Approval of Revised Final Master Development Plan #008-87 of Westside Station,
due to the use of the modified pipe stem lots, for single-family detached cluster
lots. This property is located south of Route 50 West, east of Route 37, and
north of Wayland Drive, in the Back Creek Magisterial District.

Subject: Master Development Plan Zoning Ordinance Amendments
Discussion
The Ordinance Subcommittee and staff are proposing a revised
section of Master Development Plan requirements which are
intended to accomplish the following:
1. Districts Included - It is proposed that masterplan approval
be required in all urban districts including the business,
industrial, and RP districts. Masterplanning can be waived in
certain instances, including smaller lots in the business
districts.
2. Plan Procedures - Under the proposals, the approval process
will be more involved in the early stages and quicker towards the
end. A pre -application conference with the Commission will be
required in some cases and recommended in most cases. Review by
a design review committee can be required. At the other end of
the process, final master plans will be reviewed by the staff and
will not be required to come to the Commission. The Subcommittee
intends to use the pre -application conference to provide early
discussions and to use a design review committee to avoid getting
bogged down in design details.
3. Plan Requirements - The staff and subcommittee have carefully
examined and revised the plan requirements to insure that
necessary information is provided.
Additional changes have been made to implement the changes
discussed and the public hearing. The changes have been bolded.
These items have been advertised for adoption. The staff
recommends approval.

their meeting of July 6, 1988:
Denial of the Revised Final Master Development Plan #008-88 of Westside Station
to relocate the storm water detention basin, remove one cul-de-sac, and adjust
lot lines.
This property is located on the south side of Route 50 West, east of Route 37,
and north of Wayland Drive, in the Back Creek Magisterial District. This plan is
for 43 single-family traditional lots with VDOT streets, public sewer and water
utilities, required open space, and contains 16.246 acres, zoned RP.
If you have any questions regarding your master plan, please do not hesitate to

Dear Mr. Watkins:
The above referenced plans were revised to move the detention base from the
City into the County.
Since drainage from the streets within the County do not drain into the basin,
no agreement between the Department and the County will be required. However,
the County and City should enter into an agreement to provided maintenance of
the facility.
The plans do not indicate an emergency spillway which should be provided. A
suggested typical section of a required spillway is noted on the plans being
returned for the engineer's information.
Please advise the developer accordingly. If we can be of further assistance,
do not hesitate to call.

Planning and Zoning - No objection. All plans have been drawn in conformance
with zoning and master plan regulations. The revisions are minor and do not
constitute a major planning change. The number of lots remains the same.
One road is eliminated and the detention basin is relocated. The plans have
been revised to remove the "flag" lots.
STAFF RECOMMENDATIONS: Approval.
