On behalf of the residents of Shenandoah Hills, located off
Route 7 in Frederick County, I am writing to you to ask that a
feasibility study for a traffic light be performed at the
intersection of Route 7 and Blossom Drive. Given the increased
traffic flow on Route 7, especially during rush hour times,
residents turning onto or crossing Route 7 from Blossom Drive are
concerned with their safety. With many near misses involving
residents in this area, we believe their safety will greatly
improve with a traffic light at this intersection.
Your assistance with this matter will be greatly appreciated
and should you have any questions, please do not hesitate to

for 82 single-family cluster lots, streets, and open space. This property is
located on Route 656 (Greenwood Road) and Route 7 in the Shawnee Magisterial
District.
Before any excavation or land disturbance is undertaken, a land disturbance
permit must be obtained and before construction, a building permit must be
obtained.

LOCATION: On Route 656 (Greenwood Road) and Route 7
MAGISTERIAL DISTRICT: Shawnee
ADJACENT LAND USE AND ZONING: Single-family residences and vacant land zoned RP
(Residential Performance).
PROPOSED USE AND IMPROVEMENTS: 80 single-family cluster lots, streets, and open
space.
REVIEW EVALUATIONS:
Highway Department - No objection to Preliminary Master Development Plan. A
complete set of subdivision plans must be submitted for our comments prior to
this street being constructed.
Sanitation Authority - Water and sewer facilities must be designed in
accordance with the Authority's design standards. Water line installed along
Route 656 must be 10' diameter pipe with minimum SDR-21 wall thickness.
Greenwood Fire Company - We need a road that goes from Route 656 thru Section
3 and joins with the old section. (My suggestion would be to extend the
existing portion of Cardinal Drive and the proposed part to Route 656 where
Hite's Circle is proposed.) Also, hydrants within 500' of all structures.
Inspections - No comment.
Planning and Zoning - Although the plan states that the lots are single-
family traditional, the proposed Preliminary Master Plan actually depicts
single-family cluster lots. Open space has been provided according to the RP
requirements. All environmental requirements have been met. Although four
lots are shown as substantailly or totally within areas depicted as steep
slopes, the requirement that no more than 25% of steep slopes be disturbed
has been met. No density bonus is proposed. No recreational facilities are
required.

PMDP of Shenandoah Hills, Section 3
Buffer areas (100' active and 50' inactive) need to be shown in relation to
both arterial Route 7 and collector Route 656. These buffers should be shown
on the Final Master Development Plan. The Highway Department, Sanitation
Authority, and Fire Code requirements will have to be met when subdivision
plans are submitted. The fire company's concern for a street connection with
the existing sections of Shenandoah Hills has been met.
STAFF RECOMMENDATION: Approval of the Preliminary Master Development Plan with
change of wording to "Single -Family Cluster" and addition of required buffers from
Greenwood Road and Route 7.
PLANNING COMMISSION RECOMMENDATIONS: Unanimous approval.

LOCATION: On Route 656 (Greenwood Road) and Route 7
MAGISTERIAL DISTRICT: Shawnee
ADJACENT LAND USE AND ZONING: Single—family residences and vacant land zoned RP
(Residential Performance).
PROPOSED USE AND IMPROVEMENTS: 82 single—family cluster lots, streets, and open
space.
ALL PRELIMINARY REVIEW COMMENTS HAVE BEEN INCORPORATED IN THE FINAL PLAN
REVIEW EVALUATIONS:
Highway Department — No objection to master development plan. A complete set
of subdivision plans must be submitted for our comments prior to this street
being constructed.
Sanitation Authority — Water and sewer facilities must be designed in
accordance with the Authority's design standards. Water line installed along
Route 656 must be 10' diameter pipe with minimum SDR-21 wall thickness.
Greenwood Fire Company — We need a road that goes from Route 656 thru Section
3 and joins with the old section. (My suggestion would be to extend the
existing portion of Cardinal Drive and the proposed part to Route 656 where
Hite's Circle is proposed.) Also, hydrants within 500' of all structures.
Inspections — No comment.
Planning and Zoning — The final master development plan has been revised to
incorporate the following changes:
--Removal of one subdivision street entrance on Route 656, Greenwood Road.
Pioneer's Road and Hite's Court have been re —aligned. No lots are proposed
to front along Route 656 or Route 7.

--Buffer areas have been included along Route 656, Greenwood Road, and Route
7. A 50' minimum area has been designated as open space along these major
roads. Screening is not required since the plan has been revised to
include the full buffer area.
--Lots have increased, as proposed, by only one lot. Open space has
increased slightly from 6.60 acres to 7.10 acres.
Overall, the revised plan reflects improved design changes that address all
review comments of the preliminary plan. Open space, environmental,
dimensional, and buffer area requirements are appropriate. There are no
density, bonus, or recreational facility requirements.

At a regular meeting of the Board of Supervisors of Frederick County,
Virginia, held this 26th day of October, 1988, it was duly moved and seconded
that the following resolution be adopted:
BE IT RESOLVED, That the Virginia Department of Transportation is hereby
requested to add the following roads to the Secondary System of Frederick
County pursuant to Section 33.1-229 of the Code of Virginia, 1950, as
amended:
Cardinal Drive, Shenandoah Hills, Section III, 0.08 mile from 0.04
mile east of Route 1210 to 422.70 feet or 0.08 mile east to the
cul-de-sac, as described in Deed Book 696, Page 66, dated July 10,
1987.
O'Brien's Circle, Shenandoah Hills, Section III, 0.24 mile from
the intersection of Cardinal Drive to 1,264.25 feet or 0.24 mile
south to the cul-de-sac, as described in Deed Book 696, Page 66,
dated July 10, 1987.
Hite's Road, Shenandoah Hills, Section III, 0.10 mile from the
intersection of O'Brien's Circle to 513.29 feet or 0.10 mile east
to the intersection of Pioneer's Road, as described in Deed Book

Virginia an unrestricted right-of-way of 50 feet as described in the above
deed book and referenced page numbers with necessary easements for cuts,
fills, and drainage.
