Box 601 Winchester, VA 22601 Re: Senseny Glen Subdivision Preliminary Master Plan 17555.087 Dear Mr. Tierney: MA. 3 i 1990 )P We have reviewed the Preliminary Master Plan for the subject subdivision that was submitted by G. W. Clifford and Associates, Inc. and offer the following comments: 1. Traffic volumes along Senseny Road between the town limits and Rte. 656 is forcing existing Senseny Road to operate at or near capacity. This issue is discussed in the "Preliminary Traffic Study" Eastern Winchester Area, 1990. The total number of additional trips generated by this development are 1752 average weekday vehicle trip ends with a PM peak of 166. The traffic study prepared by G. W. Clifford and Associates, Inc. did not address the impact of this additional traffic on the Rte. 656/Rte. 657 intersection or on Senseny Road in general. It is recommended, based upon the existing traffic conditions on Senseny Road, a Traffic Impact Study be prepared. This study should address the impact of traffic based upon the development of the Senseny Glen subdivision. This study should also address off -site transportation improvements required to mitigate forecasted traffic impacts associated with future background traffic growth and site traffic generation. Limits of the study area and key intersections need to be determined after consultation with county staff. 2. Location of proposed stormwater management facilities appear to be reasonable, however, special attention during final design will need to be given to the larger pond located ■ 11240 Waples Mill Road Fairfax, Virginia 22030 703.385.3566 Telefax 703.385.8319 on the northwest end of the site due to the proximity of the proposed sanitary sewer outfall . 3. Potential site distance problems could not be evaluated since future and existing road profiles were not provided. 4. Master site drainage plan was not provided, ENGINEERS therefore, overall SWM and site drainage ARCHITECTS could not be evaluated. SCIENTISTS ��— 5. Erosion and sediment control will need to be addressed during design development. We do not have any reservations for the acceptance of this MDP, however, we feel that traffic impacts should be studied as indicated above to address the need for improvements to Senseny Road which may include the need for traffic signalization or even widening this portion of Senseny Road.
