Dear Mr. Armstrong:
This letter is to confirm the Frederick County Planning Commission's action at
their meeting of May 18, 1988:
Approval of Final Master Development Plan #003-87 of Winchester -Frederick County
Industrial Development Corporation, zoned M-1, 11 lots (80.256 acres), for
industrial development. This property is located at the intersection of Virginia
State Routes 37 and 651, in the Back Creek Magisterial District. This plan is
approved with the understanding that an additional 25' right-of-way will
designated on the east side of Route 651 in the event that the road would need to
be upgraded in the future.

No objection to general concept of Master Plan, however, we reserve further comments until the
receipt and examination of detail plans and anticipated traffic generation figures. Should
developer desire the street system to be taken into the Virginia Department of Transportation
secondary system, detailed plans in accordance with both the Virginia Department of Transportation
and Frederick County Subdivision Ordinance will be required.
Prior to initiating any construction within the development, a Virginia Department of Transportation
land use permit for a secondary road connection on to Route 651 will be required.

REVIEW EVALUATIONS:
Transportation Department - No objection to the master development plan. We
will need a complete set of plans for our review and comments when they are
developed.
Sanitation Authority - This development is served by the City. Line sizing
is in accordance with County regulations. Although fire hydrants are shown
on the plan, only when specific site plans are reviewed can hydrant locations
be considered.
City of Winchester - The IDC site plan for 85+ acres located on the south
side of Route 37 can be served by City water and sewer as indicated on the
site plan with a revised date of May 3, 1987. The main extension shown will
require an amended agreement which can be handled administratively since the
Council's approval was made on June 12, 1985, and Frederick County approved
the extensions by execution of an agreement dated May 9, 1984.
Stephens City Fire Company - Shall comply with Chapter 10 of the Frederick
County Code as a minimum. As the parcels are developed, there may be
additional requirements.
Planning and Zoning - No objection. The proposed 11 lot industrial
development is drawn in accord with all applicable Master Plan standards.
This site is divided by Route 651 with a major portion of the site located
along the south side of Route 651 and Route 37. Access is provided by 60
foot rights -of -ways for VDOT roads. Storm water detention is provided along
the southern property line, at the rail line. This Final Plan is drawn in
accord with the approved Preliminary Master Development Plan.
