporate action has been taken to authorize the
sale and execution, acknowledgement, delivery and receipt of
this Deed.

The accompanying survey represents a survey of a portion of the land
conveyed to Fort Collier Farms, Inc., a Virginia Corporation by deed dated
21 January 1965 and recorded in the Frederick County Court Clerk's Office
in Deed Book 307 at Page 275.
The said land is situated at the intersection of Brooke Road and Fort
Collier Road, Stonewall Magisterial District, Frederick County, Virginia and
