We understand the Board of Supervisors intend to pass a resolution at their December Meeting
requesting the addition of all remaining streets in the Greenbriar Village Subdivision. As you
are well aware, the Board will guarantee to the Commonwealth an unrestricted right-of-way with
necessary easements for cuts, fills and drainage. With the addition of these streets, we feel a
real possibility exists for future complaints/problems arising due to current drainage
discrepancies within certain areas of the development.
I wanted to write and remind you of our position regarding the maintenance of drainage
easements within subdivision developments. We will maintain only the portion of an easement
necessary to provide functional drainage away from the roadway, but generally no further than
the normal right-of-way limits. For further clarifications I have enclosed a copy of a previous
letter to you dated January 6, 1988 addressing this policy.

I am writing to clarify an issue which has come to our attention several times
in .the past. It concerns the maintenance of drainage easements.
In man subdivisions and on construction projects it is necessary to identifv,
acquire, and/or Obtain drainage easements for the maintenance and legal discharge
Of surface water going from tie right-of-way onto areas downst_ream.
Gnat I am writing about concerns the maintenance aspects of these various drainage
areas of which there are t•No catagories:
1. This catagory involves those drainage easements which the Decartment has
obtained and c�vnership resides with the Commonwealth. We will assume
and maintain full responsibililty for the functioning and appearance oil -
these drainiace easements to the full extent they are defined.
2. This catagory involves those easements which have been dedicates to t`:e

space is waived. Street right-of-way width is 50 feet. Access for Lot 18 is
via Mogle Lane and Falcon Court. Revisions as per VDOT have been made.

In response to your request and the preliminary plans, we have reviewed and
listed below are our comments:
1. The storm sewer needs to he increased to a 42" X 48" size, as noted on
the plans. Also, the grade should be adjusted, as noted, to have adequate
cover over the pipes. Some adjustments may be necessary in tt-ie proposed
sanitary sewer and water lines.
2. Soil stabilization mat is to be installed at location shown to prevent
erosion. The proposed drain ditch :along Route 647 should be of sufficient
depth to avoid flooding Lots 14 & 18.
3. The opsrating pressure of the gas line must be less than 20% of the
specified minimum yield strength of the pipe or it will be necessary to
encase. Also, please call to the developer's attention, it will be
their responsibility to have the Shenandoah Gas Company prepare a deed
quitclaiming any prior rights they now have to occupy the space. This
will be required before these streets are added to the Secondary System.
4. A standard VDOT stop sign will 1--- reciizired at the intersection.
5. Please be sure the developer understands the minimum requirements for a
private entrance. In the past we have had problems with the developer
not constructing a private entrance according to the minimum requirements.
6. A permit will be required for the proposed entrance onto Route 647 prior
to starting construction.
7. The pavement design would be a minimum of 8" of Crushed Stone, Type 21-A
plus a prime and double seal. Therefore, the CB;.: Tests will not be
required.
Attached is a copy of the minhn, requirements and data for subdivision streets
prior to acceptance into the State's Secondary System. This is tha responsibility
of the developer.

Greenbrier South Master Development Plan Revisions
October 22, 1987
Attached is the revised master plan for the Greenbrier South development. The
revised plan shows a change in the street layout and access to this site. Overall,
the number of lots accessing Route 647 through Finch Court is reduced, from 18 to
six. Falcon Court is now being proposed to access the remaining 11 or 12 lots
through the existing Greenbrier Village Subdivision currently under development,
via Nightingale Avenue. The revised plan shows the same number of lots.
The applicant is requesting a change to the approved master development plan, with
realigned streets.
STAFF RECOMMENDATION: Approval of the proposed change.
Note: Final subdivision plans will have to show actual lot lines. Lot 18 will
have to be shown with interior (Falcon Court street frontage or as part of
Lots 5 and 6, as shown.

