Comments for Westbury Commons Master Development Plan Property Identification Number (PIN) 53-4-3-E & F Dear Evan: Thank you for providing me with the opportunity to review the preliminary master development plan for the proposed development referred to as Westbury Commons, submitted to staff on May 6, 1004. Staff s review comments are listed below for your consideration. 1. Proposed Use. On the cover sheet under proposed, include that this is an age -restricted development. 2. Location Map. The scale of the location map needs to be revised to 1"=2000'. 3. Surveyed Boundaries. The surveyed boundaries of the parcel need to be shown. 4. Buffer Details. The zoning ordinance requires ten trees per linear feet. The details on sheet 2 show two trees per linear foot (one full and two half trees). Revise these details to show three entire trees within the ten foot space. 5. Westbury Place. Clarify that the loop is one-way. 6. Community Center. On Sheet 2, label the area where the community center will be located and show how it will be accessed. 7. Road Detail. Provide a detail for the private road. 8. Trail Easements. Label the areas where the pedestrian access easements will be required for the trail areas that connect with driveways. 9. Adjoining Uses. Provide the use of the Unger Property. 10. General Notes. The review fee for this application will be $2,313 ($2,000 base + $313 @$100 per acre). Once this information is received, and all review comments addressed, staff will schedule the application for review by the Planning Commission. Review comments are required from the following agencies: Frederick County Fire Marshal, Frederick County Department of Building Inspections, Frederick County Department of Public Works, Frederick COU770� Department of G.I S, Frederick County Sanitation Authority, and the Virginia Department of Transportation. The City has no comments concerning the Master Development Plan revision as it pertains to development in Frederick County. The approval block for the City of Winchester's Director of Planning should be revised and note "Approval (As to Mater Development Plan Elements in Frederick County)". A more thorough review of the improvements within the City that are part of this project will be conducted during the City's site plan process. A site plan was submitted January 3, 2005, (SP-05-01) depicting the full Westminster Canterbury development project in the City showing the new buildings and parking areas. Please ensure a copy of this most recent site plan is forwarded to Frederick County for their review. This revised master development plan is approved for the construction of a new service road and two parking lots. This MDP revision has no change in the overall density from what has been previously approved. The new service drive connects the rear of the main buildings to Westminster Canterbury Drive and the new parking lots are intended to provide additional parking for the Westminster Canterbury main campus.
