Drive 3.2322 AC Hereby Dedicated for Public Street Purposes" (the "Coverstone Drive
Dedication Parcel") on that certain plat titled "Plat Showing Right of Way Dedication &
Dedication/Vacation of Various Easements on the Property of Carpers Valley Development,
L.L.C." dated May 11, 2007, revised November 28, 2007, a copy of which is attached hereto
and incorporated herein by reference as if set out in full (the "Plat').

D. Carpers Valley intends to grant and convey unto FCSA that certain
appurtenant and permanent water line easement, designated as "20' Water Esmt Hereby
Dedicated" on the attached Plat, as more fully set forth hereinafter.
NOW THEREFORE WITNESSETH: That for and in consideration of the sum of
Ten Dollars ($10.00), cash in hand paid by each of the parties hereto unto the other, the
receipt and sufficiency of which is hereby acknowledged, and other consideration deemed
adequate at law, the parties do hereby agree as follows:
The Recitals are incorporated herein and made a material part hereof as if set
out in full.
2. Carpers Valley hereby dedicates the Coverstone Drive Dedication Parcel

Carpers Valley and FCSA hereby vacate a portion of that certain sanitary
sewer easement located within the boundaries of the Coverstone Drive Dedication Parcel,

Vacated" as more particularly set forth on the attached Plat, which easement was dedicated
by that certain Deed of Temporary Access and Road Construction Easement dated March 24,
2006, of record in the aforesaid Clerk's Office as Instrument No. 060006044.
4. Carpers Valley, FCSA and the County hereby vacate a portion of that certain
ingress/egress, access and utility easement located on the Northwestern side of the
Coverstone Drive Dedication Parcel, designated as "60' 1/E, Access & Utility ESMT
(Inst. # 060005965) Hereby Vacated" as more particularly set forth on the attached Plat,
which easements were impressed by that certain Deed of Boundary Line Adjustment And
Easements dated March 24, 2006, of record in the aforesaid Clerk's Office as Instrument No.

5. Carpers Valley and the County hereby vacate a portion of that certain drainage
easement located within the boundaries of the Coverstone Drive Dedication Parcel,

RE: Armory Access Road
Dear Mr. Mislowski:
I have recently been provided with a copy of the Subdivision Design Plan for the Armory access road
in the Governors Hill development. There are a number of concerns that need to be addressed before
we can move forward with this proposed public road project.
1. We have not received any VDOT comment for the file.
2. We have not received right-of-way plats.
3. We have not received full bonding for this proposed state road.
4. The project does not appear to include sidewalks, although they are checked off on the
subdivision design plan checklist. Since this roadway will create a link between a heavily
residential area and an area of potential employment for the residents, a sidewalk should be
included. This will also be more in keeping with the road system of the rest of the Governors
Hill development.
5. Currently, curb and gutter is only included up to the property line. It would be more
appropriate to continue this curb and gutter to the intersection with Arbor Court.

Subject: Governors Hill - Phase II, Signs and Markings
VDOT has re-evaluated the Signs and Markings plans for the subject roadway project based on
a field review of the constructed roadway, now open to traffic. The following comments for
Governors Hill Phase II are based on the plans dated March 2006 designed by PHR&A and on
the field review May 1, 2007 with the participation of the VDOT Staunton District staff:
1. Remove all stop bars and stop signs (except those controlling entrances onto the
roadway). This applies to the three STOP bars and STOP signs in turn lanes on
Coverstone Drive.
2. We recommend adding one sign assembly of W1-1L (Turn) 36"x36"and W13-1
(10mph Advisory) 18"x18" at Prince Frederick Drive Sta. 12+00 RT.
3. We recommend removing the "YIELD" sign at the intersection of Prince Frederick
Drive and Coverstone Drive and replace with a 36" minimum R1-2 (YIELD) sign at
Prince Frederick Drive Sta. 14+50 RT.
4. We recommend adding a W1-61- (One Direction Large Arrow) 48"x24" at
Coverstone Drive Sta. 83+30 +/- LT, so traffic on southbound Prince Frederick
Drive will know to turn left.
5. We recommend adding two sign assemblies of W1-iR (Turn) 36"x36" and W13-1
(10mph Advisory) 18"x18" at Coverstone Drive Sta. 80+50 for the westbound
lanes. One sign will be on the right side of the road and the other will be in the
median.
6. We recommend adding a TYPE III Barricade with a W1-6R (One Direction Large
Arrow) 48"x24" at Coverstone Drive Sta. 83+75 +/- in the westbound lane, so
traffic will know to turn right onto Prince Frederick Drive. Please ensure the
striping on the barricade is appropriately positioned to direct traffic to the right.
7. We recommend adding two sign assemblies that read "ROAD ENDS 400 FT"

