the Shawnee magisterial district.
All requirements of the Frederick County Zoning and Subdivision Ordinance have been addressed

Dear Pete:
Thank you for providing Planning & Development with the opportunity to review the master
development plan (MDP) for the development referred to as Winchester One Logistics Park
Winchester. Please adequately address each of the comments listed below:
Preliminary Review Comments:
1. Application. A signed/notarized special limited power of attorney form is required
prior to master development plan (MDP) approval.
2. Cover Sheet. The following revisions should be made to Sheet 1:
• Reference Number: Add the application reference number, MDP #05-21.
• Environmental Features: Update the requirements for "steep slopes" to specify land
where the slope exceeds 50% (§ 165-101.02); update the "% Disturbance" to reflect
the allowance of no more than 25% of steep slopes, as defined, shall be disturbed
(§ 165-201.08(B)(6)).
Staff notes a proposed ordinance amendment to the definition for steep slopes is
under consideration by the Frederick County Board of Supervisors. The definition
may change the requirement to "land where the slope exceeds 35%. " Staff
anticipates this change to be approved by the end ofdanuary 2022.
Existing Zoning: Update to reflect REZ #01-21, which changed the zoning to the
MI (Light Industrial) and B2 (General Business) districts. Further specify the total
acreage for each zoning district.
• Dimensional Standards: Update the maximum height for each district to reflect the
requirements contained in § 165-601.02; specify the font, side, rear, floor area to lot
ratio and minimum landscaped area for each district.

• Notes: Add notes specifying all signage will conform to § 165-201.06; all lighting
will conform to § 165-201.07; and all landscaping will conform to § 165-203.01.
3. Overall Plan. The following revisions should be made to Sheet 2:
• Environmental Features: Depicted the required 35-foot (FT) wide riparian buffers
along any stream features on the property (§165-101.02 & §165-201.08(B)(5)).
• Shared Use Trail: The location of the proposed "10' Shared Use Trail" does not
conform to the approved generalized development plan (GDP) included with the
proffer statement. Proffer 3.1 specifies the trail shall be "generally along the
south/east side of Coverstone Drive."
• Public Road Cross Sections: Sidewalks are required (except where trail sections
are provided) along both sides of public collector and arterial streets (§144-18(2)).
Update the included cross sections.
4. Master Plan. Proffered off -site roadway improvements (for example Proffer 2.6)
should be depicted (at least at the concept level) on Sheet 3.
5. Agency Approvals. Continent sheets (approvals) are required from the following
agencies: Building Inspections, the Fire Marshall, Public Works (County Engineer),
Geographic Information Systems (GIS), Frederick Water, Airport Authority, and the
Virginia Department of Transportation (VDOT).
After you have revised the MDP, please resubmit (electronic submission preferred) so that
Staff may verify the information contained on the plan addresses the above continents. Once
all Planning & Development continents are addressed you will need to submit five (5) full size
hard copies, all request review agency comment letters, and a digital (.pdf) of the Master
Development Plan is also required. Once this information is received, the MDP will be deemed
"administratively approvable" and signed by the Director of Planning and County
Administrator. Please do not hesitate to contact me with questions regarding this letter.