In response to your request and the preliminary plans, we have reviewed and
listed below are our continents:
1. The storm sewer needs to be increased to a 42" X 48" size, as noted on
the plans. Also, the grade should be adjusted, as noted, to have adequate
cover over the pipes. Some adjustments may be necessary in the proposed
sanitary sewer and water lines.
2. Soil stabilization mat is to be installed at location shown to prevent
erosion. The proposed drain ditch along Route 647 should be of sufficient
depth to avoid flooding Lots 14 & 18.
3. The operating pressure of the gas line must be less than 20% of the
specified minimum yield strength of the pipe or it will be necessary to
encase. Also, please call to the developer's attention, it will be
their responsibility to have the Shenandoah Gas Company prepare a deed
quitclaiminq any prior rights they now have to occupy the space. This
will be required before these streets are added to the Secondary System.
4. A standard VDOT stop sign will be required at the intersection.
5. Please be sure the developer understands the minimum requirements for a
private entrance. In the past we have had problems with the developer
not constructing a private entrance according to the minimum requirements.
6. A permit will be required for the proposed entrance onto Route 647 prior
to starting construction.
7. The pavement design would be a minimum of 8" of Crushed Stone, Type 21-A
plus a prime and double seal. Therefore, the CBR Tests will not be
required.
Attached is a copy of the minimum requirements and data for subdivision streets
prior to acceptance into the State's Secondary System. This is the responsibility
of the developer.

INFORMATION AND DATA NEEDED FOR SUBDIVISION STREETS PRIOR TO ACCEPTANCE INTO

STATE SECONDARY SYSTEM
Subdivision streets may be considered eligible for acceptance
into the State Secondary System when built according to plans
approved by the Department of Highways and Transportation,
properly maintained since completion and rendering a public
service. (Public service is generally defined as serving three
(3) occupied dwellings.)
The following is to be furnished to the County Subdivision
Administrator at least three (3) days prior to the adoption
of the resolution by the Board of Supervisors requesting
the addition.
One (1) copy of plans showing:
Roadway geometries.
Drainage and drainage easements.
Date and place of recordation, Deed Book number,
and page number.
Three (3) copies of final plat.
Maintenance fee - check payable to "Treasurer of Virginia".
Maintenace fee is required based on the length
of the streets being taken into the system from
the date of acceptance to June 30, (the end of
the fiscal year) . No maintenance fee is required
if the addition is effective July 1st.
Less than 1/4 mile - at the rate of $300.00 per
year @ $25.00 per month. 1/4 mile to 1/2 mile -
at the rate of $600.00 per year @ $50.00 per month.
Over 1/2 mile - at the rat ge of $1, 200.00 per mile
per year prorated monthly.
Bond to guarantee workmanship and materials for one
year from date of acceptance.
Less than 114 mile - $3,750.00
1/4 mile to 1/2 mile - $7,500.00
Over 1/2 mile - at the rate of $15,000.00 per mile
Signed permits covering all utilities, publicly or privately

In response to your request and the preliminary plans, we have reviewed and
listed below are our comments:
1. The storm sewer needs to be increased to a 42" X 48" size, as noted on
the plans. Also, the grade should be adjusted, as noted, to have adequate
cover over the pipes. Some adjustments may be necessary in the proposed
sanitary sewer and water lines.
2. Soil stabilization mat is to be installed at location shown to prevent
erosion. The proposed drain ditch along Route 647 should be of sufficient
depth to avoid flooding Lots 14 & 16.
3. The operating pressure of the gas line must be less than 20% of the
specified minimum yield strength of the pipe or it will be necessary to
encase. Also, please call to the developer's attention, it will be
their responsibility to have the Shenandoah Gas Company prepare a deed
quitclaiming any prior rights they now have to occupy the space. This
will be required before these streets are added to the Secondary System.
4. A standard VDOT stop sign will be required at the intersection.
5. Please be sure the developer understands the minimum requirements for a
private entrance. In the past we have had problems with the developer
not constructing a private entrance according to the minimum requirements.
6. A permit will be required for the proposed entrance onto Route 647 prior
to starting construction.
7. The pavement design would be a minimum of 8" of Crushed Stone, Type 21-A
plus a prime and double seal. Therefore, the CBR Tests will not be
required.
Attached is a copy of the minimum requirements and data for subdivision streets
prior to acceptance into the State's Secondary System. This is the responsibility
of the developer.