48"x48" and "'ALL TRAFFIC MUST TURN RIGHT" 42"x 30"at Coverstone Drive Sta.
79+00 for the westbound lanes. One sign assembly will be on the right side of the
road and the other will be in the median. See attached detail for sign layout.
8. We recommend adding signs R4-7 (Keep Right) 24"x30" with a R6-1R or R6-11-
(One Way) 36"x12" as appropriate at the nose of each median and R6-11- (One
Way) 36"x12" on the north side of Coverstone Drive at each entrance.
9. We recommend adding two signs R5-1 (Do Not Enter) 36"x36"at Coverstone Drive
Sta. 82+00 +/- RT. One in the median and the other on the right side of the road.
10. We recommend the designers determine the need for a handicap ramp on the
northwest corner of the Prince Frederick Drive and Coverstone Drive intersection.
11. Verify that all the handicap ramps are positioned within the entrance and
intersections locations so as to comply with ADA standards and requirements.
It is not necessary to resubmit revised plans to reflect these comments. After review and
discussion with the developer, please provide a letter response which indicates agreement or
disagreement with each of the above recommendations, along with any proposed changes to
the CG-12 handicap ramps. Our inspectors (under Greg Hoffman 540-535-1824) will then

VDOT has re-evaluated the Signs and Markings plans for the subject roadway project based on
a field review of the constructed roadway, now open to traffic. The following comments for
Governors Hill Phase II are based on the plans dated March 2006 designed by PHR&A and on
the field review May 1, 2007 with the participation of the VDOT Staunton District staff:
1. Remove all stop bars and stop signs (except those controlling entrances onto the
roadway). This applies to the three STOP bars and STOP signs in turn lanes on
Coverstone Drive.
2. We recommend adding one sign assembly of W1-11- (Turn) 36"x36"and W13-1
(10mph Advisory) 18"x18" at Prince Frederick Drive Sta. 12+00 RT.
3. We recommend removing the "YIELD" sign at the intersection of Prince Frederick
Drive and Coverstone Drive and replace with a 36" minimum RI-2 (YIELD) sign at
Prince Frederick Drive Sta. 14+50 RT.
4. We recommend adding a WI-6L (One Direction Large Arrow) 48"x24" at
Coverstone Drive Sta. 83+30 +/- LT, so traffic on southbound Prince Frederick
Drive will know to turn left.
5. We recommend adding two sign assemblies of W1-1R (Turn) 36"x36" and W13-1
(10mph Advisory) 18"x18" at Coverstone Drive Sta. 80+50 for the westbound
lanes. One sign will be on the right side of the road and the other will be in the
median.
6. We recommend adding a TYPE III Barricade with a W1-6R (One Direction Large
Arrow) 48"x24" at Coverstone Drive Sta. 83+75 +/- in the westbound lane, so
traffic will know to turn right onto Prince Frederick Drive. Please ensure the
striping on the barricade is appropriately positioned to direct traffic to the right.
7. We recommend adding two sign assemblies that read ""ROAD ENDS 400 FT"
48"x48" and 'BALL TRAFFIC MUST TURN RIGHT" 42"x 30"at Coverstone Drive Sta.
79+00 for the westbound lanes. One sign assembly will be on the right side of the
road and the other will be in the median. See attached detail for sign layout.
8. We recommend adding signs R4-7 (Keep Right) 24"x30" with a R6-1R or R6-1L
(One Way) 36"x12" as appropriate at the nose of each median and R6-1L (One
Way) 36"x12" on the north side of Coverstone Drive at each entrance.
9. We recommend adding two signs R5-1 (Do Not Enter) 36"x36"at Coverstone Drive
Sta. 82+00 +/- RT. One in the median and the other on the right side of the road.
10. We recommend the designers determine the need for a handicap ramp on the
northwest corner of the Prince Frederick Drive and Coverstone Drive intersection.
11. Verify that all the handicap ramps are positioned within the entrance and

