Planning and Zoning - This is a proposal for an office and mixed use industrial park, consisting of 73,752 square feet of office space and 157,200 square feet of industrial space on 27.87 acres. An additional 3 + acres exists in 3 out parcels zoned B-2. The 27.87 acres is zoned in part B-2 (Business General) and B-3 (Industrial Transition). The B-2 zone would permit various business and retail uses, motor vehicle sales and accessory services, office buildings, institutional uses, public utilities, and commercial outdoor recreation. The B-3 zone permits wholesale businesses, storage warehouses, motor vehicle sales and related services, laboratories, laundries, printing offices, veterinary hospitals, outdoor theaters, construction material supply business, office buildings, and commercial outdoor recreation. The plan meets the requirements of MDP regulations. The following should be addressed on the final MDP: 1. The amount of acreage in each of the two zoning districts should be stated on the plan. 2. Application states there will be phasing; phases should be shown on the plan. 3. Internal drives should give access to out parcels as opposed to individual entrances onto Route 522. 4. If stormwater management facilities are intended they should be shown on the plan. 5. Comments from review agencies should be addressed. We offer the following comments: 1. There appears to be some discrepancy within your property boundary as shown and the highway right -of -tray. Please review and verify your survey. Attached for your inforr.�Iation is a B-W Print of Route 522 plans showing existing right-of-way. 2. The combination of traffic volLune on Route 522 and trips generated from proposed develor-rent will require upgrading Route 522 to provide a left turn storage lane with taper at the north entrance and a right turn lane and tarter for the south entrance. This lane should be extended between the two (2) entrances providing right turn storage for the north entrance. See attached sketch for suggested design details. 3. South entrance will need to be upgraded to meet commercial entrance standards. 4. Cut slope between entrances will need to be graded to provide adequate sight distance. 5. Curb and gutter will need to be constructed along property frontage and radii at entrances. All existing private entrances will be closed with the exception of the entrance to Mr. Triplett's property. 6. Pavement design, drainage design and computations are to be submitted for review and comments. 7. Again, I would like to point out because of the proposed design this development will not be eligible for inclusion into the State's Secondary Road System. Please revise and resubmit four (4) copies of the plans for my review. Senior n 0 CITY OF WINCHESTER, VIRGINIA Rouss City Hall 15 North Cameron Street Winchester, VA 22601 703-667-1815 MEMORANDUM TO: Kris Tierney; Deputy Planning Director, Frederick County FROM: Timothy Youmans; Planning Director, City of Winchester RE: Master Plan CaYmients: Winchester Office Park DATE: February 6, 1989 At your request we have reviewed the preliminary master plan dated January 27, 1989 (no revisions) for the above referenced development and offer the following comments and concerns: The development layout does not seem to take into account the topography of the site especially in the rear area where large structures requiring fairly level service drives and loading areas are proposed. Proposed grades and erosion control should be carefully reviewed. The plan does not not account for stormwater runoff yet which will be a major concern especially given the extent of impervious coverage and the "downstream" impact on the airport property. Will calculations be available for review? Needs for right-of-way dedication to acccmmxxlate acceleration and deceleration lanes along the east side of Route 522 should be assessed. The access drive serving the parking area in front of the 2,992 square foot building may create circulation problems and should be situated further away from the intersection of the main service drive and Route 522. Screening should be within the islands separating the office area from the potential warehouse drives and loading areas. This is especially true behind the 15,000 square foot building. Note that even a short truck pulled up to the southwesterly end of this building would probably obstruct the service drive. Many loading areas in between the larger structures are too narrow to allow large trailers to back up to the buildings without blocking access drives. Improvements may be needed to the south access drive near the intersection with Route 522. Is there an existing easement to allow for the encroachment onto the next property to the south? Is there any need to accommodate future extension of the existing right-of-way along the southerly property line? We hope this input is helpful in developing detailed plans for this development.
