Yes Estimated Date of Construction: 1876 ca Source of Date: Site Visit/Written Architectural Style: Other t� WUZIT: Single Dwelling Description: The Jacob Metz House is composed of a vernacular, two-story, five-bay,gable-roofed (standing -seam metal), frame (German -lap siding) I -house with a rear, 1 1/2-story, shed -roofed ell. The front portion was constructed first with the rear added later. According to land tax records, the first part of the house was constructed in 1876 by Jacob Metz. The front portion of the house is a center -passage plan and features two -over -two -sash windows, ramped pedimented window caps, two interior brick chimneys (one is in deteriorated condition), a raised coursed -rubble limestone foundation, gable -end returns,4-light attic windows in the gable ends, capped cornerboards, a plain friezeboard, a batten basement entry door on the northeast corner, and an enclosed basement window on the southeast corner. The house is fronted by a one-story, three -bay porch with chamfered columns, and sawn brackets, scrolls, and pendants. The balustrade, which shows evidence of once being painted red, is also sawn. The brackets are a leaf motif, a popular style in this area of Frederick County.The porch rests on brick piers with stone foundations. The front door has four decorative panels and is topped by a single transom. Evidence suggests the building once had shutters. The rear 1 1/2-story frame wing features a shed roof, two -over -two windows, a modern exterior -end concrete block.flue, a split-level stone foundation, and a side three -bay shed -roofed porch with chamfered columns. Condition: Good Threats to Resource: Development Additions/Alterations Description: The rear wing appears to have been added, maybe within 10 years of the front portion. Alterations to the front block include: missing shutters, two closed -in basement windows, a new window on the rear elevation that gives light to the pantry beneath the stair, and a new porch floor. The rear portion has had more changes than the front. These include: a modern exterior -end concrete block flue, having two doors on the north side closed in, and having an exterior staircase on the north side that leads to the basement of the front portion removed. Number of Stories: 2.0 Interior Plan Type: Central Passage, Single Pile Accessed? Yes Interior Description: The Jacob Metz house has a center -passage, single -pile plan with a rear 11/2-story wing. The entire house was inspected except for the attic. All. the rooms in the main block have orginal random -width pine flooring, plaster walls, and wooden baseboards. The wooden doors are all single -leaf with four panels and retain their original box locks. The window and door trim is the same throughout the house; 4" wide painted pine boards. The only exception is in the north parlor where the trim is a symmetrically molded with delicate bull's eye corner blocks. The two -run, open -string staircase is located along the south side of the passage wall and contains a large turned newel. post and turned balusters. The stair has a landing between the floors and then turns and continues to the second floor. On this second run of the stairs, the newel is very plain and the balusters are plain pickets. The south parlor is now used as a kitchen and contains the only mantel in the front portion of the house. The wooden mantel is composed of reeded Doric pilasters supporting a plain entablature and mantelshelf. The fireplace now accomodates a woodstove. To the left of the chimney is a built-in cabinet with batten doors. Even further to the left is a doorway to a room beneath the stairs that is now used as a pantry. This arrangement is highly unusual in an I -house and is the only instance the surveyor has seen in Frederick County. The kitchen also contains an exterior door and a door into the rear wing. The north parlor does not contain a mantle and has the more formal trim. The second floor follows the same plan as the first, with two bedrooms. It was constructed ca. 1876 by Jacob Metz, a farmer, who moved here from Pennsylvania. He acquired the property in 1867 from Daniel Magruder. Tax records show there was'a building on the property valued at $200 until 1877 when that .value increased by $1,800. The assessor may have made a mistake because the following year the value dropped to $1,000, a number it remained for the rest of the decade. According to the 1870 census, Jacob Metz was 43 years old at that time and his wife Ann was 41. They were both born in Pennsylvania, as were six of their seven children, who ranged in age from 1 to 17. According to the 1870 Agricultural Census, Metz farmed 200 of his 222 acres; the rest were woodland. The value of the farm was $11,000. In 1869, he owned 12 horses, 4 milk cows, 8 sheep, and 15 swine, and grew 750 bushels of wheat, 15 bushels of rye, 180 bushels of Indian corn, 60 bushels of oats, and 30 bushels of Irish potatoes. In addition, he grew $30 worth of orchard products and manufactured 50 pounds of butter. The 1880 Agricultural Census shows that Metz, then age 54, continued to farm. Living with him and his wife at that time were 6 children. Two of his sons, Daniel and Levi, were helping him farm. The value of the farm had dropped to $8,000. Metz reported that in 1879 he produced 12 tons of hay, 3 bushels of clover seed, 950 bushels of Indian corn, 1000 bushels of wheat, 20 bushels of Irish potatoes, and 50 bushels of apples. In addition, he owned 6 horses, 8-milk cows, 7 beef cows, 30 sheep, and 50 chickens. The house appears on the D. J. Lake & Co. Map of 1885 as the Jacob Me [r] tz house. In 1891, the property was subdivided, Jacob Metz giving 142 acres of �' his farm to his son, Daniel. Daniel Metz sells the farm in 1931 to Howell and Allen Bond. This was the same tract conveyed to him in 1891 minus 20 acres that he gave to his son, Daniel R. Metz, in 1928, The Bonds sold it in 1955 to H. W. Butler & Bros. Inc. In 1964, the Butlers sold it to Lenoir City Co., the current owners of record. Since that time, there have been tenants .