intersections locations so as to comply with ADA standards and requirements.
It is not necessary to resubmit revised plans to reflect these comments. After review and
discussion with the developer, please provide a letter response which indicates agreement or
disagreement with each of the above recommendations, along with any proposed changes to
the CG-12 handicap ramps. Our inspectors (under Greg Hoffman 540-535-1824) will then
arrange to meet with the developer/contractor to implement the agreed upon changes. If
there are any questions, please call me or Mr. Stephen Baluch in our Winchester office at 540-
535-1829.

Upon review of the subject plan, we offer the following comments:
1. In reviewing the stormwater report, the following shall be addressed or clarified:
a. Provide hydrographs on the plan for our review;
b. Label the post -developed sub watersheds on sheet 36 of 59;
C. Provide a pre -and post- developed analysis of study point `B". Provide a
summary chart of the pre- and post -developed flows for all study points. Verify
the capacity of the downstream channels located below each outfall study point to
ensure flooding or erosion will not occur from the post -developed run off from the
site;
d. Clarify your analysis for Stormwater Management pond 2. You have included a
study point `B" and study point "A" in your calculation. However, these are two
separate watersheds that ultimately combine along Route 50. Therefore, it will be
necessary to ensure that downstream channels located below each study point are
adequate considering no stormwater management has been proposed upstream
from study point `B". Include the pre -and post -developed flow from the study
point in the analysis to ensure the downstream channels will be adequate to
accommodate the flows;
e. Verify the adequacy of area located below structure 28 and provide transitional
grading to the culverts located under Route 50. Provide the type, size, and
capacity of the culverts located under Route 50 downstream from structure 28;
f. Place a note on the plan which indicates that a geotechnical engineer shall certify
the construction of each stormwater pond to ensure proper construction. It will be
necessary to submit an as -built drawing as well as certification that the pond was
constructed in accordance with the approved plans.

g. Provide a recommended stormwater pond maintenance schedule for the proposed
ponds as well as the party that will be responsible for maintaining the ponds.
2. Provide construction road stabilization in accordance with VESCH 3.03 for the access
road entering the site located above the proposed construction entrance to ensure
sediment and mud will not be tracked onto Route 50.
3. Provide a grading plan and berm cross- section for each proposed sediment trap.
4. Because the proposed stormwater pond number 1 will not be constructed until phase 2,
the proposed check dam and super silt fence will be inadequate to accommodate the
proposed flow. Provide a sediment trap and appropriate design for the Erosion and
Sediment measure in accordance with VESCH Standard 3.13.
5. Provide details of the proposed stream crossings in accordance with the Frederick County
Erosion and Sediment ordinance, copies of all federal and state environmental permits
including, but not limited to, wetlands, stream crossing permits issued through the Army
Corps of Engineers, etc. shall be submitted prior to issuance of a land disturbance permit.
Once these comments have been addressed please submit one (1) set of plans for further
review.

