And the culvert -pipe under the'1 / entrance way should be increased to a minimum of 18 inch. _ Signature Date FINAL MASTER DEVELOPMENT PLAN #003-84 Henry Apartments 9 Buildings; 54 Apartment Units LOCATION: Adjacent to Senseny Heights Subdivision on Senseny Road MAGISTERIAL DISTRICT: Shawnee ADJACENT LAND USE AND ZONING: Residential, open space, institutional, and commercial land use and commercial and residential zoning. PROPOSED USE AND IMPROVEMENTS: Construct 54 garden partment units in nine buildings with required parking and recreation facilities. REVIEW EVALUATIONS: Virginia Dept. of Highways and Transportation - Satisfactory, minor drainage design changes may be necessary on final site plan. City of Winchester - 1) Provided property can not be further subdivided and provided county approves the connection, the water and sewer lay -out is satisfactory. All on -site water and sewer belongs to property owners. Sewer in compliance with City policy of a single connection. 2) Meter box detail will need to be revised, particularly top slab. City should be contacted. Greenwood Fire Company - An additional fire hydrant should be placed near the rear of the property for adequate fire protection. Planning and Zoning - The proposed site for this apartment complex contains no environmental areas and therefore, environmental protection requirements will not be imposed on the site. There is a required buffer and screening from Lot #1 in Senseny Heights which will affect the first two units to the north of the parking lot. The developer proposes to address this item in two ways. Both units will be no more than 24' above grade which would make them eligible for a decrease in the buffer requirement if total or partial screening was provided. The Master Development Plan shows an area of existing heavy vegetation to remain as total screening from Lot #1 Page 2 Final MDP Henry Apartments August 16, 1984 for these units. Some additional planting of evergreens may be necessary in this area. It is impossible for the staff to determine at this time whether this area would act as total screening during the wintertime. The staff would propose that a note be placed on the Final Master Development Plan that prior to occupancy of the first two structures, total screening will be provided and a typical design of that screening be reviewed by the Commission. The Residential Performance Ordinance also requires one recreation facility unit to be provided to this development. The general location of these facilities and a note as to the need for their compliance with the ordinance has been placed on the Final Master Development Plan. The exact nature of these facilities will be approved by the administrator and the Department of Parks and Recreation prior to installation. The proposed housing is garden apartments with six units per building and all density and spacing requirements for that housing type are being met by the proposed plan. All open areas will be maintained by the developer and units will be rented, therefore, there will not be the necessity for a Home Onwers Association in this development. The proposed Final Master Development Plan has been drawn in conformance with the approved Preliminary Master Development Plan and does meet the intent and letter of the Residential Performance District.
