At this meeting you will recall we expressed our feelings that the already existing drainage problems along Routes 669 and 670, would be greatly aggravated by the development to the extent of causing additional ponding of water and an undesirable condition to those people who build homes along the road, especially Route 670 which at the present time has a low priority for improvement and it may be several years before substantial improvements can be made due to all of the other needs in Frederick County. The necessary pipe sizes and locations required under our roads as the area is developed, are marked on the 100' scale contour plat attached. Each location will require a fairly long outlet ditch and drainage easement due to the level ground on both sides of the road. The developer was advised that the Department would take care of the water under and away from the road with exception of necessary casements and ditches across their property. As you can see by the contour plat, this will require several lines of up to 50"x3l" pipe with fairly long outlet ditches and drainage easements to natural drainage. The developer should participate in the cost of this pipe and se- curing of the easement to the extent of increased run off due to the development. A 6' wide drainage ditch is to be constructed along Route 670 between lots 31 and 39. A double line of 50'x3l" pipe arch is required for all entrance pipe. An alternate suggestion to reduce the size of the ditch and pipe would be a drainage channel to the rear of these lots as marked on the contour in green pencil. We should probably insist that the alternate be used due to the maintenance and undesirable deep ditch along the road. A 2' bottom ditch and 25"xl6" entrance pipe arch is required between lots 40 and 43. A minimum 25' width easement and drainage ditch is required between Route 670 and 669 along the back of lots 23 thru 31. This easement would be deeded to the Department as necessary for drainage between the two roads. The large drainage hollow across Parcel A should be ditched along the back of lots 1 thru'4 and between lots 4 and 5 to Route 669.
