Our comments may be found on the enclosed plans marked in red and as follows: SUBDIVISION 1. Intersection sight distances will need to be shown on all profiles. 2. A Type III Barricade will need to be provided at the north end of Branch Court. 3. All intersection designs (standard CG-11) should be clearly labeled. 4. A note indicating all private entrance gutters are to be installed in conjunction with the placement of curb & gutter will need to be added to the plan. 5. Entrance gutters will need to be provided to all open spaces. 6. Standard CG-12 handicap ramps will need to be added and/or adjusted at the locations noted. 7. All storm sewer should be Type III R.C.P. and flared end sections (standard ES-1) added to all pipe ends. 8. A curb drop inlet will need to be added in front of Lot No. 70 on Twig Court to reduce the length of Structure No. 13 and to provide intermediate interception of the gutter flow. 9. The existing storm sewer on Lot No. 13 should be tied by storm pipe to either Structure No. 22 or No. 23. 10. All drainage easements will need to be clearly identified. Additionally the drainage easements and use of open space for drainage will need to be shown on the subdivision plat Sheet 2 of 14. The easement for the temporary cul-de-sac for Barkwood Drive should be shown to be vacated on the plat. 11. A standard UD-4 underdrain system should be shown under the curb & gutter on the typical road sections. Site specific conditions will dictate as to the need and limits of the underdrain system. Due to the complexity of the roadway reconstruction, cross sections will need to be provided as well as a plan of action on the sequence of reconstruction of the roadway with a detailed traffic control layout provided. 2. The typical section shown is vague. Individual sections will need to be provided for the proposed varying widths. Additionally typical sections will need to match those conditions shown on the plan views. 3. No asphalt prime application will be necessary since base asphalt is included in the pavement design. 4. All pavement designs noted will need to be consistent. 5. Profiles for all existing private entrances affected by construction will need to be provided. Also proposed sight distance will need to be shown on the plan at each entrance. Additionally, we noticed some entrances are to receive a plant mix surface while others receive surface treatment. Why is there a difference in the proposed surfaces? 6. The proposed shoulder reconstruction along the west side should be extended from the northern property line. to the improvements at Driftwood Drive to the north (Section 1). Additionally I am providing copies of letters from both your office and . Mr. Jim Petry of the Jeni Company concerning the resolution of earlier drainage and safety concerns adjacent to the Driftwood Drive access to Phase I. As previously agreed to, the Woodside Section H plans will need to address these concerns which may affect the aforementioned shoulder improvements: 7. All property lines on the east side of the roadway will need to be clearly identified. Additionally, all grading easements and any other property agreements will need to be in hand prior to land use permit issuance. The dedication of right-of-way and acquisition of necessary easements and agreements will be the responsibility of the developer. 8. Curb & gutter will need to be provided along the proposed right � ,x;� lane. 9. All utilities affected will need to be relocated at the owner's expense and agreements for same between the owner and utility companies established. A note to this affect will need to the added to the plan. Details of how and where the existing water main is to be relocated will need to be provided. Additionally, easements will need to be provided for the service utilities, i.e. power and telephone. 10. There were no calculations provided to support the capacity of the existing culverts under Route 641. On the surface, these culverts appear to be undersized. I am sure you will agree it makes no sense to reconstruct the roadway without upgrading the culverts if needed. Calculations will need to be provided to determine culvert needs. 11. The detention pond embankment and spillway shown on Sheet 8 of 14 will need to be shifted west, out of the right-of-way. The traffic generation data you have provided is insufficient and does not include possible impacts from the adjacent Racey Property. Furthermore, no traffic figures were provided for Route 641. More detailed information will need to be provided to determine appropriate pavement widths and designs. Your data will also need to include what sub -surface conditions (CBR) factor you are using. Regardless, the typical pavement sections will 'need to be revised to include a minimum of 8" of Type 21-B aggregate. Additionally, the proposed pavement design of Barkwood Drive should match that of the existing section: 8" Type 21-B aggregate and 2" Type SM-2A asphalt concrete. 