The rail is necessary due to the installation of the box culvert under the plant entrance. The contractor appears to have extended the rail beyond the Hershey property line and onto the Park Centre Drive right-of-way. Furthermore, the end sections used do not meet VDOT's standards and create a serious hazard if left uncorrected. Before we could accept Park Centre Drive into the State Secondary Road System, the portions of the rail on the street right-of-way will need to be removed and the present end sections removed and replaced with either a Standard GR-7 or a short section (approximately 15') of radial guardrail.