attendance of the contractor, various County agencies and VDOT prior to initiation of
work.
. Materials used and method of construction shall apply to current observed VDOT Road &
Bridge Specifications applicable during construction of this development.
. Our review and comments are general in nature. Should conditions in the field exist
such that additional measures are warranted, such measures shall be completed to the
satisfaction of the Department prior to inclusion into the Secondary Road System.
. Attached is a copy of the minimum requirements and information needed prior to
acceptance of subdivision streets into the Secondary System. This is the responsibility of
the developer.
. All drainage is to be carried within the right-of-way in ditch lines or gutters along the
street to a pipe or drainage easement.
. The contractor shall notify VDOT when work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for inspections.
. The appropriate land use permits shall be obtained before any work is performed on the
State's right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
. If mailboxes are to be placed along the roadway fronting lots, a minimum of 4' shall be
between the edge of pavement and the front of mailbox as shown on the attached USPS
sketches and VDOT Standard RFD-1.
. Private entrances will be installed in accordance with VDOT Standard CG-11. This is the
developer's responsibility.
. Any entrances constructed from the referenced street(s) shall meet VDOT minimum
standards. This is the developer's responsibility.

Any signs to be installed will be in accordance with attachments and as shown on plans.
I suggest any utilities and/or storm'sewer placed within the proposed right-of-way be
backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility
of any pavement settlement.
A copy of any/all RECORDED PLATS of dedication to public use (the County of
Frederick) for drainage easements or additional right-of-way required for implementation
of this proposed project should be provided for VDOT review prior to issuance of any
land use permit.

Each year the U.S. Postal Service designates a Mailbox Improvement Week for customers served by rural delivery routes.
During that week, customers on rural routes are encouraged to examine and improve, where necessary, the appearance of
their mailboxes. The third fall week in May has been designated as Mailbox Improvement Week for this year.
The purpose of Mailbox Improvement Week is to call attention -to the need for providing mail receptacles which are
designed to protect the mail from the weather and are neat in appearance, conveniently located, and safe to use. Neat,
attractive mailboxes make a significant contribution to the appearance of the countryside and the streets in suburban areas.
Mailboxes that meet these four important requirements contribute to a more efficient delivery operation, and the result is
improved service to the entire route. There are two approved styles of boxes: (1) traditional design in three standard sizes
(see exhibit A), and (2) contemporary design (see exhibit B).
Mailboxes of the approved traditional or contemporary design are required whenever a mailbox is newly installed or an
unsuitable receptacle is replaced. Exception: Custom-built, rural -type mailboxes may be used if prior approval is given by
the postmaster.
Where.box re numbers aassigned, the box number must be shown on the side of the box visible to the approaching carrier,
or on the door where boxes are grouped. Customers are encouraged to group boxes whenever this is practicable, especially
at or near crossroads, at service turnouts, or at other places where a considerable number of boxes are located.
In areas where- snow removal is a problem, the use of a semi -arch or extended arm type of support is suggested (see
exhibit Q. This allows snowplows to sweep near or under boxes without damaging supports and provides easy access to
the boxes by carriers and customers.

If the use of street names and house numbers has been authorized, the house number must be shown on the mailbox. If the
mailbox is located on a street other than the one on which the customer resides, the customer's street name and house
number must be inscribed on the box.
The address must be visible from the direction of the carriers approach, however it is generally in the customer's best
interest to display the address on both sides of the box. Police, fire, and rescue personnel often depend on mailbox.

- Every other Agency besides the Dept. of Planning and Development needs to have the
"Request for Subdivision Comments" sheet attached to the corresponding submission
package.

SUBDIVISION PLAN
This Subdivision Plan application is incomplete if the items listed below are not present at the time of
submission. A complete application is necessary to begin processing the Subdivision Plan, and to place
it on the Planning Commission and the Board of Supervisors agendas. It is recommended that the
applicant meet with a representative from the Department of Planning and Development staff when
submitting applications in order to review the materials for completeness.

1. One set of approved comment sheets from the following agencies deemed
necessary by the Department of Planning and Development staff along with any
marked copies of the plan. Applicants should contact the Department of
Planning and Development to determine which review agencies are relevant to
their Subdivision Plan application.
