Frederick County administratively approved the above -referenced revised Master Development Plan on
February 23, 2009. This revised Master Development Plan is approved for the potential development of
359.97 acres in the R4 (Residential Planned Community) Zoning District within the Shawnee Magisterial
District. This Master Development Plan revision reflects Rezoning #11-08, which revised the proffers for
the Willow Run development, as well as other minor revisions to the actual MDP.
Attached are two copies of the approved Final Master Development Plan. If you have any questions
regarding the approval of this master plan or requirements needed for submission of your Final Master

Please revise General Note #25 to read as follows (changes in red):
25. Within 60 days of acceptance by VDOT of the realigned Merriman Lane VDOT shall
initiate the abandonment of the existing right-of-ways as follows: approximately 0.568 acres
of the former Orchard Lane right-of-way on the South side of Jubal Early Drive, and
approximately 2.257 acres of the former Merrimans Lane right-of-way on the North side of
Jubal Early Drive.
• Also, on General Notg26 "and" should be replaced with OCII y" after the word approve.

Dear Evan:
Thank you for providing me with the opportunity to review the revised master development plan for
the proposed development referred to as Willow Run. Staff s review comments are listed below.
1. Revisions Sheet. The revisions sheet only references the removal of the streets. It should be
revised to also indicate the changes in environmental features/open space.
2. Sidewalks. There are sidewalks and ramps added to some roads on sheets 7-10 that were not
shown on the original MDP. Since the road details on sheet 6 show the sidewalks, the
sidewalks added to sheets 7-10 should be removed so the sheets match the original.
3. Topography. The topography on sheets 7-11 is very dark and should be lightened to match
what was on the original MDP.
In order to continue the review of this Master Development Plan, you will need to submit all review
agency comments and review fee in the amount of $2,000.00 (base fee) to this department. Review
comments are required from the following agencies: Frederick County Department of Public Works,
Frederick County Department of G.I.S., and the Virginia Department of Transportation. Please do
not hesitate to contact me with questions regarding this letter.

Greenway Engineering has prepared revisions to the referenced Master Development
Plan (MDP) to reflect the information that we discussed during our September 7, 2007
meeting, as well as information discussed during the September 25, 2007 VDOT Project
meeting. Please note the following information associated with these revisions. -
Sheet 1 — Coversheet
The Sheet Index Block has been revised to include a new Sheet I Revisions Sheet.
Sheet I — Revisions Sheet
A new revisions sheet has been incorporated into the plan set as requested by the
Frederick County Planning Department, which includes the most current MDP revisions.
Sheet 2 — Master Development Plan
The colored MDP has been revised to reflect the elimination of Tunworth Street and
Colemore Street and to reflect the extension of Blackfield Street, the reduction of
Drayton Circle and the realignment of the two-way private alleys. Additionally, the
proposed stormwater management pond has been reconfigured to create the necessary
separation between this feature and Jubal Early Drive as requested by VDOT.
The Land Use Table has been revised to provide updated area calculations for the single-
family detached, open space, water features, public right-of-way, and private alleys,
which were modified as a result of the revised street system.

The Open Space Table has been revised to provide updated area calculations to provide
updated area and percentage calculations for open space within and outside of
environmental features.
Sheet 4 — Environmental Features Plan
The proposed stormwater management pond has been reconfigured to create the
necessary separation between this feature and Jubal Early Drive as requested by VDOT.
The Proposed Environmental Features Table has been modified to provide an updated
area calculation to reflect the reconfigured stormwater management pond.
Sheet 5 — Road Network Plan
The colored Road Network Plan has been revised to reflect the elimination of Tunworth
Street and Colemore Street and to reflect the extension of Blackfield Street, the reduction
of Drayton Circle and the realignment of the two-way private alleys.
The projected average daily traffic volume for Blackfield Street has been calculated,
which demonstrates a 0-400 ADT classification level.
The Street Modifications Table has been modified to eliminate Tunworth Street and
Colemore Street.
Sheet 7; Sheet 8 & Sheet 10 — Development Plan
The Development Plan sheets have been revised to reflect the modifications to the street
system and the reconfiguration of the proposed stormwater management pond.

Response: The revision sheet has been revised to include the changes in environmental features/open space.
Another revision has been added to include the addition of notes to the cover sheet that VDOT had requested.
Comment 2: Sidewalks. There are sidewalks and ramps added to some roads on sheets 7-10 that were not
shown on the original MDP. Since the road details on sheet 6 show the sidewalks, the sidewalks added to
sheets 7-10 should be removed so the sheets match the original.
Response: The sidewalks have been removed from sheets 7-10.
Comment 3: Topography. The topography on sheets 7-11 is very dark and should be lightened to match
what was on the original MDP. .