2. Other miscellaneous comments as marked will need to be addressed. Please revise and resubmit five copies along with our Standard Subdivision Checklist and the aforementioned traffic generation data for further review. Should any changes be deemed necessary, please design them to meet or, exceed the above recommendations. County Engineer: The preliminary master plan as dated July 12, 1996 is approved as submitted. The stormwater management pond located immediately downstream of Twig Court should be designed to accommodate the additional storm flows from Woodside I that was not addressed in the original stormwater plan. Planning and Zoning: Project History Rezoning Application #006-95 for Woodside II Estates was presented to the Planning Commission on December 6, 1995. The Planning Commission recommended denial of this application due concerns related to the existing condition of Double Church Road (Route 641). The Board of Supervisors considered the rezoning application on February 13, 1996. The Board tabled this application because the applicant had not received all information from VDOT necessary to address the concerns expressed by the Planning Commission. The Board considered this application again on June 12, 1996 and approved the rezoning application with proffers. Project Scope The applicant proposes to develop 80 single-family detached cluster residential lots on 31.57 acres. This creates an overall gross density of 2.53 dwelling units per acre. This density is consistent with statements made in the Land Use Section of the Comprehensive Plan, and is less than the permitted gross density for parcels that are between 10 and 100 acres in size. Single-family detached cluster residential developments are required to provide open space; however, recreational amenities are not required. The Zoning Ordinance permits individual lots to be less than 10,000 square feet, provided that the land that is removed from the lots is added to the required common open space. The master development plan • Woodside II MDP #007-96 Page 3 December 4, 1996 calls for an additional .03 acres or 1,300 square feet of land to be placed in common open space; therefore, the majority of the lots will be 10,000 square feet in size. Issues 1) Road Efficiency Buffer Double Church Road (Route 641) is identified as a major collector road on the VDOT Functional Classification Map in the Comprehensive Plan. The Zoning Ordinance requires all residential structures to be separated from major collector roads through the provision of a road efficiency buffer. The proposed master plan needs to include the type of buffer that will be utilized to meet this requirement, as well as provide the location and type of plantings that will be utilized. The open space areas in front of Twig Court and Pine Cone Court will not allow for the development of this buffer. The area in front of , Twig Court becomes more complicated, as a proposed storm water management facility will be constructed. Care should be taken regarding the allowance of buffer areas within building lots. This creates a situation in which future property owners are limited in the use of their property. 2) Street Layout The master development plan proposes to provide a street connection to the Racey tract. Currently, a portion of this tract is within the Urban Development Area, and the entire tract is within the Double Church Road Agricultural and Forestal District. Staff believes that it is good planning to provide for a future connection at this time. This will provide for the continuation of the street onto the adjoining property should the owner, or a future property owner receive future approval for development. STAFF RECOMMENDATION FOR 11-20-96 PLANNING COMMISSION MEETING: Approval, provided that the applicant addresses all review agency and staff comments, as well as all concerns of the Planning Commission and Board of Supervisors. 0 . 0 Woodside II MDP #007-96 Page 4 December 4, 1996 PLANNING COMMISSION SUMMARY & ACTION OF 11-20-96: The Planning Commission expressed concern regarding the impact to adjoining property owners during the construction process associated with the development of Woodside Estates I. Commission members were assured by the applicant that the impacts to the Wymer residence, which were created as a result of the Route 641 road improvements and blasting during excavation of Woodside I, were being taken care of. The applicant stated that the excavation company will repair the damage to the Wymer's basement floor and wall, which will be paid for by the excavation company's liability insurance, and relocation of the Wymer's driveway and reconditioning of the entrance has been included as part of the construction drawings. Commission members felt that the applicant's work with VDOT on the relocation and improvements to Double Church Road (Rt. 641) would benefit the development of the project. Commissioners felt their concerns regarding the adequacy of the road efficiency buffer, protection of the adjacent Agricultural and Forestal district, and maintenance of the open space and stormwater management ponds were sufficiently addressed. Two adjoining property owners addressed the Commission --Mrs. Loretta Wymer