(Ralph Vance and Ralph Vance, Jr.) living in the house. W. Clifford & Associates, dated May 17, 1993. City of Winchester: No comments. Planning & Zoning: During the May 19, 1993 Planning Commission meeting, the applicant informally presented a proposal for a Master Development Plan for Stonewall Industrial Park. This discussion involved a 54 acre tract of land zoned M-1 (Light Industrial) that adjoined the existing industrial park. During formal review by staff, it was discovered that the applicant owned an additional 87 acres of land zoned M-1 (Light Industrial) that was also contiguous to the existing industrial park. The Zoning Ordinance requires all contiguous land under the same ownership to be master planned simultaneously. Therefore, the applicant has resubmitted a Master Development Plan for Stonewall Industrial Park that comprises 141 acres. The revised plan proposes specific areas that will be used for new industrial sites. The applicant plans to provide an extension of Tyson Drive that will intersect with Welltown Road (Route 661), as well as an extension of water lines, sewer.lines, and rail spurs that will serve this area. The applicant has indicated a full screen buffer of 100 feet that will provide separation and landscaping along all existing residential properties. The applicant will also provide a regional storm water management system that will serve this area. Staff concerns regard the proposed extension of Tyson Drive and project phasing. The proposed extension of Tyson Drive appears to traverse the full buffer area. Although this plan is general in nature, it should be understood that this new entrance way needs to be built outside of this buffer area if at all possible. The County Engineer believes that it would be beneficial for storm water management if the proposed entrance was relocated slightly to the south. VDOT will ultimately have to approve this new entrance and roadway. The applicant also needs to provide a phasing plan for this proposed area to satisfy ordinance requirements. STAFF RECOMMENDATIONS FOR 6116/93 PC MTG.: Approval, provided that the applicant addresses all review agency comments, all staff comments, and all concerns and comments of the Planning Commission. 0 0 3 PLANNING COMMISSION SUMMARY Several adjoining property owners who were currently experiencing water problems were present and their primary concern was storm water management. Other concerns were the possibility of industrial runoff polluting neighboring wells, possible noise from 24-hour truck traffic, and pedestrian traffic between the residential and industrial properties. The applicant felt confident that this development would not contribute to the neighbors' existing water problems because of the regional stormwater management system that they were proposing for the site. The county's engineer was available and commented that the regional water management concept was a good one and may improve conditions because it would accommodate existing structures throughout the park that have had less than adequate designs or have failed due to lack of maintenance. Overall, the consensus of the Commission was that the regional stormwater facilities as proposed by the applicant was the best approach to handle site run-off and water problems experienced by adjoining residential property owners. There was also concern among some commissioners about having three entrances to the site in less than one mile and that the noise potential for residents across the Tyson Drive entrance on Route 661 may be high. PLANNING COMMISSION RECOMMENDATIONS OF 6/16/93: Unanimously recommend approval provided that the applicant address all review agency comments, all staff comments, and all concerns and comments of the Planning Commission. Stormwater management facilities have been indicated for each of these drainage areas. Our comments dated May 17, 1993 were based on a review of the southern drainage area. However, the intent of the comments can be applied to the entire development area. Basically, the design of the stormwater management facilities shall include all developed and undeveloped property within each drainage area. The pre -development conditions shall be based on the assumption that the entire drainage area is undeveloped. Runoff coefficients presented in our previous comments shall be adopted in the design analysis. We recommend that the design of the stormwater detention facility be based on a ratio of 75 percent total development and 25 percent open space. The existing soil conditions provide a "C" value of 0.2 when left in an undisturbed state. An average "C" value of 0.65 should be adopted for the existing development. This value should be viewed as a post -development value. A value of 0.2 should be assumed for pre -development. We are recommending that this existing development be included in the design of the regional stormwater management facility because of the condition of the existing detention ponds located on each isolated parcel.