and Mr. John Stelzl. Mr. Stelzl was concerned about protection of the Agricultural and Forestal district. The Commission felt that the features proposed by the applicant, such as the open space along the roadway and the roadway effort worked out with VDOT, and the way in which the developers have worked with the neighbors to address their concerns, would result in a quality development. Commission members felt they could support the master plan on this basis and recommended approval by majority vote. (Mr. Ours voted against the motion. Mr. Romine and Mr. Thomas were absent.) Page 17 ft 0 0 IZ/(V /95 PC Rezoning Application #006-95 of Woodside Estates to rezone 36.4589 acres from RA (Rural Area) to RP (Residential Performance) for 81 single family homes. This property is located on the west side of Double Church Road (Rt. 641) and south of the intersection with Fairfax Pike (Rt. 277) and is identified with PIN 86-A-21 in the Opequon District. Action - Denial Recommended Mr. Tierney said that staff was recommending approval of the rezoning, contingent on satisfying comments from VDOT on the Traffic Impact Analysis. Mr. Charles W. Maddox, Jr., with G.W. Clifford & Associates, the design engineers for this project, came forward to present the rezoning proposal to the Commission. Mr. Sager asked if any improvements were planned for Double Church Road and Mr. Maddox replied that none were planned. Members of the Commission noted that traffic on Double Church Road (Rt.641) would increase by 50% with Woodside Estates I and II. They felt that 5,000 to 6,000 t.p.d. was unsafe for Rt. 641, especially because of the line of site problems, the curves, dips, and ditches. Members of the Commission also expressed safety concerns over the two driveways that were proposed to access Route 641 at this location and felt it was very dangerous in light of the traffic and unsafe road conditions. Chairman DeHaven called for citizen comments and the following persons came forward to speak: Mr. Linwood Ritter, the owner of Lot 21B, which was surrounded by the parcel to be rezoned, was concerned about the protection of his property from future residential lots. Mr. Ritter suggested that pine trees be used to buffer his property. Mr. Charles Carbary, owner of Lot 22, which was also surrounded by the parcel to be rezoned, said that he was experiencing a sewer problem and was interested in hooking onto the waterline of the proposed development. Mr. Carbary felt that Route 641 needed major restructuring to remove dips and S-curves in order to make the road safe. Mr. Bill Tisinger, one of the owners/applicants, stated that they would work with Mr. Ritter to provide some type of buffer and also would make arrangements to hook the two interior lots to sewer. Mr. Tisinger said that they would also he willing to eliminate the driveways from the two lots fronting on Route 641. Mr. Lawrence Fagg, a local resident, felt the property should not be rezoned 4112 7 because only a portion of the property was located within the Urban Development Area. Mr. Fagg felt that proposed impacts to traffic, county services, and the environment had not yet been identified and addressed. Mr. John Stelzl, adjoining property owner, was concerned about traffic impacts on Route 277/641. He -also felt that some type of buffering/screening was needed along the border of the Urban Development Area, so that adjoining uses would be protected from noise, dust, four - wheelers etc. Mrs. Loretta Wymer, adjoining property owner, felt the existing traffic situation was dangerous and she was concerned for the safety of her children getting on and off the school bus. Mrs. Wymer said that she also had concerns about blasting. She said that since the start of construction of the 66 homes in the adjoining development, they have experienced cracks in her basement and water seepage. Mr. Herbert M. Painter, adjoining property owner, presented photographs of existing water problems in this area. Mr. Painter was concerned about increased run-off with more asphalt. He also had concerns about increasing traffic problems on Route 641/277 and overcrowding of schools. Mr. Painter also felt the road needed major restructuring for safety purposes. Members of the Planning Commission concluded that Route 641 was overloaded and unsafe at the present time and would not be able to handle additional traffic without major road improvements. They noted that the additional students at Sherando High School would also add to the traffic on Route 277. Members of the Commission anticipated a compatibility problem with the proposed residential subdivision bordering an active Agricultural and Forestal District. They were also opposed to driveways accessing Route 641 from the two lots at the west end of the proposed development. The Commission recognized the fact that this was a reputable developer, but felt that the overriding infrastructure issue was a major concern. The Commissioners had no major concerns with the plan and Chairman DeHaven recommended that the Plan be advertised for public hearing on the next available date.
